Democracy as a form of civilian rule must navigate a path between clerical and military powers, both of which are highly engaged in the politics of post-Mubarak Egypt. The authors ask in this article how mass support for democracy changed in Egypt between 2011 and 2014, and how this support is connected with views on religion and the role of the military. This question is important for understanding the prospects for democracy in a major state in the Arab world. It is also of comparative interest because of what change in the social and ideological drivers of mass attitudes may tell us about the nature of democratic support more generally. The authors’ analysis is based on nationally representative surveys of Egyptians in 2011 after the country’s first post-Mubarak parliamentary elections and in 2014 after the removal of the Islamist President Morsi. The findings indicate that Egyptians in large numbers favour both democracy and unfettered military intervention in politics. The authors also observe important shifts in the social bases of support for democracy away from religion but also from economic aspiration. Negative political experience with democratic procedures in 2011–2013 seems to be the strongest factor behind the observed decrease in democratic support.  相似文献

This article evaluates the aftermath of the Arab Spring through the dual optic of a regional phenomenon and a series of country narratives. These narratives are categorised by reference first to the secular states that found a path to stability after experiencing strong uprisings that drove rulers from power, second to the states in which the uprisings generated prolonged resistance and continuing acute instability, and third to the monarchies that neutralised the uprisings at their inception and restored stability. When other dimensions of conflict are taken into account, it seems likely that the Middle East will continue to experience chaos, intervention and counterrevolution for years to come, and possibly even a second cycle of uprisings directed at the evolving order.  相似文献

Revisiting the events leading to the collapse of Third World summitry in 1965, this article proposes that the rise and fall of Third World unity efforts in the years 1955–65 originated from the unsuccessful attempt by industrialised Afro-Asian (aa) countries to turn unindustrialised aa states into their export markets. As a case study, this article explores Egypt’s economic foreign policy towards other aa countries and its activity within the aa and the Non-aligned movements, and compares Egyptian strategy in this field with that of China and Ghana.  相似文献

This article presents a critical exposition of the contributions of Cheikh Anta Diop to a scientific understanding of ancient African history, race, and the study of culture. It sets out the history of Diop's successful struggle against flawed Eurocentric scholarship which sought to deny the contributions of ancient black Egyptians to world civilisation. Diop's intellectual odyssey across physics, linguistics, through anthropology, ethnology, genetics and history is recounted here to demonstrate the limitations of mono-, inter- and multidisciplinarity and clearly identifies him as a pioneer of transdisciplinarity in the field of knowledge production.  相似文献

In recent years, electoral processes in non-democratic settings have been analysed either within the framework of transitology or disregarded entirely by scholars of comparative politics. Analysing the Egyptian case, this article proposes a different conceptual framework. The interaction between electoral institutions and authoritarian dynamics is conceptualized in terms of the relationship between formal and informal institutions. In the Egyptian authoritarian political system, informal mechanisms of neopatrimonial rule not only take precedence over formalized rules and procedures but integrate formal electoral institutions into the authoritarian system. Drawing on empirical evidence from legislative elections under the rule of President Husni Mubarak, this article identifies three main functions for electoral processes in non-democratic settings: (1) Electoral contests serve to periodically renew channels of clientelist inclusion, drawing both voters and deputies into networks of patronage culminating at the top of the political system. (2) Formal inclusion of parts of the opposition into the electoral arena enhances the range of means available to the ruling elite in order to control these actors. (3) Pitted against each other in electoral contests, individual members of the ruling elite's lower echelons are effectively controlled and tied to the informal structures of rule. Thus, the principal traits of the Egyptian neopatrimonial regime remain unchanged, with formal electoral processes subverted by informal institutions of authoritarian rule to an extent as to fulfil distinctly authoritarian functions.  相似文献

How do we make sense of the potential role of civil society in the Middle East and North Africa (MENA) in bringing the region into a new era of reform and political participation? This article critically examines how the civil society landscape in the region has been conceptualized in the past and proposes a new typology of MENA civil society actors. I employ this typology in two cases – the revolutionary uprising in Egypt in 2011 and “evolutionary” long-term efforts to broaden the space for political participation in Lebanon. Comparing these two very different cases illustrates the utility of a typology of civil society actors (CSAs) that (a) emphasizes temporary coalitions between diverse actors; (b) highlights the both contentious and collaborative struggles through which political change actually happens; and (c) recognizes that different types of CSAs face different constraints and opportunities. I argue that employing such a typology can help structure comparison between disparate cases of civil society efforts for democratization and bring to the forefront issues of authenticity and legitimacy – challenges emanating not only from an oppressive state, but from within civil society itself.  相似文献

This article examines the repression-dissent nexus in Islamist social movements. Several studies have overwhelmingly focused on the effects of repression on protest volume, level, and tactics. However, understanding the responses of individual members to regime repression and how they relate to the movement's collective response is rarely discussed. By analysing the response of the Egypt's Muslim Brotherhood to regime repression since the coup of 2013, this article explains the effects of repression on opposition movements. It argues that to understand the impact of repression on these movements, we need to differentiate between the collective and individual responses to repression. These two levels of analysis are crucial to better understand the repression-dissent nexus. Also, the article contends that collective and individual responses to repression cannot be explained by focusing solely on the structural and institutional factors (i.e. organization, ideology, leadership, etc.). Members’ personal experiences, memory, emotions, and trauma play a key role in shaping their response to repression. The article thus accounts for both the formal and informal effects of repression on Islamists.  相似文献

Nearly two years after removal of Zine al-Abidine Ben Ali and Hosni Mubarak, Tunisia and Egypt are still in transition: gains made by early 2013 remain tenuous, and whether democracy takes root remains to be seen. This article identifies variables affecting these states' prospects for democratic development by drawing lessons from the post-communist coloured revolutions of the early 2000s, when democratic forces had difficulty consolidating initial gains. Based on these cases, we suggest that choices available to political actors, in particular the ability of democratic opposition forces to maintain unity and support a common transition platform, and their success in removing old regime elites, will be crucial in the post-Arab Spring environment. However, we also examine structural variables, including the nature of the ousted authoritarian regime and external leverage, which point to differences between the coloured revolutions and MENA uprisings and suggest limits to cross-regional comparison.  相似文献

This study aimed at conducting a multi-stakeholder assessment of the recent Egyptian parliamentary elections that took place after the Egyptian January 25, 2011 revolution. Using both qualitative and quantitative methodologies, it outlines the directions of different stakeholder groups' perceptions toward the elections. The qualitative analysis, based on a review of the literature and an examination of published and online media, emphasized the divergent opinions of the groups studied. The quantitative analysis focused on the results of an online survey distributed to a sample of 299 resident Egyptians representing the different demographic features of the eligible voting community. A valid and reliable scale was used to assess the perception of respondents to six different aspects of elections governance. The empirical study pointed to an overall negative perception of elections. The direction of respondents' perception was negative toward elections administration, information access, manipulation, and fairness. On the other hand, the respondents' perception tended to be neutral toward freedom and reference the new parliament's empowerment and tendency to complete its term. The study concluded with a number of proposed strategies for improving efficiency and enhancing fairness and freedom. Soon Egypt shall witness a new parliamentary election by 2014, and there will be an opportunity to learn from past mistakes.  相似文献
