高校电子档案管理工作初探

随着信息产业的飞速发展,电子档案领导部门要加大对电子档案的重祝程度,为保证电子档案的完整、标准、安全和电子文件管理的高效和科学,必须由相关的制度规定和标准来支持。必须强化培训,引进和培养高素质的档案工作人员。     

The legal classification of identity-based signatures

Identity-based cryptography has attracted attention in the cryptographic research community in recent years. Despite the importance of cryptographic schemes for applications in business and law, the legal implications of identity-based cryptography have not yet been discussed. We investigate how identity-based signatures fit into the legal framework. We focus on the European Signature Directive, but also take the UNCITRAL Model Law on Electronic Signatures into account. In contrast to previous assumptions, identity-based signature schemes can, in principle, be used even for qualified electronic signatures, which can replace handwritten signatures in the member states of the European Union. We derive requirements to be taken into account in the development of future identity-based signature schemes.     

Electronic health record: Wiring Europe’s healthcare

The European Commission wants to boost the digital economy by enabling all Europeans to have access to online medical records anywhere in Europe by 2020. With the newly enacted Directive 2011/24/EU on patients’ rights in cross-border healthcare due for implementation by 2013, it is inevitable that a centralised European health record system will become a reality even before 2020. However, the concept of a centralised supranational central server raises concern about storing electronic medical records in a central location. The privacy threat posed by a supranational network is a key concern. Cross-border and Interoperable electronic health record systems make confidential data more easily and rapidly accessible to a wider audience and increase the risk that personal data concerning health could be accidentally exposed or easily distributed to unauthorised parties by enabling greater access to a compilation of the personal data concerning health, from different sources, and throughout a lifetime.     

The Impact of Information Technology Development on the Legal Concept A Particular Examination on the Legal concept of 'Signatures'

This paper intends to explore the impact of Information technology(IT) development on the legal concept of ‘signatures’.To what extent and in which way does it impact on the legalconcept of ‘signatures’? This paper attempts toexamine this issue from an international and comparative perspective.It was found that IT development has different levels of impacton the legal concept of ‘signatures’ in differentjurisdictions. In the Common Law system such as the UK and theUS, it does not change the legal concept of ‘signatures’.However, it does put the legal concept on such an importantposition. On the contrary, IT development changes the legalconcept of ‘signatures’ in the Civil Law systemsuch as Germany and China.     

电子废弃物有关法律问题研究

随着我国电子信息产业的发展,电子产品已经日益成为人们日常生活中的必需品,由于电子信息产品更新换代较快,电子垃圾的处理已经成为困扰社会发展和环境保护的难题之一。我国现阶段电子废弃物管理有关法律尚不健全,除《固体废物污染防治法》以外尚无专门的电子废弃物污染防治法律,具体法律制度亟待确立。     

电子商务合同立法研究

电子商务合同的订立程序、书面形式和签字确认等问题与传统合同制度有很多不同 ,如何建立和完善电子商务合同相关立法是当前急需研究解决的法律课题 ,本文即对这一问题进行研究 ,指出应在我国合同法中增加电子商务合同的相关规定。     

论新加坡电子支付体系的法律监管及其启示

新加坡《支付体系监督法》为新加坡电子支付体系提供了一个统一而明确的法律监管框架,尤其着重于对被指定的重要支付系统(DPS)和储值类支付工具(SVF)的监管。在监管理念上,该法体现了法律监管与行业创新的平衡,一般监管与特殊监管的结合,宏观监管与微观监管的配合,以及监管权力与被监管者权利的兼容。我国应借鉴新加坡的经验,构建统一的支付体系监管法,确定监管重点,完善监管方式。     

公众接受政府门户网站的影响因素研究

电子政务系统的成功不仅取决于技术因素,更取决于用户的接受。本文以计划行为理论(TPB)和技术接受模型(TAM)为基础,建立分析公众接受政府门户网站影响因素的理论模型和假设,通过调查获取了225份有效问卷,运用SPSS和LISREL软件进行数据分析和假设检验,结果表明:模型能够解释公众使用意向的方差为58.3%;影响公众接受政府门户网站的主要因素包括感知有用性、信任、感知易用性、外部影响、人际影响、自我效能和便利条件。最后,提出了促进公众接受政府门户网站的若干建议。     

关于电子出入境管理的思考

电子出入境管理是出入境管理机构运用现代计算机和网络通信技术，将内外的管理与服务职能进行整合与优化后到网络上完成，为公众提供高效、优质、廉洁的管理与服务。近年来，公安出入境管理系统在各级党委的领导下，积极推进和实施了电子出入境管理，并取得了很好的成绩。但要真正实施电子出入境管理，需要做的工作还很多。
