Women’s empowerment discourses in Africa involve contradictory desires from women on one hand and society at large on the other. This article argues that the traditional validation mechanisms for women’s identities are crucial avenues for analysing both the conceptions and experiences of empowerment. Drawing on primary ethnographic data, I analyse paradoxes in women’s empowerment discourses in postcolonial Ghanaian societies, where neoliberal discourses thrive side-by-side with collectivist–socialist cultural ideals. Using an example of social capital, gained largely through mothering, I suggest that, because women’s relationships with capital are structured by local socio-cultural and global economic structures and relations, the theorisation and application of the concept of empowerment need to recognise the complicated relationships (with capital) that women negotiate on a daily basis.  相似文献

While governments have adopted employee empowerment practices around the world, they are also concerned with and wish to reduce barriers to innovation in the public sector. Using the 2012 Australian Public Service Commission (APSC)’s “the State of the Service data,” this article examines the association between four empowerment practices and perceived barriers to innovation. The results reveal that a unit increase in granting power to employees has a very large effect on reducing perceived barriers to innovation, suggesting for policy makers that granting power to employees is a crucial practice which can reduce perceived barriers to innovation. Additionally, while providing information is positively associated with perceived barriers to innovation, offering rewards and providing access to knowledge and skills are negatively associated with perceived barriers to innovation. This article sets out to critically examine whether and how different ideas of (radical and liberal) empowerment are embedded in policy documents and texts pertaining to the introduction programs in Scandinavia. All three countries have several elements in the program that have the potential of being empowering, viewed from both a radical and liberal empowerment ideology. However, the liberal empowerment ideology is more present in the programs, to various degrees, compared to the radical empowerment ideology, which is more difficult, if not impossible, to live up to within the framework of all three programs.  相似文献

In-depth interviews with both organizational staff and refugee clients in two American refugee resettlement organizations explore how empowerment is communicated to and understood by refugees being “empowered.” This study found that while organizational staff professed empowerment focused on self-sufficiency as self-determination, in practice their communication to clients defined self-sufficiency a priori in economic terms. Refugee clients instead constructed empowerment(s) in economic, educational, personal, and family terms. These findings highlight the need for changes in U.S. resettlement policy and for theoretical and practical understandings of refugee empowerment to recognize polysemic and conflicting empowerments in different life arenas and from different positionalities.  相似文献

Studies on user committees often critique the claim that membership to these committees empowers people. In this article, we use survey data on empowerment school committees in Tanzania to find out whether school committee membership is a source of empowerment of people at the local levels. Our findings suggest that membership in itself has limited impact on empowerment, while access to information and gender are the major sources of empowerment. However, the role of membership to the school committee is significant insofar as it can expose members to critical information on school issues.  相似文献

ABSTRACT

The Comprehensive Peace Agreement (CPA) not only ended Africa's longest civil war, it aimed to transform Sudanese society. A critical element of this transformation is uplifting the status of women. This article surveys the conditions faced by women in two villages in Nuba Mountains/Southern Kordofan, principally their ability to access land for farming, credit facilities and barriers to education and health services, and whether the implementation of the CPA has resulted in any concrete changes.  相似文献

Abstract

Is network politics a good or a bad thing for democracy? Seen from a narrow perspective of democracy the answer is clear. It is a bad thing. However, seen from broader perpsective the answer is more complex since it does not only focus on the preservation of representative democracy but also on the promotion of organizational democracy in civil society and on the enhancement of the citizens' political capital, that is their endowment, empowerment and political identity. The complexity of the relationship between democracy and network politics is apparent in a case study of political decision making in Skanderborg, a small town in Denmark.  相似文献

The Department of Trade and Industry's 2003 strategy identifies ‘Black Economic Empowerment’ (BEE) as being broad-based, inclusive, and part of a sustainable long-term growth and development strategy. In this, it is consistent with the 2001 Black Economic Empowerment Commission report, the ANC 2002 conference resolution and ultimately the ANC's Reconstruction and Development Programme of 1994. We use firm-level information in the metals and engineering industries to examine the actual nature and extent of BEE across the dimensions of ownership, procurement, employment equity and training. Its aim is to examine the relationships between BEE concepts and provisions and the responses that firms took in practice. Direct pressure for BEE in metals and engineering firms arises from legislation and regulatory provisions governing employment equity, skills development and procurement. It also follows from procurement provisions applying to large companies that buy from metals and engineering firms, as well as to mining firms and State-Owned Enterprises such as Eskom and Transnet.  相似文献
