What Limits for Government Control? Civil Liberties and Anti‐terror Measures after the Heathrow Bomb Plot

The threat posed by transnational terrorism has excited debate about how best to calibrate relations between government, the courts and parliament: how can the provision of internal security be facilitated, whilst respecting freedoms and ensuring that policies enjoy broad legitimacy? Attention has focussed primarily on the power of the courts. Sections of the government have mooted a curtailment of judicial competencies; by contrast, a broad range of actors calls for ‐ at the least ‐ the maintenance of current judicial powers as the best means to prevent government from exploiting its already large scope for manoeuvre, as well as to overcome public scepticism. Yet the current debate misses the point that relations between government, courts and parliament have already been altered. Government has gained extra political resources thanks to its participation in forms of international counterterrorist cooperation. This shift of power, and associated problems, were clear during the recent ‘Heathrow bomb plot’.     

The Influence of Future Certainty and Contextual Factors on Delinquent Behavior and School Adjustment Among African American Adolescents

This study examined the ability of future certainty—an individual's perception of future stability, operationalized as the likelihood of certain life outcomes–to explain variance in delinquency and school adjustment, while controlling for economic, neighborhood, and family factors, among a cross-sectional sample of 1422 male and 1562 female African American adolescents drawn from the National Longitudinal Study of Adolescent Health (Add Health). Three kinds of future certainty were examined: future life certainty (e.g., life expectancy), marriage certainty, and college certainty. In hierarchical multiple regression analyses, future certainty and family functioning were stronger predictors than economic and neighborhood variables: neighborhood disorganization and family socioeconomic status. Future life certainty and expectations of attending college were stronger predictors of delinquency among males than females. Marriage certainty was the weakest predictor of the three certainty variables.

本文总结了布什执政以来美国对东盟的政策,探讨了影响美国政策的因素,分析了美国对东盟政策的调整将对中国—东盟关系产生的影响。文章认为,“9.11”事件以后,美国的反恐战争为其重返东南亚提供了契机。布什政府调整了对这一地区的政策,改善或提升了与东盟国家的关系。然而,把东盟作为一个地区机制,美国还没有完整的战略。美国主要推进的是双边关系,其中以军事关系为重。美国政策对中国的影响是复杂的,在中美关系稳定的情况下,其负面影响在短期内不会太大。     

欧盟宪法危机的成因、影响及出路

欧洲迎来了历史上前所未有的和平统一的机会,欧元的成功已进一步地把欧洲的经济融合到一起。政治上,欧盟宪法的起草也给人们以巨大的希望,人们希望看到一个统一、和平的欧洲出现。但在2005年,法国和荷兰先后在全民公决中,否定了《欧盟宪法》,这给欧洲统一的进程蒙上了阴影。本文尝试分析此次危机出现的原因,并进一步探讨危机出现可能带来的影响,以及预测今后欧洲一体化的前景。

作为一种政治安全进程的产物,欧洲安全与合作组织在30年的发展历程中不断根据形势变化而进行适应性调整。进入新世纪以来,欧安组织对欧洲安全形势、安全格局变化调适不顺,内部利益进一步分化,面临重重困难和矛盾。当前,欧安组织处于深刻的政治危机中,发展前景充满不确定性。     

对欧洲青年非政治化的质疑

对欧洲青年价值现、法国青年参与国家选举情况的大量调查,没有发现任何青年“非政治化”的倾向。事实上,由于某些政治家个人声誉等因素的影响,青年参与国家选举的人数的确在下降,但同时也应注意到,一些体现公民参与政治的其他表现形式近几年来有了一定程度的发展。

Imagining Islam in Kosovo - The social construction of the Kosovar Muslim subject among European political actors

ABSTRACT

Despite being a Muslim-majority society, Kosovo increasingly securitizes practising Muslims by politicizing the ostentatiously pious among them as a threat to Europe’s security and Kosovar identity. Given the EU’s significant discursive and political power in Kosovo, this article pursues the question of how European representatives conceive of pious Kosovar Muslims, and whether this image might explain their securitization. On the basis of 24 semi-structured interviews with various European officials conducted in 2018, I argue that they predominantly imagine pious Kosovar Muslims as influenced by foreign powers through indoctrination, material incentives or appeals to identity, which does condone their securitization. However, this image is in fact shaped by local Kosovar elites who instil such conceptions in European officials because such an image helps them in the pursuit of their own political agendas. The article exposes the intricate mechanism and power relations that underlie this process of policy-relevant knowledge production.     

The global threat of race in the decomposition of struggle

ABSTRACT

Many of the struggles that emerged in the wake of the 2008 global economic crisis eventually experienced decomposition in the face of multiple internal and external threats. While movement composition and decomposition are inevitable in the natural cycle of popular struggles, this article argues that what David Theo Goldberg has termed “the threat of race” constituted one important factor that brought about the eventual demise of these popular mobilizations. By drawing on the cases of US Occupy Wall Street, European anti-austerity protests, and South African struggles against xenophobia, it points to global continuity in anti-blackness across disparate geographies. As these same regions currently confront the threat of righting authoritarianism, this article argues we must also take a self-reflexive look at the seeds of reaction embedded in otherwise progressive and left-wing formations in order to achieve a more sobering account of our present predicament.
