Criminal street gang recruitment of minors has proliferated through countless communities in the United States as tensions continue to rise between gangs, communities, and the police. In response, many state legislatures have proposed legislation to combat such influence. However, not only are the proposed penalties too lenient, but some states do not even have laws that prosecute criminal street gang recruitment of minors. This note proposes that all 50 states enact an anti–gang recruitment statute specifically targeting recruiters of criminal street gangs by criminalizing gang recruitment of a minor. 相似文献

The huge diversity in family life and living arrangements across the globe has far‐reaching implications for the ways in which families are supported and family justice is administered. Given the serious concerns about the number of relationships that break down and the potentially detrimental impacts on children and their parents, it is essential to understand the triggers threatening the stability of couple relationships, including the financial stresses caused by the recent global recession and accompanying fiscal austerity. Since family relationships are central to the psychological, emotional, social, and economic well‐being of adults and children everywhere, policy makers and practitioners should collaborate across international boundaries to develop interventions that promote family well‐being, secure the best interests of children, and ensure the conditions and systems in which families can thrive. 相似文献

The Family Mediation Project is a not‐for‐profit means‐tested research initiative at Waterford Institute of Technology, based on an innovative family mediation model developed by Dr Roisin O’ Shea, following her Irish Research Council funded doctoral research. The project, led by W.I.T.’s Dr Sinéad Conneely (coordinator) and Dr Roisin O’ Shea (principal investigator), is test‐running the next iteration in family mediation, embedded in the community, comprising of the most effective elements sourced globally, with a particular focus on innovations in Canada, and is gathering empirical data to evidence outcomes. The final “real world” phase of the project commenced in May 2018, an exciting collaboration between voluntary, statutory agencies and a research institution to further test the effectiveness of this innovative approach on a larger scale at community level in the south Dublin area. This paper will discuss the project innovations and efficacy of the projects objectives, to provide effective mediation as quickly as possible for families and their children, within their community, by experienced family mediators, with hook‐ups and sign‐posting to trusted existing resources, such as the support services offered by the Family Resource Centres, and on‐line and face‐to‐face resources, with the court‐room as an end of pipe‐line solution or emergency forum only. 相似文献

The ability to make effective co‐parenting agreements and reduce conflict following divorce depends on a person's emotional state or readiness. This article outlines OnePlusOne's development and piloting of an Emotional Readiness Assessment and subsequent digital tool, in collaboration with the University of Sheffield. It comprises a summary of a literature review to identify the key emotions experienced during separation and their influence on making effective childcare arrangements, item development derived from the review and expert consultation, feedback from separated parents regarding sources of support, practitioners’ feedback regarding the tool's feasibility, and concordance between mediator comments and clients’ scores on the tool. Ways of using this tool in practice and implications for further development are also discussed. 相似文献

In clinical and most forensic evaluations, “diagnosis” connotes the expectation of a DSM‐5 or ICD‐10 formally labeled mental condition. When the task is to evaluate the security risk a person's psychological makeup presents to an institution, such a molar diagnosis can blind the clinician and elevate the risk to a security agency. When “diagnosis” connotes achieving an understanding of a person's behavior that has raised security concerns, then a different conceptualization of the diagnostic process is required. Unlike the clinical situation, the evaluation is not being performed to benefit the person but for the purpose of assessing risk to an agency. The differences this introduces involve every aspect of the evaluation and changes the type of diagnosis expected. Not appreciating these differences can cause the clinician to fail in the task of assessing psychological tendencies that affect national security. 相似文献

1,2‐indanedione is used for latent fingerprint visualization on porous surfaces. In this paper, fluorescence spectra of 1,2‐indanedione after reacting with 21 individual amino acids present in latent fingerprints residue were measured in water‐methanol solutions. The fluorescence intensity depends on the amino acid used, while the fluorescence peak does not change much. The concentration of amino acids in fingerprint residue in females is almost the double of their concentration in males. This property combined with fluorescence of 1,2‐indanedione‐amino acids compounds is used for gender determination, by comparing the fluorescence intensity peaks in the same experimental conditions. In this preliminary study, the fluorescence signal from the samples representing females was almost two times the signal for samples representing males. In addition to the reduction by almost 50% of the number of suspects in a criminal research case, these results could be helpful in gaining some knowledge about the papillary residue composition. 相似文献

An older body of research claims variously: a world‐wide transformation from new public management (NPM) to new public governance or post new public management (post‐NPM); a ‘layering’, where new management rhetoric and techniques are layered upon existing ones; or a ‘hybridisation’ synthesised from competing systems. More recent studies, particularly in central and Eastern Europe, suggest a nuanced and context‐specific degree of transformation. Influenced by a growing research interest in citizen perceptions of public management, this study expands this more nuanced approach by surveying local government public management perceptions of 1,140 New Zealand and 3,100 Japanese citizen online survey respondents. Using principal component analysis, we show both New Zealand and Japan exhibit degrees of hybridisation of public management paradigms, with Japan exhibiting a higher degree of eclecticism. 相似文献

This article focuses on Mexico’s struggle with development—reflected in the country’s continuing persistent poverty, inequality, lack of inclusion, and social mobility—as Mexico finds itself caught between global compromises (the Millennium Development Goals, 2000‐15; the Sustainable Development Goals, 2015‐30) on one hand and National Development Plans (NDP) on the other. I analyze three consecutive NDP since the transition to democracy in 2000 and look ahead to announced changes in the “Project for the Nation 2018‐24.” I also take stock of how international and national organizations have monitored and evaluated these issues. Doing so enables us to identify, problematize, and reflect on where Mexico is heading with this particular struggle. It has produced, I argue, a certain dissonance or even myth concerning development entangled between grand documents mirroring global compromises and a rather bleak reality when transformed into domestic policies for development. 相似文献
