The paper contributes to the discussion about policy advice, initiated by Falk et al. in PVS 2/2007. Based on a differentiation between output- and input oriented politics, several notions of advice and knowledge are discussed. This leads to the insight that the relevance of studies in political science does rely on the careful consideration of the strategic influence of knowledge in the political process. The fruitfulness of such a perspective is exemplified by a short view on some institutional developments in the field of political advice. A detailed analysis of the newly organised economic policy report “Gemeinschaftsdiagnose” then reveals that the diagnosis of new cooperative modes of governmental acting, as postulated by Falk et al., has to be modified. Particularly with regard to core fields of governmental acting, like economic and social policy, there is an unbroken continuity of hierarchical forms of governing.  相似文献

This paper inquires into the interdependence of cigarette taxation in the US states between 1971 and 2006. It is argued that diffusion influences emanating from the tax policies of other states have an effect that is conditional upon the government ideology in a focal state. Specifically, it is shown that only those state governments that are not positioned on the far right end of an ideology continuum use an environment of high cigarette taxes to pursue their fiscal and health policy goals. At the same time, interventionist ideology can only be effective if it operates within a favorable policy environment. I argue that casting policy diffusion as conditional allows for empirically more accurate and theoretically richer models.  相似文献

While German ideological space is often characterized with two dimensions, empirical estimation demonstrates that party positions can be placed on a uni-dimensional scale. This seems to be inconsistent with conventional spatial models of party competition, since parties should, accordingly, exhaust the two-dimensional space to maximize their votes. This paper suggests an alternative spatial model which adjusts or removes some restrictive assumptions of the conventional models. Most importantly, the model suggested here allows parties to influence the salience and (non-)separability of both dimensions at voters’ decision processes. The simulation results demonstrate that the vote-maximizing parties can coordinate themselves in favor of inequality of the salience or non-separability of both dimensions. This, in turn, leads to a certain level of unidimensionality of party positions.  相似文献

Party politics at the German state level plays a decisive role for patterns of party competition and for legislative decision-making at the federal level. This article analyses the impact of party politics at the state and the federal level on the formation of coalition governments in the German Laender. The empirical analysis is based on a unique dataset that covers information on the state parties’ programmatic positions, their pre-electoral alliances, and the structure of party competition on the federal level in the time period between 1990 and 2007. The results reveal that the programmatic positions of state parties have a decisive impact on government formation. Other relevant factors are the parties’ relative strength, their coalition preferences and the partisan composition of government and opposition on the federal level.  相似文献

Zusammenfassung  Am Beispiel von zehn parlamentarischen Demokratien in Mittelosteuropa (1995–2004) werden neue Demokratiemuster nachgewiesen, welche die Kombination von machtkonzentrierenden und machtdispersiven Effekten von Akteurskonstellationen und formal-institutionellen Entscheidungsregeln (elektoral und legislativ) erfassen. This article analyzes the nationalization of political parties and party systems in seven young Asian democracies in national, regional and interregional comparison. The article shows that the degree of territorial homogenization differs among these nations, but is predominantly low compared to other non-Asian party systems. Building on these findings, the article discusses potential explanations for the characteristics of the party systems described here. The empirical evidence suggests that the variance of nationalization among Asian party systems predominantly reflects the importance of territorial and non-territorial cleavage structures as well as of institutional and agency-related factors.  相似文献

In this paper, we corroborate Gamson’s Law for a data set including German coalition governments on the federal and Länder level. We further tackle the question of how to explain this regularity. Here, we conclude that it is not the bargaining power of parties resulting from seat distribution that could be able to explain Gamson’s Law. In fact, we identify Gamson’s Law as a behavioural norm which evolved over time in Germany. We finally confirm the conjecture that on average smaller parties profit and larger parties suffer from deviations from Gamson’s Law. However, there is also a strong party bias which is able to invert this effect for single parties as e. g. the Greens or the Party of Democratic Socialism. Further variables such as the size of the party system or the number of parties which form a coalition government can also explain some deviations from the Gamson’s Law.  相似文献

Zusammenfassung  Der Fortschritt der molekularen Medizin und der Biotechnologie ist zu einem fundamentalen Faktor der gesamtgesellschaftlichen Orientierung geworden. Ethische und politische Beurteilungen der biomedizinischen Entwicklung bleiben schwierig. Einerseits macht diese politische und rechtliche Ma?nahmen erforderlich, andererseits wird von „politischem Missbrauch“, einer besorgniserregenden „Ethisierung der Forschungspolitik“ bzw. einer „erschreckenden Politisierung“ der bioethischen Debatte gesprochen. Die Schwierigkeiten, die sich bei der übertragung von wissenschaftlicher Expertise und moralischen überzeugungen in biopolitische Normierungen zeigen, erweisen sich als Symptome weitreichender Rationalit?tsdefizite in der Biopolitik, die sich an der politischen Semantik in den Grenzbereichen von biomedizinischer Forschung, ethischer Beurteilung, politischer Steuerung und politikwissenschaftlicher Analyse ablesen lassen. Besonders kritisch zu betrachten sind in diesem Kontext Adaptionen bestimmter „Public-Reason“- und Diskurs-Modelle, die ihrerseits Rationalit?tsdefizite aufweisen. Als problematisch erweist sich in diesem Zusammenhang ein verbreiteter Vorbehalt, der im Namen der Demokratie gegenüber Ans?tzen der politischen Philosophie vorgebracht wird. Die politische Philosophie kann indessen als „Rationalit?tsreserve“ dienen, auf die angesichts von Defiziten im Bereich der Explikation biopolitischer Leitideen und demokratietheoretischer Begründungszusammenh?nge nicht verzichtet werden kann.   相似文献

In this paper, the problem of illusory perception, as approached by the Nyāya and Advaita Vedānta schools of philosophy, is discussed from the standpoint of the Parimala. This seminal work belonging to the Bhāmatī tradition of Advaita Vedānta was composed in the sixteenth century by the polymath Appaya Dīk?ita. In the context of discussing various theories of illusion, Dīk?ita dwells upon the Nyāya theory of anyathākhyāti, and its connection with jñānalak?a?apratyāsatti as a causal factor for perception, and closely examines if such an extraordinary (alaukika) perception is tenable to explain illusory perception. He then proceeds to point out the deficiencies of this model and thereby brings to the fore the anirvacanīyakhyāti of Advaitins as the only theory which stands scrutiny.  相似文献

Voraussetzung für die Beachtung ausl?ndischer Rechtsh?ngigkeit ist Identit?t der Parteien und des Streitgegenstands. Zudem muss das im Ausland zu erwartende Urteil anerkennungsf?hig sein. Die Frage, ob und wann Rechtsh?ngigkeit im Ausland eingetreten ist, ist grunds?tzlich nach der ausl?ndischen lex fori zu beantworten.  相似文献
