基于“项目化管理、任务化驱动”的边检机关基层党建活动运行刍议

边检机关基层党建活动是边检机关党组织建设的重要载体,是体现边检机关党组织活力的重要途径。对边检机关基层党建活动实行项目化管理、任务化驱动,就是运用项目化管理中＂淡化职能、任务驱动、专业互补、强化效果＂的原则,采取一体化团队工作模式,对各种相关资源进行系统配置和集成,实现跨职能、跨专业的横向合作,最终形成人人参与、人人共享的生动活泼氛围。将现代项目管理的理念、体系、流程与方法应用于党建活动管理中,其核心是＂任务驱动＂,即＂主导———党组织＂利用＂主线———目标任务＂驱动＂主体———党员民警＂完成党建活动任务。这一过程的实施既可以发挥党组织的主导作用,又可以体现民警的主体作用,也可使党建活动的质量和效果得到大幅度提高。

Post-FTO Performance Evaluations of Rookie Police Officers

Abstract

The literature surrounding the Field Training Officer (FTO) program examines how police recruits navigate post-academy on-the-job training, the reactions these novices have, and how these fledgling officers assess their training experience. Absent from this literature is any consideration of how new officers perform after graduation from the FTO program. The present study examines 347 monthly evaluations issued by immediate supervisors for 66 rookies at the Tallahassee (FL) Police Department. An analysis of scores registered in 18 areas over the first six months after FTO completion determines that race and sex of the sergeant and officer exhibit a statistical influence on grading practices. While these effects do not appear to taint the transition from probationary to full employment status, long-term ramifications are explored.     

治理的“在场化”:变化社会中的政府治理能力建设研究

以科层制为依托的行政一元化治理模式存在组织形态与思维方式上的局限性,而其伴生的信息劣势和权能短板也导致了治理空白、反应迟缓和治理偏差,这使其在面对转型社会的治理难题时陷入困境。在"一线"构建政府治理场域为变化社会提供了"在场化"的治理方案:科层内部的干部动员机制和科层动员机制实现了信息资源与权能资源在治理"一线"与决策层之间的有效对接与传输,进而使得一线行政主体和上级行政主体分别实现了实质性与虚体性的"在场";而政府推进的社会动员则实现了社会、市场领域的多元行动者由"自在"向"自为"的角色转化,并获得了"在场"的治理主体地位。由此,在治理"一线"形成的以广义政府为权威核心,多元治理主体有机协同的治理场域格局,不仅在工具理性层面矫治了一元治理和科层治理的弊端,弥补了治理目标与治理手段之间的裂隙,也产生了国家与社会相互支持的嵌入式治理的溢出效应,从而以"增能"与"减阻"两个向度强化了变化社会中的政府治理能力。     

A field trip in the first week at university: perspectives from our LLB students

ABSTRACT

Field trips are a major part of the pedagogy of experience. Generally, core theoretical knowledge is developed in class before a practical field application is facilitated to link knowledge. Field trips are both observational and participatory. This paper describes how the Bachelor of Laws students at an Australian university undertook a field trip to the Parliament during their first week at university. In contrast to traditional transmission of content knowledge and teaching legal rules, this field trip was purposefully designed as an early memorable, motivating experience for students to reflect on personal learning by connecting theory and context. This structured program had supporting activities and an aligned summative assessment. Findings of this qualitative study suggested that students and academics concurred that field trips are important for learning though their perceptions about it differed. For the students, it was a valuable learning experience which contextualised learning, developed an appreciation of different learning approaches, provided networking opportunities and set them thinking about potential future careers. Study outcomes indicate that curriculum designs that integrate experiential learning and linkage activities to professional settings across the entire law course are worth exploring and embedding into the curriculum.     

Between Chaos and Diversity: Is Social Memory Studies a Field?

Is (or are) memory studies, social or otherwise, a field? If so, does anything hold it together beyond the mere use of the phrase “collective memory”? Memory studies is simultaneously still in its charismatic phase, though it no longer has a right to be, as well as highly resistant to efforts to escape from it, though it clearly needs to do so. To be a field, it needs a memory of its own.
