严格执法程序提高执法质量

提高公安机关执法质量具有重要意义。当前执法程序上存在的问题是影响公安机关执法质量的突出因素。为此,应采取领导重视,从硬件和软件上加强公安法制部门的建设;大力加强法制教育培训工作,全面提高公安队伍的法律素质和整体执法水平;建立和完善各种规章制度,规范执法程序;强化执法监督,完善考评机制等措施来提高执法质量。

Social media and Russian territorial irredentism: some facts and a conjecture

ABSTRACT

After Kremlin policymakers decided to incorporate the territory of Crimea into Russia, updates on public attitudes in Russian-speaking communities elsewhere in Ukraine would have been in high demand. Because social media users produce content in order to communicate ideas to their social networks, online political discourse can provide important clues about the political dispositions of communities. We map the evolution of Russian-speakers’ attitudes, expressed on social media, across the course of the conflict as Russian analysts might have observed them at the time. Results suggest that the Russian-Ukrainian interstate border only moved as far as their military could have advanced while incurring no occupation costs – Crimea, and no further.     

Digital Britain interim report: A step in the right direction?

The Digital Britain interim report was published on 29 January 2009 by the DCMS and BERR with the final report being due out in June. The Report divides itself into four areas for ‘action’; namely Digital Networks, Digital Content, Universal Connectivity and Equipping Everyone to Benefit from Digital Britain. The level of action proposed in each case varies widely and the Report has come under criticism for delivering little in the way of concrete promises or clearly defined strategy. This article summarises and analyses a number of the key purported actions from the Report in order to consider whether it is indeed an appropriate step towards an action plan that would secure the Britain's place at the forefront of the new media age.     

《大宪章》对英国宪政的影响——兼论《大宪章》现象对我国宪政建设的启示

在英国宪政史和世界宪政史上，《大宪章》被公认为是一个里程碑，《大宪章》虽然是一部封建法律文件，但事实上由于法律拟制的运用，《大宪章》为后世的宪政运动提供了理论支持。《大宪章》现象对我国的宪政制度建设有一定的启示作用。     

从英国经验看我国卖淫刑事政策的变革

上世纪末以来，英国在考察欧洲其他国家相关制度的基础上，对本国的卖淫法律制度进行全面审查，并开始变革卖淫刑事政策。在我国，卖淫的刑事政策在近十余年里遭到社会学者和犯罪学者的批评。从权利保护的价值观以及刑事政策的有效性等角度出发，可以借鉴英国变革的经验，对我国的卖淫刑事政策进行反省和变革。     

Arte Blanco con Motivos Negros: Fernando Ortiz's Concept of Cuban National Culture and Identity

The purpose of this article is to analyze Fernando Ortiz's treatment of the poetic production of the 1920s and 30s movement of Afrocubanismo . The first section explains his belief in a process which would culminate with the consolidation of a mulatto Cuban national identity. It is argued that Ortiz conceived of this process as one which would eliminate what he assumed were pure African forms, which he viewed as primitive and inferior. The second section explores how these notions affected his evaluations of the poetry of the movement. The third section compares Ortiz's methodology in determining identities to what is known in anthropology as an etic perspective. It is argued that Ortiz ascribes mulatto identities to cultural forms without considering the perspectives of their practitioners. The article reaches three main conclusions regarding Ortiz's treatment of afrocubanista poetry. Firstly, that he used it as the confirmation of a process of formation of a mulatto Cuban national identity. Secondly, that he viewed it as a genre which could stylize and make acceptable inferior African cultural forms. Thirdly, that he used it as an instrument through which to dilute conflictive black or African identities.

近年来,19世纪的口号"大角逐"在国际能源领域再次抬头。但是,西方学者往往选择少数案例来证明油价上升的主要原因是中国与印度的竞争,以及油田的买卖。本文通过对中印竞争、合作与独立购买案例的实证调研,认为双方的竞争与合作案例的数量不仅少,而且两类交易的数量相当,相比之下,平行独立的中印能源外交案例最多。中印两国能源公司都基本遵照市场规律与游戏规则,而且多数能源行动并不属于过时的份额油"大角逐"。
