从知足常乐说开去——学习胡锦涛同志重要讲话的一些心得

胡锦涛同志<在新时期保持共产党员先进性专题报告会上的讲话>有一段引用周恩来同志的话告诫全党同志具备"知足常乐"健康心境的重要性的论述.作为学习胡锦涛同志重要讲话的一些心得,文章从共产党员、特别是党员领导干部知足常乐、常修为政之德与其牢记并坚持"两个务必",常思贪欲之害、知足常乐与其过好生活关以及知足常乐、常怀律己之心与其保持先进性的连动影响效应的研究视角切入主题.作者认为,共产党员、特别是党员领导干部知足常乐、常修为政之德、常思贪欲之害、常怀律己之心与其牢记并坚持"两个务必"、过好生活关、保持先进性的连动影响效应是直接的、明显的、有决定性意义的因果范畴.由此得出了党的利益与个人利益的趋同性与一致性、一定程度上共产党员知足常乐和党的执政能力建设之间的因果关系的必然性和不可替代性的研究结论.     

“绿色文明”与人类行为方式的变革

如今地球生态危机的主要根源,是人类为满足自己近视的幸福要求而采取的许多不计后果的行为方式."绿色文明"作为一种新的人类文明形态是对传统工业文明即"黑色文明"的否定和清算,特别是对它的价值理念基础的否定和清算.因此,努力打造先进文明,促进"绿色文明人"的普遍生成,对于全面改造人类行为方式,实施以人为本的全面、协调、可持续的发展战略具有关键的意义.     

浅谈绿色环境税收

随着工业化的发展,为解决全球资源短缺、环境污染严重的“环境退化度”问题,实现全球经济“可持续发展”的理论得到广泛认同。世界上不少国家开始利用税收强制手段,控制自然环境退化,实施了对自然资源、生态环境保护的“绿色环境税收”制度。本文从绿色环境税收的产生发展、概念种类、中国绿色环境税收的现状出发,提出了完善中国绿色环境税收的构想。     

绿色壁垒的法律分析

绿色壁垒的产生源于全球环境保护的紧迫性,贸易保护主义则推动了其发展。绿色壁垒以一系列国际国内公开立法为依据,具有形式上的合法性。采取绿色壁垒措施必须遵循WTO的非歧视、透明度和发展中国家优惠待遇等基本原则。面对我国国际贸易深受国外绿色壁垒影响的现状,我国应以国际规则坚持抵制贸易保护主义,制定绿色产品及其包装发展鼓励条例,并不断完善环境管理和绿色保障法律制度。     

The Impact of EU Membership on UK Economic Performance

The relatively deep level of economic integration achieved by the European Union (EU) has been highly successful in increasing trade for its members. Larger trade volumes have had positive effects on productivity levels. In the case of the United Kingdom the gain from joining the EU was probably around 10 per cent of GDP and this far exceeded any costs of membership, possibly by a ratio of seven to one. A major reason for this outcome was a significant increase in competition as protectionism was abandoned. The economic implications of Brexit are much less clear because there are many permutations of what it would entail. Future trade barriers rather than budgetary transfers are the main issue. Brexit could be quite costly if the UK left the single market and used its new policy space badly. Ironically, while Brexit clearly appeals to free traders, it could end up empowering protectionists.     

The Nature and Incidence of Workgroup Innovation in the Australian Public Sector: Evidence from the Australian 2011 State of the Service Survey

Using data from a nationally representative survey of all Australian Government employees, we explore the nature of innovation implemented at the workgroup level and assess the multi‐dimensionality of the workgroup's ‘most significant innovation’ (MSI). Of the 10222 survey respondents, 48% reported at least one innovation implemented by their workgroup, with an innovation more commonly reported with an increase in the respondent's age, seniority, and service experience; among men and university graduates. The results reveal that 54% of the reported MSIs incorporate between two and five dimensions of innovation types (policy, service, service delivery, administrative/organizational, and conceptual), and most of these dimensions reinforce each other. Different dimensions of the MSI draw on different sources of ideas (with senior leaders having the broadest impact), face different ‘revealed’ barriers, require different levels of workplace creativity, and produce different beneficial effects. Our findings help strengthen an understanding of the influencing factors and the effects of multi‐dimensional public sector innovations.     

Revived and Discouraged: Evaluating Employment Barriers for Section 3 Residents With Criminal Records

Section 3 was established in the Housing and Urban Development (HUD) Act of 1968 to provide employment for public housing residents in distressed communities while rebuilding underserved neighborhoods. As a provision that recipients of HUD funding must comply with, Section 3 reporting agencies are having trouble securing employment for ex-offenders. This is problematic since low-income ex-offenders unable to secure stable employment are more likely to recidivate. Research evaluating the specific barriers to employment for Section 3 residents with criminal records and policy recommendations are sparse although the problem is prevalent in communities nationwide. This study uses San Antonio, Texas as an example for conducting a policy review to identify the barriers to employment for Section 3 ex-offenders. The results of the qualitative analysis indicate that at the national level, HUD and the Section 3 provision do not create barriers to employment but state and local policies and practices do.     

和谐社会背景下“绿色GDP”核算的研究

全面落实科学发展观,积极构建社会主义和谐社会是大势所趋。人与自然的和谐是和谐社会建设的重要方面之一。而“绿色GDP”所倡导的人与自然和谐共生,呼吁健康经济增长方式,则将对构建和谐社会起到积极的推动作用。     

痘苗病毒SYBR GreenⅠ荧光定量PCR检测方法的建立与应用

为实现痘苗病毒的快速检测,根据痘苗病毒TA27L基因设计引物,经各项条件优化后,建立痘苗病毒SYBR GreenⅠ荧光定量PCR检测方法,同时将PCR扩增的TA27L基因克隆至pMD18-T载体,将测序正确的重组质粒作为标准品进行敏感性、特异性和重复性试验。结果显示,所建立方法的Ct值与标准品在7.58×10^9~7.58×10^2copies/μL范围内呈良好线性关系,R^2为0.997,斜率为-3.175,检测下限为75.8copies且具有良好的特异性。临床样本检测结果表明该方法较普通PCR方法的检出率更高。结果表明,建立的痘苗病毒SYBR GreenⅠ荧光定量PCR检测方法为痘苗病毒及其相关基因重组毒株的生物学特性研究提供了必要的技术手段。     

Post-Executive Order 13583: A Reexamination of Occupational Barriers in Federal Law Enforcement

This study examined occupational barriers in federal law enforcement between 2011 and 2015, replicating research conducted prior to the passage of Executive Order 13583 (2011 Executive Order No. 13583, 76 C.F.R. 52847 (2011). [Google Scholar]). Qualitative and quantitative data were generated from surveys collected from 101 sworn female federal law enforcement officers on the challenges they face in the work environment. With little progress to gender equity, findings revealed that male colleagues’ resistance to women in federal policing and the perceived lack of promotions has increased, while work–life balance policies and sexual discrimination continue to be a challenge. Policy implications for improving organizational practices are discussed.
