Conservation of indigenous heritage is closely associated with the political and social position of the indigenous people in society. In order to understand the ongoing debate and changing perspectives on indigenous heritage, study of the growth of American Indian communities and their relationships with the U.S. government is crucial. Therefore, this article examines the federal policies and programs and the political dynamics presented in conserving indigenous heritage by reviewing Indian policy developments within the past two decades. American Indians did not possess ownership of their own cultural heritage and could not participate in the administration and formation of legal protection for heritage conservation. Policy changes have been influenced by the evolving roles of American Indian communities; this article explains how tribes finally became a partner in heritage conservation efforts.  相似文献

Abstract

This paper seeks to develop an understanding of Mexican American incarceration including an examination of historical experiences in three selected states: California, New Mexico, and Texas. A caste model of inequality is considered to determine if it is useful in understanding the risk of imprisonment for Mexican Americans. Blalock's (1967) theory regarding ethnic concentration and increased discrimination is also used to allow for systematic analyses of the data. Finally, analyses of the U.S. Department of Justice Bureau of Justice Statistics study number 3029 (2001) are presented for partial evaluation of the impact of caste, of Blalock's (1967) theory, and to inform suggestions for improved data collection and future research. There was no consistent support for the expectations of overrepresentations of Mexican Americans in California or Texas prisons. Neither was there consistent support for the expectation that Mexican Americans sentenced in counties with high concentrations of Mexican Americans would receive longer sentences than would Anglos.  相似文献

Abstract

The study seeks to determine (1) whether the crime seriousness ranking hierarchy identified by Rossi et al. in 1974 persists and (2) whether intra-group agreement on the relative ordering of crimes exists within a Mexican American sample stratified by age and sex. A self-administered survey questionnaire surveyed a sample of 525 college students and 426 parents. Respondents were asked to rank 20 crime offenses according to perceived seriousness. The analyses indicate that the older cohort of respondents is more conservative than the college students and that female students have lower tolerance for crime than their male counterparts. Among Mexican Americans, significant generational and sex differences exist in how serious certain behaviors are perceived.  相似文献

Abstract

The allocation of self-determination rights to minority groups is a highly charged issue around the world, but the difficulties are particularly acute in the case of indigenous peoples within the white settler states. While liberal multiculturalism offers a ‘solution’ to this ‘problem of diversity’ through a system of differentiated citizenship rights, this comes only at the expense of excluding dissenting voices from the intercultural dialogue. Through an engagement with the multi-faceted critique of liberal multiculturalism advanced by Native American political theory, the limits of the recognition paradigm are identified, and the possibilities offered by a reconstructed Proudhonian federalism are described.  相似文献

Abstract

The 2000 Presidential election was one of the longest, most expensive and closest in American history. It was the Presidential election that exposed the flaws (or genius) of the electoral college system, demonstrated the imperfections of media dependency on exit polls and quick election calling, and showed how a third party candidate with just two percent of the popular vote could make the difference in the crucial state of Florida. Democrats lost states they should have won; Republicans lost every big city and most of their suburbs; and the Florida election came down to a five-to-four muddled decision by the Supreme Court. Americans collectively learned a great civics lesson: that even in a bitter, controversial contest, our candidates accept defeat graciously; the simple act of voting is not so simple; and that for all its shortcomings, the electoral college did work.  相似文献

This study examines The New York Times' definition of the end of the Cold War and its portrayal of the social movements that successfully challenged Communist authority in Eastern Europe. The analysis is located within and draws its significance from two research traditions. The first examines the degree to which media texts have a polysemic character, while the second tradition has explored the influence of Cold War ideology on the American news media's definition of international affairs. The Times' definition of the Cold War, its portrayal of the emerging post-Cold War world, and its depiction of collective action produced a text characterized by limited polysemy. This restricted polysemy was a product of the newspaper employing frames that resonated with American political values, excluding or minimizing frames divorced from mainstream American political beliefs, constructing a selective tradition in its definition of the past, and limiting the polysemic implications of particular frames.  相似文献

Over the past few decades researchers have begun to examine the importance of understanding positive youth development and the many contexts in which youth find themselves. The social contexts in which adolescent development occurs are varied and complex, particularly the development among African American youth. African American youth are faced with a number of challenges including living in single-parent homes, high teen pregnancy rates, and poor neighborhoods, yet many of these youth continue to thrive. The purpose of this study was to examine the relationship between family structure (single-parenting) and adolescent outcomes such as educational aspirations and sexual activity among African American adolescent youth aged 12–17. Approximately 462 African American youth were surveyed. A number of positive results emerged; for instance, there was a negative correlation between family structure and educational aspirations. The number of parents in the home did not interfere with youth wanting to complete high school and go on to college (r = ? .218, r² = .04, p < .05). The results also showed that as educational aspirations increased, the number of sexual partners decreased (r = ? .141, meaning that the more adolescents reported a desire to complete high school, they were less likely to report having sexual intercourse. These positive results should be promoted among African American youth so that those faced with these challenges will note that others have overcome and accomplished their goals. In this population educational aspirations were important. Limitations and future research are discussed.  相似文献

The purpose of this article was to assess the overall health behaviors of African American emerging adults who live in a Midwestern city. Two hundred participants, ages 18–25, completed a 129-item survey. Results indicate that African American emerging adults are engaged in relatively healthy behaviors (i.e., physical activity, low substance use). The results also showed that within the emerging adult developmental period, there are differences in behavior for those who are in the younger (18–20) versus those that are older (21–25) in the developmental period. Limitations, future research, and implications for practice will also be discussed.  相似文献
