Garros-Evdokimov and Commodification of the Baltics

Recent groundbreaking analyses of the Baltics have focused on decolonization and national and postcolonial subjectivity. A related but somewhat divergent approach to postcolonial, ethnic and global studies in the Baltic context is to explore the response of contemporary Estonian, Latvian and Lithuanian cultures to the introduction of consumer capitalism, intra-European community and global pop-culture. A long-awaited independence brought by the Soviet departure has also presented the Baltics with multiple novel challenges, especially the issue of establishing a new identity, on both a national and a personal level. These challenges become the focus of Headcrusher (2003), the debut novel of Latvian-Russian journalists Alexander Garros and Alexei Evdokimov. This essay investigates Headcrusher's fictionalization of Latvian entry into global commodified space and contextualizes the novel's censure of the new consumer-driven realm within a broader Western comparative literary and theoretical perspective.     

Changing Israeli perceptions of the relations with the International Committee of the Red Cross in the wake of the June 1967 war: from coexistence to open hostility

Abstract

Since 1948/1949 The International Committee of the Red Cross (ICRC) has been synonymous in the Arab–Israeli context with processes of exchanging prisoners and caring for human lives. After the 1967 war the ICRC changed in status from that of a mediator to that of the executive arm of larger forces. The processes leading to the partial demise of the ICRC are clearly identified in retrospect. It has to do with the asymmetry of perceptions between Israel and the organisation. Israel did not agree to the application of the Fourth Convention in the territories. The ICRC believed that this population fell under the Convention and therefore under the ICRC. Furthermore, the ICRC failed in getting the Israeli POWs back home, especially after the conclusion of the War of Attrition in 1970. The resulting feelings eliminated in the Israeli decision makers' minds the role that the ICRC saw for itself in future POW exchange deals. After the 1973 war the ICRC would lose its position as a negotiator, leaving that arena to other international actors.     

The Limits of Tolerance: Nation–State Building and What It Means for Minority Groups

Abstract

When we think of the most egregious forms of intolerance directed against minority communities we tend to associate them with particularly despicable regimes, such as Nazi Germany or Soviet Russia, where racism, ideology or some special route to development is often held to blame, or where ultra-nationalism swamps positive tendencies towards democracy and a civil society. In this essay Levene proposes a partial corrective to this view with reference to the supposedly ‘good’ nation–state derived from the western liberal model. He considers the behaviour of two such states at their inception, Poland and Israel, with regard to two minorities, Jews and Arabs, with the Jews providing linkage between the two state trajectories. Levene charts their respective rejections of bi-national or multinational development, and suggests that the fact that both states today maintain a modicum of tolerance towards their residual Jewish and Arab minorities is more the result of (paradoxical) good luck than of conscious, benevolent design. In conclusion Levene proposes that the very nature of the modern nation–state militates against genuine pluralistic tolerance, a goal that requires a massive structural re-ordering of contemporary society away from global economies to a sustainability of human scale.

L’évolution des niveaux de vie au Mali: promesses politiques et incertitudes statistiques

RÉSUMÉ

L’agitation politique et sociale persistante au Mali depuis 2017, en particulier à Bamako, amène à s’interroger sur l’évolution des niveaux de vie et sur les constats qui peuvent être tirés de statistiques fragiles. En effet, l’exploitation des enquêtes budget–consommation disponibles se caractérise par des insuffisances, et l’évolution qu’elles traduisent n’est jamais commentée; elles révèlent aussi d’importantes discordances avec les résultats des comptes nationaux. Pourtant ces imprécisions n’interdisent pas d’envisager la possibilité d’une dégradation des niveaux de vie qui pourrait en partie expliquer les troubles sociaux des trois dernières années.     

The phonology of Slavic loanwords in Lithuanian

Since 9/11, Washington has viewed the new Europe as a protégé of the United States, whose role is to repair the political bridge across the Atlantic. Whereas the lure of the United States has started to weaken in Central European countries, the Baltic states have remained the most trustful new Europeans from Washington's point of view. Nonetheless, the Balts have not felt comfortable with the new European label. They have seemingly begun to define themselves as something special and have aspired to a voice of their own. Instead of being merely protégés of the United States, the Balts are transforming themselves into intermediaries between Brussels and Washington.     

Complicating Symmetric Peripheral Gangrene after Dopamine Therapy to Patients with Septic Shock

Dopamine is commonly used as a first-line agent in the treatment of patients with septic shock. The use of dopamine rarely causes symmetric peripheral dry gangrene. If the symmetric peripheral dry gangrene occurs in the patient after dopamine injection, it easily leads to disagreement between doctors and patients. A 60-year-old woman who had sudden septic shock was sent to intensive care unit (ICU). She was received dopamine injection according to the routine during treatment. Over the next 3 months, her limbs developed to dry gangrene and required amputation. The result shows that the occurrence of dry gangrene could only be associated with the long-term excessive use of dopamine according to the medical records. Although dopamine is a conventional drug for the treatment of septic shock, the forensic workers and clinicians must realize that vasopressors such as dopamine have been implicated directly or as a contributory cause in dry gangrene cases.     

Political Marketing Management of Parliament Under the Presidential Government System: A Lesson Learned from the Indonesia House of Representative Post–New Order Soeharto

Modern political marketing management of parties, government, and parliament have gradually taken place within and across democratic countries ruled under either the parliamentary government or presidential government systems. Little attention, however, has been directed to the extent to which modern political marketing management of parliament has taken place within countries run under the presidential system of government, especially Indonesia. As led by hypothetical-inductive approach, this work has been specifically directed to explore (1) the dynamic exchanges and interactions; (2) the nature and structure of political market arenas; (3) types of political products; and (4) models of political marketing management of the Indonesian parliament/the Indonesian House of Representatives. This work explores the extent to which institutional marketing management strategies have been advanced by the Indonesian Parliament/the Indonesian House of Representatives since Post–New Order Soeharto up to the Susilo Bambang Yudhoyono (SBY) government era (2004 to 2014).     

Managing anti-China nationalism in Vietnam: evidence from the media during the 2014 oil rig crisis

When confronted with an external provocation, do governments with control over the domestic media environment respond with hawkish propaganda to stir up nationalist sentiments? Vietnam's propaganda strategy during the 2014 Haiyang Shiyou 981 oil rig crisis with China is used as a case to answer this question. Based on an analysis of 570 Vietnamese newspaper articles, I argue that Vietnam managed to adopt a middle approach that included tough rhetoric to criticize Chinese actions, but also avoided overplaying the nationalist card. Instead of openly intensifying anti-China sentiments, the government tried to channel popular anger and animosity into a more positive form of pro-government nationalism. The media highlighted the need for national unity, encouragement for maritime enforcement officers, relief for affected fishermen, and above all, confidence in the government's ability to resolve the situation. Contentious historical issues between China and Vietnam were downplayed in the process. This finding helps to shed light on the development of anti-foreign nationalism in Vietnam. While leaders are compelled to respond strongly to a real provocation, they try to keep a lid on anti-China sentiments for reasons of domestic stability.     

Multiple job holding in rural villages and the Chinese road to development

This paper examines some of the interrelations that exist between rural China's peasant economy and the wider economy in which it is embedded. In doing so it focuses on the circular flows that link town and countryside. Multiple job holding is strategic in this respect. The paper draws on research undertaken in a peasant village in Hebei Province. The research highlights some remarkable differences that exist between development processes in China and in other developing countries and traces these back to a combination of an enlightened rural policy and the strong linkages that exist between rural China and its urban ‘global factory’.
