黑龙江省与俄罗斯远东地区的农业科技合作

科技是第一生产力,农业科技是农业生产力发展的重要推动因素。与俄罗斯远东地区开展农业科技交流与合作,充分利用、吸收俄罗斯的先进农业科技成果,推动科技成果产业化,有利于黑龙江省加速农业发展和农业科技进步,有利于提高农业科技自主创新能力,有利于增强农业竞争力。提升黑龙江省与俄远东地区的农业科技合作水平,必须建立完善的合作机制,具备充足的资金保障,以农业科技成果产业化为主导,加快复合型人才的培养。     

Calling on Jefferson: the ‘custodiary’ as the fourth estate in the Democratic Project

Aimed at reinforcing the democratic values of freedom of speech and increased diversity in civic access to the means of communication, this paper examines the concept of democracy within an information and communication technology-mediated context. Discussion proceeds with an analysis of orthodox views adopted by Jefferson and the architects of the American Constitution. Building on the Jeffersonian tradition, a critique is presented of present-day, non-transparent constraints on the democratic values of freedom of speech, information access and the structural constrains mitigating unfettered public access to critical information and debate on fundamental social and political issues of the day. The proposed ‘custodiary’ model for the new Democratic Project is premised on the development of a constitutional framework which encourages information diversity and freedom of access and expression as a way of bringing back ‘discourse’ into democratic praxis.

电子商务活动对社会的多个方面造成了很大的影响,也对传统的知识产权保护内容、保护方式、具体的原理及制度构建等方面提出了新的要求。在立法尚未完善的情况下,司法为拓宽电子商务领域知识产权保护做了一定的探讨。建立完善的电子商务自律机构和规则、逐渐完善相关的立法、加大对侵权行为的打击力度、协调国际上的知识产权保护,是发展电子商务并充分保护知识产权的有效途径。     

论我国电信运营商之间互联互通纠纷的司法管辖权

国内电信运营商之间因互联互通纠纷引发的司法管辖权争议,由于种种原因尚未得到妥善解决。利用司法救济手段解决互联互通争议,最终有待于最高人民法院的司法解释或未来电信法作出明确的决定。     

我国信息化治理创新实践与优化对策研究

信息化治理兴起于欧洲,是现代社会治理的重要创新手段之一.本文在借鉴国外信息化治理理论优势的基础上,提出了积极动员各种有生力量参与社会治理、创新信息化治理主体、完善信息化治理手段的应用范围、提高信息化治理效率、创新信息化治理机制等建议,以期对我国信息化治理创新实践有所裨益.     

中美两国太空安全领域的互动

作为第四空间的太空是国际争夺的战略制高点。中美两国在太空领域有着广泛利益,涉及其国家安全与经济繁荣以及国际声望。中美两国之间的太空关系,事关国际战略稳定与平衡。尽管两国都主张太空安全,但是中美太空安全观大相径庭,在如何确保太空安全的方式上存在巨大差异。中国在安全困境下考虑和实施太空政策,谋求太空安全;美国则是推进太空武器化,保证美国治下的太空安全。两国在太空安全领域上进行了针锋相对的较量。美国使用传统守成大国对待崛起大国的方法,不仅研发更先进的(反)太空技术,而且也禁止中美太空合作,同时拼凑同盟,封堵中国(反)太空能力的发展。与美国相比,中国应对美国太空封堵手段相对较少,只有潜心发展自己的(反)太空能力,才能确保太空资产安全和国家安全。在外交场合下,在禁止太空军备竞赛与《禁止生产用于核武器及爆炸装置的裂变材料条约》、禁止太空武器化的国际条约与自愿性质的国际太空行为规范准则两组问题上,中美两国也进行了互不妥协的对抗。为降低两国在太空安全领域的对抗烈度,中美两国开启了民用太空对话与太空安全对话机制,同时,也不排除特朗普政府未来会启用中美外交安全对话机制处理太空安全问题。     

技术创新模式下的社会资本与网络关系的影响研究

近年来,我国生产性服务业正在以服务经济为主导的产业结构中快速迈进,诸多生产性服务中间投入要素也正向制造业融入,二者已进入互动发展阶段。文章立足于社会资本和社会网络关系理论,深入研究了生产性服务业与制造业在不同技术创新互动阶段下,社会资本决定的网络主体强弱关系对企业选择技术创新模式的行为影响,并结合中国塑料城塑料研究院有限公司近年来的技术创新进行了案例分析。由此获得的结论是：制造业是服务业发展的前提和基础,生产性服务业是关联制造业体系的重要补充,服务业体系的发展必然依托于制造业强有力的技术创新;互动发展中的网络主体强弱关系与技术创新模式存在一定相关性,弱关系促进探索式创新,强关系促进利用式创新;不同互动阶段,技术创新也存在不同特征,并具有协同演化趋势。     

Constituent Communication Through Telephone Town Halls: A Field Experiment Involving Members of Congress

Telephone town halls are an increasingly prevalent method for members of Congress (MCs) to communicate with constituents, even while garnering popular criticism for failing to facilitate engagement and accountability. Yet scholars have paid little attention to the events and their effects, and even less to how they might be improved. To remedy this problem, we report on a field experiment in which four MCs joined their constituents in telephone town halls. Overall, participation in an event improved constituents’ evaluations of the format in general, and of the MC in particular. Furthermore, we studied how these events might be improved by evaluating a reform—a single‐topic focus with predistributed briefing materials—designed to enhance deliberative interaction. This reform enhanced effects on opinions of the format without significantly altering effects on attitudes toward the MC. Our results suggest that telephone town halls hold promise for constituents, officeholders, and democratic practice.     

Homicidal Ideation and Individuals on the Autism Spectrum

Interest in the relationship between autism and violence has increased in recent years; however, no link has clearly been established between them. Researchers remain curious if autistic people with certain traits (e.g., a history of trauma) are at greater risk of violence than those individuals with autism alone. In this article, we detail two individuals with homicidal ideation (HI) admitted to inpatient psychiatric units who were found to have a diagnosis of autism without language impairment. These cases illustrate the need for mental health providers to consider autism in their differential diagnosis when evaluating an individual with HI. Broadly, we consider how an autistic individual could be susceptible to developing HI and explore treatments specific to autistic individuals that may be helpful in such cases.
