Validation of powder X-ray diffraction following EN ISO/IEC 17025

Powder X-ray diffraction (PXRD) is used widely in forensic science laboratories with the main focus of qualitative phase identification. Little is found in literature referring to the topic of validation of PXRD in the field of forensic sciences. According to EN ISO/IEC 17025, the method has to be tested for several parameters. Trueness, specificity, and selectivity of PXRD were tested using certified reference materials or a combination thereof. All three tested parameters showed the secure performance of the method. Sample preparation errors were simulated to evaluate the robustness of the method. These errors were either easily detected by the operator or nonsignificant for phase identification. In case of the detection limit, a statistical evaluation of the signal-to-noise ratio showed that a peak criterion of three sigma is inadequate and recommendations for a more realistic peak criterion are given. Finally, the results of an international proficiency test showed the secure performance of PXRD.     

用ISO9000质量观构建经济犯罪侦查专业教育质量管理体系的思考

广泛应用于工商业领域的ISO9000质量管理观点,对高等教育的质量管理和评价有着重要的指导意义。本文以ISO9000的质量管理观点为指导,对经济犯罪侦查专业教育的质量管理体系要素和环节,以及该专业质量的实现和评价进行了探讨。     

从17025技术要求谈物证照相专业的实验室认可

ISO／IEC17025标准是CNAS对检测和校准实验室能力进行认可的依据。根据国际通行做法,法庭科学实验室认可大多是按照检测实验室标准进行的,如美国FBI、英国FSS等。因此,物证照相专业作为法庭科学实验室的一部分,也应该符合17025标准。深圳市公安局技术处作为全国较早一批整体通过国家实验室认可的单位,笔者参与了物证照相专业实验室认可工作的整个过程,在这个过程中,本人认为ISO／IEC17025标准（即《检测和校准实验室能力认可准则》）技术要求中人员、设备、鉴定方法、检材、环境条件这5个方面不仅关系到能否顺利通过CNAS对实验室的评审,而且直接决定了实验室的检测水平,     

公安高等教育教学质量监控体系初探

教学质量是高等院校的生命线,建立一套完整的规范化的教学质量监控与评估体系是保障高等院校教学质量的重要手段。从ISO9000标准要求和中国人民公安大学的本科教学质量的现状来看,只有坚持以教学评估为导向,在教学质量监控和评估等方面不断进行探索和研究,建立并完善学校的监控管理制度,才能构建适应公安高等教育教学改革需要的教学质量监控与评估体系。

ISO9000质量认证是国际上通行的质量管理认证。将ISO9000质量管理体系用于国家机关行政管理工作,是与国际接轨的需要,也是推进政府机关改革的需要。国家机关实施认证,领导重视是关键,全员参与是基础,精心组织是保障。国家机关实施认证,可以增强干部服务的意识,解决机关行政管理中的问题,形成一套新的工作机制,提高机关工作质量和水平。     

亲权鉴定实验室规范及技术标准建议

建立亲权鉴定实验室规范及技术标准,对于规范鉴定技术、保证亲权鉴定结果的科学性和可靠性,具有重要意义。现在,英、法、德、意、日、美等发达国家已相继提出了亲子鉴定标准建议,明确指出从事亲子鉴定的实验室应该遵守ISO/IEC17025标准。为了提出我国的相关标准建议,撰稿者查阅了国内外相关标准和专业文献资料,充分吸收和借鉴了法医物证学检验的新理论、新方法和新技术,主要参考了中华人民共和国公共安全行业标准“法庭科学DNA实验室规范(GA/T282-2002)”、中华人民共和国公共安全行业标准“法庭科学DNA实验室检验规范(GA/T383-2002)”、国际法医遗传学会(ISFG)亲子鉴定委员会提出的标准建议(recommendationsongeneticinvestigationsinpaternitycases),严格遵循科学依据和行业规范,拟订了亲权鉴定实验室技术标准,包括案件受理、检材提取与保存、DNA提取、检测、概率计算、鉴定结论的判定依据、检测结果中出现特殊情况的处理等。     

企业社会责任相关国际标准的影响——SA8000与ISO26000之比较

企业社会责任的国际标准很多,最具代表性的就是SA8000与ISO26000。尽管二者在对社会责任的认知、界定的核心主题、发挥作用等方面存在差异,但它们都在企业社会责任的发展过程中扮演着重要角色,将对我国企业社会责任管理体系的构建、企业间共同的价值理念的形成和企业诚信制度的建立产生深远的影响。     

Cloud Data Imager: A unified answer to remote acquisition of cloud storage areas

The pervasive availability of cheap cloud computing services for data storage, either as persistence layer to applications or as mere object store dedicated to final users, is remarkably increasing the chance that cloud platforms potentially host evidence of criminal activity. Once presented a proper court order, cloud providers would be in the best position for extracting relevant data from their platforms in the most reliable and complete way. However, this kind of services are not so widespread to date and, therefore, the need to adopt a structured and forensically sound approach calls for innovative weaponry which leverage the data harvesting capabilities offered by the low level program interfaces exposed by providers. This paper describes the concepts and internals of the Cloud Data Imager Library, a mediation layer that offers a read only access to files and metadata of selected remote folders and currently supports access to Dropbox, Google Drive and Microsoft Skydrive storage facilities. A demo application has been build on top of the library which allows directory browsing, file content view and imaging of folder trees with export to widespread forensic formats.
