SUMMARY Problems experienced by families from a sample of at-risk, urban children were observed and recorded by social workers over a two year period. Four groups of families were distinguished through social worker case notes based on family problems and needs; families were grouped into stable high needs, stable low needs, change for better and change for worse categories. Children were then followed for three years, from the beginning of kindergarten to the end of second grade, and assessed on classroom competence and academic achievement outcomes. Classroom competence included the teacher's rating of both the child's social skills in the classroom, and the academic competence of the child. Academic achievement included a standardized assessment of both math and reading skills. Results indicated that children from families with stable low needs consistently perform with more competence in the classroom than children from families with stable high needs or those whose need status increased. Children from families with stable high needs score comparably to children from families with stable low needs on math, and no difference between groups were found in reading. Implications of these findings for strengthening family competence is discussed. 相似文献

ABSTRACT Federal Title IV-E Adoption Assistance is an essential resource for states moving children from foster care to adoption. Secondary analyses indicate that federal funds support nearly half the costs of all adoption subsidies. Due to variations in eligibility, federal matching rates, and states' use of the program, the proportion of total subsidy costs supported by Title IV-E funds ranges from 25 to 72 percent among states. Multivariate analyses of recent adoptions demonstrate the importance of Title IV-E utilization for adopted children and their families, in that Title IV-E-eligible children are more likely to receive subsidies and to receive larger subsidies, compared to children who are not Title IV-E eligible. Variations in Title IV-E utilization have potential impacts on children, adoptive families and state child welfare agencies. 相似文献

Parental substance abuse is a major factor in families experiencing foster care placement, yet little is known about the potential of screening in determining risk or identifying subpopulations for which elevated risk occurs. One Midwestern state recently implemented screening. This research uses information gathered as part of the screen's implementation to conduct a latent class analysis. The research was extended to provide a detailed examination of differences in child and family characteristics across classes, and to compare the screen results with caseworker impressions. Three distinct typologies emerged, with the high-risk and moderate-risk designations comprising only one quarter of the cases. 相似文献

This article describes key programmatic and evaluation elements that guided the implementation of the San Diego County YMCA Kinship Navigator Program. A 3-year demonstration project funded by the Administration on Children Youth and Families designed to build a regional navigator system in collaboration with the local child welfare agency to support kinship caregivers. Kinship caregivers (relatives and non-relatives) play a significant role in the well-being of the children in their care. The findings suggest that successfully implemented kinship navigator models are a viable preventive intervention for addressing the needs of kinship families. 相似文献

This article reports on a program- and case-level cost analysis of five replication sites of an efficacious child neglect prevention program. Approximately one-third of all sites' total labor hours were expended on direct family services and casework support for a specific family, with the remainder spent on indirect implementation support and program administration activities. Including non-personnel costs, the all-site mean total cost per family was $6,276, ranging across sites from $2,245 to $10,260. Costs varied greatly among individual families within sites. More research is needed to understand factors associated with differences in cost. 相似文献

Each year, a significant number of adolescents become pregnant in the United States, with more than half of these pregnancies resulting in live births. Adolescent parenting is associated with poor outcomes, including increased risk of child maltreatment. Youth “aging out” of the foster care system may be at greater risk of maltreating their children due to their experiences of child maltreatment, a lack of social support, and little preparation for parenthood. This article examines current programs and policies targeting pregnant and parenting youth aging out and presents a research agenda that focuses on pregnancy prevention and positive parenting. 相似文献

Dramatic growth in health and human service contracting over the past two decades has increased the need for managerial competency in the development and sustainment of effective cross-sector partnerships. Although the quality of relations between partnering agencies can affect client outcomes, few macro-level interventions for strengthening cross-sector partnerships have been described or tested in the literature. This article describes a facilitated, strategic planning process implemented in five different states and presents pre-post test results of its effect on different factors known to affect partnership success. In 2003, revisions to the Child Abuse Prevention and Treatment Act required states to develop plans to refer children younger than 3 years of age with a substantiated case of abuse and neglect for developmental screening. A decade after legislation was passed, its implementation varies considerably across states. This article explains how research informs the need for careful developmental monitoring of young children, especially those experiencing trauma or living under stressful conditions. Abstract: Recommendations for the evaluation of an unexplained death in infancy include a postmortem skeletal survey (PMSS) to exclude skeletal trauma. Objectives of this study were to assess adherence to these recommendations in forensic autopsies in children equal to or less than 36 months of age, and what factors influence the use or nonuse of the PMSS. We surveyed pathologists who were members of the American Academy of Forensic Sciences. The survey included practice characteristics about where, when, and how PMSS were done. Nearly all respondents (99.6%) indicated they performed PMSS at least some of the time; however, almost a third did not use PMSS for all suspected Sudden Infant Death Syndrome (SIDS), abuse, unsafe sleep, or undetermined causes of death. Despite evidence that “babygrams” are inappropriate in a SIDS workup, 30% of pathologists use them preferentially. Despite SIDS being a diagnosis of exclusion that requires a PMSS, almost 10% of pathologists do not order a PMSS. Future research is necessary to reduce barriers to this important component of the pediatric forensic autopsy. 相似文献
