契合放管服改革理念的数据安全认证,在数字时代整个规制法体系中必将占据日益重要的地位。数据安全认证通过声誉评价机制,可以引导、激励互联网企业守法合规经营,可以增强用户对中小微互联网企业和新兴数字产业的信任感,可以避免一刀切的政府规制,可以满足社会公众多元的数据安全需求。数据安全认证机构应具有高度的独立性与专业性,防止其被互联网企业俘获或成为政府的附庸。宜实行自愿为主、强制为辅的数据安全认证模式。认证程序应强调公正透明性,认证标准应注重评价企业数据合规的制度建设。根据过错责任原则,分别设置数据安全认证机构相应的赔偿责任或连带责任,并加大对数据安全认证违法行为的公法责任追究。科学构建法治化的数据安全认证体制机制,不仅是保障数据安全的现实需要,而且是弥补数字时代政府规制缺陷的迫切需求。     

The Ur-History of Media Space: Walter Benjamin and the Information Industry in Nineteenth-Century Paris

This essay is primarily concerned with Walter Benjamin’s analysis of the newspaper as a media space with reference to privatization of urban space, industrialization of public communication, and mediazation of public space in nineteenth-century Paris. I seek to show how the information industry brought about the fundamental changes in literary practice, intellectual activity, and the formation of a new social subject. I also demonstrate how Benjamin’s rich illustration of the complex dynamics of media space in the nineteenth century largely avoids the shortcomings of oversimplification embedded in the analysis of the bourgeois public sphere. In doing so, I argue Benjamin’s critical analysis that the newspaper provides a systematic framework by which to examine the intersection between the media space and the urban experience in a digital age.

Political judgments,perceptions of facts,and partisan effects

We test two competing hypotheses about the impact of partisanship and information on people's political judgments and perceptions of facts using Canadians' reactions to a major scandal. Our findings with respect to subjective political judgments confirm the argument that partisan predispositions are crucial. But there is no evidence to support the argument that the polarizing effect of partisanship is most evident among the most informed. When it comes to perceptions of “objective” facts, the results are consistent with Zaller's reception axiom: the more informed people are, the more likely they are to correctly perceive objective facts. Partisanship does not appear to affect these perceptions.

Detection of substitution-based linguistic steganography by relative frequency analysis

Linguistic steganography hides information in natural language texts. Because of the increasing in importance and quantity of natural language texts, linguistic steganography plays a more and more important role in Information Security (IS) area today. Substitution-based linguistic steganography is one of the most commonly used linguistic steganography methods, which is of considerable security and favorable simpleness. In this paper, we propose a straightforward method based on Relative Frequency Analysis (RFA), which makes use of the frequency characteristics of the testing texts (the texts being tested), to detect substitution-based linguistic steganography. We formally prove several properties about relative frequency which can be used in the detection process and propose a detection scheme. And then as an example, an existent synonym-substitution system T-Lex is examined and the detection experiment is carried out. In the experiment with pure literature texts, the accuracy, precision and recall of the detection are found to be as high as 98.64%, 97.77% and 99.55%, respectively, when the substitution count is 90, while in the experiment with balanced texts, the highest detection accuracy is 95%, which indicates that the detection scheme is promising.
