谈公安信息资源的利用与公安信息系统的建设

随着全国社会治安形势的日趋复杂化、多样化,确立以公安信息为主导的理念,构建公安信息系统平台,是目前开展公安工作的重要思路。从公安信息资源的合理配置和合理利用入手遵循信息资源配置和系统建设中规范统一、效益最大化、配置明晰、面向实战和注重参谋性等原则,抓住信息系统构建的关键要素,即提炼主题、搭建平台和机制保障,形成纵横贯通的信息化作战机制,以搭建有效、实用的信息系统。从而使我区公安行政管理工作能够更加适应新的经济发展形势的需要,更好地实现“立警为公、执法为民”的思想。     

政府信息公开研究

信息公开在我国又可称为政府信息公开或政务公开 ,信息公开的目的在于保障公民的知情权。我国已经加入世贸组织 ,世贸组织关于我国政府保持透明度的要求 ,使保障公民知情权、实现政府信息资源共享等制度建设 ,成为我国立法的一项紧迫任务。     

优化社会环境、减少伤害单位犯罪研究——中国现行艾滋病信息管理法律制度研究

艾滋病信息管理制度是艾滋病防治与控制制度的重要组成部分,在理论界还没有系统的研究。本文以中国现行的艾滋病信息管理的相关立法作为研究对象,对艾滋病信息管理制度的概念、意义以及中国现行的艾滋病信息管理的原则、主体、权限、法律后果作了详细的介绍和评价。在文章的最后,作者还对中国艾滋病信息管理制度所存在的问题和解决思路作了一些探讨。     

对城市道路交通标志设置的探讨

针对当前城市道路交通标志设置中存在的一些突出问题,根据车辆驾驶人信息加工规律和认知心理学理论,科学分析了对交通标志设置的影响,从交通标志设置点的选择、并设问题、空间位置设置以及可变信息交通标志设置等方面提出了建议。     

从政务信息谈国家思想库建设：一个案例分析

国家思想库在政治运行过程中起着十分重要的作用,是政府决策不可或缺的有力助手。他们不仅要保持研究工作的独立性与客观性,而且要和政府部门保持密切的联系。在我国,向国家决策层报送政务信息在一定程度上能够反映思想库作用发挥的程度。以中国科学院向国家决策层报送政务信息为案例,运用统计分析的方法分析国家决策层的信息需求,讨论政务信息与国家思想库的关系与作用,对中国科学院更好地发挥国家科学思想库的作用提出政策建议。     

信息时代背景下的网络战与国际政治

人类社会已经步入信息时代。互联网络对国际社会带来巨大冲击 ,各国为了维护“信息主权” ,加大了对“软国力”的追求。网络战是信息时代的重要产物 ,它的出现和发展同样对国际政治产生重要影响     

Predictive crime mapping

Geographic Information Systems (GIS) have emerged as a key tool in intelligence-led policing and spatial predictions of crime are being used by many police services to reduce crime. Break and entries (BNEs) are one of the most patterned and predictable crime types, and may be particularly amendable to predictive crime mapping. A pilot project was conducted to spatially predict BNEs and property crime in Vancouver, Canada. Using detailed data collected by the Vancouver Police Department on where and when observed crimes occur, the statistical model was able to predict future BNEs for residential and commercial locations. Ideally implemented within a mobile GIS, the automated model provides continually updated predictive maps and may assist patrol units in self-deployment decisions. Future research is required to overcome computational and statistical limitations, and to preform model validation.     

政府信息公开中“内部管理信息”的判定

内部管理信息不予公开在国务院办公厅《关于做好政府信息依申请公开工作的意见》中进行规定后,法院通过个案对如何判定内部管理信息进行了回应。通过判决梳理,可见法官在审查时关注到内部管理信息的主体、内容、程序和效力四个方面;其中"不具备外部效力"作为效力标准是法院判定内部管理信息的主要考察因素。然而针对现行规范的梳理却显示出不同的结论,信息所涉内容的"内部性"方是内部管理信息的核心,即在行政机关"履行职责"之外,属于"日常工作"中的内部管理事务;同时部门、地方性信息公开规范通过列举式规定,将人事信息、设备管理信息、内部规章制度列为内部管理信息的典型类别。以"内部性事务"作为内容标准判定内部管理信息相较于"不具备外部效力"作为效力标准而言,更符合立法原意且契合已有的规范体系。     

A Deeper Look at the Relationship between Political Knowledge and Political Participation: Evidence from Presidential and Legislative Elections in Taiwan

This study examines the effects of political knowledge on various types of political participation by focusing on five recent presidential and legislative elections in Taiwan. The empirical findings indicate that political knowledge has positive effects on some types of political participation but the effects of political knowledge on different types of political participation vary by the types of electoral systems and elections. Besides, although the interviewer's assessment of the respondent's level of information has been widely used as an effective indicator of political knowledge, this study shows that the interviewers tend to rate men and partisans as politically knowledgeable, which might lead to a biased estimate of political knowledge. Overall, this study provides insight into the relationship between political knowledge and political participation in Taiwan.
