Though internal migration in China during the Qing era (1644–1911) was mostly unrestricted, the government tightly controlled the movement of peasants who worked state lands in frontier regions and certain other locations. Such peasants accounted for 5–10% of China's population. In the state farms of northeast China, households could move legally only from one place to another within the system. Departure from the system was illegal. In this article, one of the first quantitative studies of migration in late imperial China, we apply discrete-time event-history methods to longitudinal, nominative household register data from six northeast Chinese state farm systems to compare how characteristics of the farm system, village, and household influenced the chances of legal moves and illegal departures. We show that among these state peasants, who were supposedly “unfree,” migration was not uncommon. We also show that the determinants of legal and illegal migration differed substantially. We conclude with a discussion of the implications of these findings for our understanding of migration processes in late imperial China.  相似文献

ABSTRACT

The concept of migration and development (M&D) and practices in that area have lain on many countries’ political agendas for decades, with no clear focus or coherent strategy knitting together the various stakeholders working in the sphere. This article analyzes the main conceptions of M&D in the discourses and practices of Spanish NGOs and compares them with the focuses that have arisen in the academic sphere, for a look into primarily five issues: whether NGOs have their own focus on the migration-development nexus or are swayed by public institutions’ guidelines; whether NGOs steer their actions more toward preventing and restricting migration or toward promoting development; whether NGOs also consider potential effects on development in receiving countries; whether NGOs entertain the idea of participatory actions where immigrant persons hold centre stage; and whether NGOs fulfil their civic and political function as a propounding force to contribute to democratic governance in migration matters.  相似文献

Varied curricula among public school districts within the same state often result in localized core courses and high school graduation requirements. This inconsistency makes it difficult for highly mobile students–who make frequent non‐promotional school transfers during the school year–to obtain full or partial credit for successfully completed coursework, hindering progress toward graduation and increasing dropout rates. While student mobility permeates all communities, it is particularly devastating to some of the most vulnerable children in our society, including homeless children, foster youth, children from low‐income and single‐parent households, migrant students, youth in juvenile correctional facilities, and children of military families. Current federal legislation addresses only some of these groups, leaving many students underserved by the education system. This Note advocates for states to adopt legislation that specifically requires a standardized credit‐recognition system, allowing schools to award full and partial credit for coursework completed elsewhere within the state. Specifically, it addresses the importance of keeping highly mobile students in their schools of origin, when it is in their best interest. It further focuses on the need for state and local policies to require school districts to award and accept full and partial credit for coursework completed in another in‐state school district.  相似文献

The globalization of science is demonstrated in the mobility of scientists across national boundaries, the composition of the U.S. scientific workforce, and increased collaboration across national boundaries. While studies based on bibliometric and other data have been useful in identifying trends, collaborative clusters, and other patterns in international collaboration, they do not reveal the social dynamics behind those collaborations. This paper addresses the human and social capital factors that explain whether or not an academic researcher in science and engineering has an international collaborator. Further, through detailed statistical models, the analysis also addresses the factors that differentiate the specific resources derived from those international ties. Results show that non‐U.S. citizens are more likely to have close international collaborators, but that a range of factors explain this relationship. Further, results show that U.S. academic faculty mobilize different collaborative resources from international collaborators, versus their domestic collaborators.  相似文献

This article introduces individual-level microdata on victims of violence in Nepal’s civil war (1996–2006). The data being presented in this study are unique in that they are a census—not a sample—of the known population of victims for which information could be collected. The unit of analysis is the individual victim, and the data provide information on: whether the victim was killed, injured, or disappeared; the districts and villages where they were targeted; their permanent home addresses; the circumstances of the attack (combat, extrajudicial, etc.); socioeconomic information; whether they had any affiliation to rebel groups or other political parties; identification of the perpetrator; and whether the victim was considered to be a government or Maoist informant. After describing the data, an application of the data is performed and some preliminary findings are discussed on the differences in targeting behavior between the government and the Maoist rebels.  相似文献

This paper interweaves an ancient conceptualization of movement and mobility with the paradigmatic case of early twentieth-century Chinese migration to the USA in order to explore migrants’ ability to both re-interpret institutional control of movement and generate identities that garner institutional and community acceptance. By not ‘settling’ migrants into the discourse of (undocumented) immigrants, the paper (i) develops a framework for the study of migrants–state interactions that goes beyond claims to citizenship and demands for rights and (ii) explores practices and means through which migrants gain access to restricted territories and maintain presence in otherwise unwelcoming communities. The paper argues that such practices explicate the autonomy of migration: a phenomenon that is constitutive to processes of political transformation and is critical to the study of state sovereignty, citizenship rights, and political agency.  相似文献

This study examines the microlevel process of housing turnover between Blacks and Whites to assess whether crime plays an important role in the racial transition of neighborhoods. The study uses a unique, longitudinal version of the National Crime Survey in which each dwelling's close neighbors are identified. After controlling for household characteristics and the characteristics of their close neighbors, crime occurring in nearby areas is found to increase the chances of White-to-Black turnover while decreasing the chances of Black-to-White turnover. This change occurs even though the directly victimized houses do not necessarily have a probability of racial turnover different than that of other houses nearby. The findings suggest the presence of structural constraints that limit the housing opportunities for Blacks and constrain their choice of residence to comparatively unsafe neighborhoods. They also indicate that “White avoidance,” in which Whites systematically bypass high-crime neighborhoods, is important in maintaining the relationship between race and crime.  相似文献

Abstract

Few would deny that the Soviet occupation has had an effect on post-restoration policy making and implementation in Latvia. Indeed, many commentators of post-Soviet politics insist that we must come to terms with the Soviet to understand the post-Soviet. In our view, the effects of the Soviet legacy on the policy process are clearly apparent in post-restoration Latvia, specifically in the area of language education policy. This article argues that both Soviet and post-Soviet policy making and implementation can be characterized in three ways: duplicity, a Soviet ethos, and “professionalization”. In what follows, we first engage with the Soviet policy process in general and the 1958–59 education reforms specifically. Based on interviews with education professionals, teachers and parents, we then analyze Latvian education laws and their implementation in 2004, highlighting the legacy of Soviet governance.  相似文献
