Abstract

Iran and Turkey have competed for regional power projection in Syria and sought through cooperation to find a peaceful end to the conflict in the Astana talks, while also at the same time confronting each other in Idlib province via proxies. This simultaneity of competition, cooperation and confrontation in the Syrian Crisis presents a picture of a relationship that is riddled with contradictions and is in effect a paradox. The question that must be asked is, how can we understand this puzzle of competition, cooperation and confrontation in Turkish–Iranian relations in the Syrian Crisis? International historical sociology (IHS) research brings in discussions on the longue durée, narratives, domestic constraints and, most important, the international which can help decipher this intellectual puzzle. Moreover, the ‘relationality’ of each country’s policies in Syria combined with IHS can help unlock the puzzle of the Turkish–Iranian relationship in the Syrian Crisis and provide insight into the debate surrounding the outbreak of war.  相似文献

Although the political salience of nuclear disarmament has fallen dramatically since the end of the Cold War, the threat posed by nuclear weapons today remains at least as great as it was before 1989. The growing number of states either armed with or actively developing nuclear weapons programmes has placed existing control and monitoring frameworks under strain. In this article, Baroness Williams, a long time campaigner for multilateral nuclear disarmament, discusses the nature of today's nuclear threat and particularly the political challenge presented by states whose behaviour is not predictable. If further proliferation is to be prevented, the international community must renew its efforts at implementing a robust regime of control. The IAEA must be given the authority and the resources necessary to conduct inspections anywhere in the world without prior warning. At the same time, the world's nuclear states powers must begin genuine efforts at disarmament.  相似文献

ABSTRACT

An extensive body of traditional terrorism research exists where the focus is on Iran as a terrorist state and a terrorism sponsor. This article explores an alternative terrorism narrative by examining the non-state actors, Jundallah and Jeish ul-Adl. The deficiency of information in the literature is addressed by applying the first and second-order critique approach of Richard Jackson’s knowledge, power and politics theoretical framework in contrast with the traditional terrorism studies approach. A first-order critique seeks to destabilise the accepted knowledge that Iran is both a terrorist state and a terrorism sponsor. This provides the grounds to study other aspects of “knowing” in relation to the second-order critique, where a critical ground outside the discourse suggests that Iranian officials have declared that the non-state terrorist actors of Jundallah and Jeish ul-Adl constitute a threat to Iran’s political stability. The outcome of the analyses here bridges the gap between the new aspect of terrorism, the non-state actors, and critical terrorism studies in order to contest the traditional discussion of terrorism in Iran. The rationale behind new terrorism varies and necessitates that new meanings and strategies be adopted in relation to Iran.  相似文献

At the time of writing, representatives from Iran and the E3/EU+3 are trying to work out an agreement that will guarantee that Iran’s controversial nuclear programme, widely suspected of having a military purpose, serves only peaceful ends. As the negotiations enter their most crucial phase, the time is ripe to attempt an assessment of the role played by the only actor, besides Iran, that has been on stage since it all began over ten years ago: Europe. Throughout this long drama, Europe’s performance has had some brilliant moments. Yet the quality of its acting has decreased as a new protagonist, the US, has come on stage. This article reviews and assesses United States–Iran track two diplomacy over the nuclear issue from 2005 to 2011. It asks why during what should have been a “ripe” moment for discussions, in the first years of the Obama Administration, track two processes were able to contribute so little to any official progress on the issue. The article concludes that the moment was not so ripe, after all, and that officials on each side were less willing to receive the ideas generated by track two than their rhetoric would have indicated.  相似文献

Psychological approaches have long been utilized to try to understand the mindsets of terrorists, but much of this literature has drawn on Freudian-inspired psychoanalytic approaches derived from the field of what is sometimes known as abnormal psychology. Building upon recent work which has largely dismissed the value of this kind of approach, this article suggests that we ought to draw more actively than hitherto upon newer, cognitive-based approaches to the study of terrorism. Stressing the importance of analogical reasoning in normal human reasoning, this article seeks to explain the actions of the Iranian students who stormed the U.S. embassy in Tehran in November 1979. Cognitive images of “another 1953,” it is argued, played an especially decisive role in the hostage takers' decision-making processes. While analogical reasoning represents only one cognitive approach to decision-making, future research in the field of terrorist studies should utilize more up-to-date “mainstream” approaches to understanding the psychology of terrorist decision-making.  相似文献

The March 14, 2011 Saudi military intervention in Bahrain to suppress pro-democracy uprisings created serious regional and global concerns. Political analysts and commentators have interpreted the Saudi intervention primarily in terms of domestic and regional political and strategic dynamics. This paper analyses the intervention issue from both political and economic perspectives and argues that the Saudi decision to intervene in Bahrain to trample the democratic rights of common Bahrainis was no less, if not more, influenced by economic factors than political and strategic calculations. Moreover, similar Saudi interventions in other Gulf Cooperation Council countries remain a reality if the status quo is seriously threatened by any internal pro-democracy forces, with or without external support.  相似文献

The United States and Iran have failed repeatedly in the last thirty years to normalise diplomatic relations. Each attempt to open a dialogue has been set back by acts of terrorism or perceptions thereof, and the small openings for diplomacy were quickly shut. The difficulties of normal diplomacy should be understood in light of the national narratives that guide each country's international behaviour, narratives that include strong admonitions on terrorism and sow distrust. One method to overcome the obstacles thrown up by these national narratives is to explore their dynamics and attempt to write a new, common narrative.  相似文献
