ABSTRACT

There is a large literature that seeks to evaluate municipal amalgamations ex post, but a relative dearth of scholarly inquiry into the practical political task of persuading the public to accept amalgamations ex ante. We address this important gap in the literature by conducting a rhetorical analysis to ascertain what types of arguments are believed to be efficacious for persuasion on amalgamation. We find evidence to suggest belief in the efficacy of persuading the public through recourse to various projected dreadful consequences, particularly amongst opponents of amalgamation. We conclude by considering some of the reasons behind the observed rhetorics and briefly outline one possible solution.  相似文献

ABSTRACT

Ariely examines the logic of inclusion/exclusion involved in the allocation of social, political and cultural rights to minorities. He argues that the unequal allocation of rights is determined by the degree of potential power inherent in the various types of rights, and that rights with more potential power, such as political and cultural representation rights, challenge the dominant group's position more strongly than rights to social welfare and cultural autonomy. Minorities are included at a higher level in spheres of rights with low potential power, and at a lower level in spheres of rights with higher potential power. He uses the case of the Arab citizens of Israel to illustrate the thesis, reviewing institutional practices of inclusion/exclusion as well as the attitudes of Israeli Jews towards the allocation of different rights as reflected in three attitudinal surveys.  相似文献

This article argues in favor of a Levantine approach to citizenship and citizenship education. A Levantine approach calls for some sort of Mediterranean regionalism, which accommodates and promotes overlapping and shared sovereignties and jurisdiction, multiple loyalties, and regional integration. It transcends the paradigmatic statist model of citizenship by recasting the relationship between territoriality, national identity, sovereignty, and citizenship in complex, multilayered and disaggregated constellations. As the case of Israel/Palestine demonstrates, this new approach goes beyond multicultural accommodation and territorial partition. It proposes, among other things, extending the political and territorial boundaries of citizenship to take all the territory between the Mediterranean Sea and Jordan River as one unit of analysis belonging to a larger region.  相似文献

ABSTRACT

Nowhere has the debate about a ‘new antisemitism’ been as fierce and relevant as in France. In recent years this country has witnessed high recorded levels of antisemitism, prompting many commentators to claim the existence of an anti-sémitisme nouveau. Something has indeed changed, at least in terms of the nature, frequency and perpetrators of antisemitic violence in France. Previously connected exclusively to the extreme right, it has now also become associated with a group that is itself a victim of discrimination: ethnic minority youths living in the poor suburbs (banlieues). Peace first discusses and explains the statistics produced by the French watchdog on racism and antisemitism as well as the effects of the Middle East conflict. He then traces the debate on this ‘new antisemitism’ in the French context, contrasting the views of the label's promoters and opponents. He argues that, while antisemitism has undoubtedly evolved, the ‘new’ label is effectively erroneous as it fuses supposedly leftist and ‘Muslim’ antisemitism into one entity when they are not necessarily linked. In addition, he offers vital clarification of the distinction between anti-Zionism and antisemitism along with suggestions for further research.  相似文献

Based on a critical analysis of the Arab educational policy, from Israel's independence in the 1970s, this article examines the pivotal role of the state in engendering the trends of Palestinianization and Israelization that arguably characterize the attitude of the Arab minority to the Israeli state. Exploring the educational reforms of the 1960s and 1970s, it shows the contingent relation between ethnicity and the state, and also, the interrelationship between the intra-Jewish and Jewish-Arab divides. Looking at the ethnicization of social relations not as a preordained upshot of primordial realities, the history of the reforms unravels the changing patterns of inclusion and exclusion that result in demarcating the Arab minority as both Israeli and Palestinian, and in constructing the oxymoronic category of “Israeli-Arabs”. Seen from the perspective of the goals for Arab and Jewish education, this category manifests the internalization of the “Arab Question” and the shift in educational policy from preclusion to incorporation, but also the limits of inclusion. These goals thus epitomize the ways in which the new discourse of meritocracy (resulting from the liberalizing of the economy and society) had determined civic equality between Arab and Jewish citizens, but equally important, the seclusion of the Arab minority from both the Jewish (ethnic) society and the Palestinian (national) collective. In this sense, I argue, neither Israelization nor Palestinianization were a matter of choice. Rather, both constitute the inevitable dual path for social and political inclusion, limited as it is.  相似文献

In this article we critically analyse the production of Israeli territory vis a vis the ongoing transformation of land and planning policies from ones based on pure nationalism to those purporting neo-liberal logic. Unlike the existing literature ? including the most recent critical body of knowledge on planning, resource management and public policy in Israel ? we contend that this transformation must be understood within the framework of settler colonialism. Our main argument is that the growing dominance of neo-liberal policies, expressed in the form of new public management, privatization of space, planning and territorial management, is bound up with Israel’s settler-colonial politics. Based on our detailed study of the dynamics of the privatization of space in Israel, we conceptualize the interplay between centralistic-national territorial management and new public management, free market-driven, privatization-prone, liberal planning and land policies as neo-settler colonialism. This concept focuses on the symbiotic relationships between these two vectors, with the latter providing a new mechanism of colonial control.  相似文献

ABSTRACT

The ‘return’ of Ethiopian Jews to Israel in the last three decades provides an alternative case. In this presentation, I focus on the prominent role of music as ethno-racial information for Ethiopian Israelis as they engage with the process of homing and integrating in Israel. I explore their experience as black Jews through the musical tastes of young Ethiopian Israelis. For these youths, far from leaving their Ethiopianness behind, music is the fodder for actively reinventing it. I explore how they claim their place as Jews in Israel through participation in the musical communities of Ethiopian and African diasporas.  相似文献

For all the novelty of a democratizing “Arab Spring”, there have long been pockets in the Middle East where Arabic-speaking voters have gone to the polls in competitive elections, albeit as minority citizens. This article sheds light on such voting at the grassroots level, in Israel, where passions are intense even as the issues and candidates are local. Contradictions between Western notions of electoral democracy and the power of the Arab extended family (hamula) result in what we call “electoral hamulism”. Unexamined heretofore in the scholarly literature are the variability of polling station openness and the methodology of electoral observation in the Arab electoral world. Also underappreciated are psycho-cultural consequences of electoral loss. Overall, the article takes up Valbjørn’s call for “meta-study” analysis and “self-reflective” rethinking of the study of Arab politics.  相似文献
