社会主义学院是统一战线人才培养基地、理论研究基地及统战方针政策宣传基地和培训党外代表人士的主阵地,为免于被边缘化的危险,应当争取进入社会教育的主流.作为学院科研工作一部分的学报,为统战工作的理论与实践提供重要平台,有必要不断加强建设,提高水平,并利用网络参政的优势促进其科学发展.     

浅析公安思想政治工作中的政治要求

思想政治工作的本质是政治性。区分不同的思想政治工作对象,政治的内涵及其思想政治工作的政治性要求亦会发生变化,公安思想政治工作政治性的实现需要更高的要求和特殊的形式。文章分析了政治性对公安思想政治工作的一般要求,阐述了政治性对公安思想政治工作的特殊要求,其中主要是既要克服政治性＂过度阐释＂又要坚持思想政治工作政治性与科学性的有机统一。     

以国家职业汉语能力测试（ZHC）为导向的政法高职语文课程改革探析

结合高校汉语教学普遍遭受着被“边缘化”的尴尬境地的大背景,着重介绍了当前我国政法高职院校语文类课程的教学现状,深入分析了政法高职语文教学形成目前现状的主要原因,明确强调了政法高职院校开设语文类课程的必要性,初步提出了对政法高职院校语文类课程教学进行改革的思路和举措。

在改革开放和发展市场经济的新的历史条件下，思想政治工作面临着许多难题。科学的分析和认识这些难题，把解决这些难题作为加强和改善思想政治工作的重点解决课题，对于在新的历史条件下加强和改善思想政治工作，具有重要的意义。

高校思想政治理论课教师在"三个代表"重要思想"三进"工作中肩负重要的历史使命。在教育中,教师必须努力发挥自己在"三个代表"重要思想教学中的主导作用,做到对"三个代表"重要思想真懂、真信、真用,以科学的态度和方法解读"三个代表"重要思想,充分发挥学生在"三个代表"重要思想教学中的主体作用,不断探索用"三个代表"重要思想武装大学生头脑的有效途径和方法。     

Local Politics and Depolitisation in Chile

Abstract— This study focuses on the consequences at the local level of decentralisation and state disengagement policies in Chile. We proceed in two stages. First, we analyse whether the nature of urban collective goods and services has changed from political to economic. Next, we study the effect of these policies on community/ authority relations, and more broadly, on local politics. A case study of the city of Conception serves to explore our questions. We conclude that the local community has adapted to the economic nature of collective goods and has developed the necessary organisation, technical and leadership skills. Power politics however have not disappeared but are now in higher institutional levels. Politicians do not seem to have followed the trend and thus have still to open to democratic participation and legitimate representation as expressed by the citizens' aggregated interests.     

The Police and the New Magistracy: Independent Members and the New Police Authorities

Independent appointed members to police authorities were introduced as part of the reforms brought about by the Police and Magistrates' Courts Act 1994. This radical change to the make-up of police authorities was defended by government ministers as a necessary reform in order to broaden the expertise and experience available in such bodies. Critics, by contrast, saw the change as a move to further centralise control, and as a means of reducing local democratic input, over policing. Using data from a national telephone survey of police authority clerks, and case studies of three police force areas, this article examines the role of `independent' appointed members to local police authorities. We argue that the early signs are that the new members are becoming well integrated into police authorities, although such bodies have been significantly depoliticised as a result of this and other changes. Interrupting the Myth of the <Emphasis Type="Italic">Partage</Emphasis>: Reflections on Sovereignty and Sacrifice in the work of Nancy,Agamben and Derrida

Agamben traces the bio-political essence of modern politics to the non-sacrificial killing of Homo Sacer in Roman law. Nancy, on the other hand, links the history of Western politics to the fundamental logic of sacrifice in Western metaphysics. He nevertheless contemplates the possibility that Western societies may finally have arrived at the threshold of a non-sacrificial existence. Derrida seeks to resist the sacrificial logic of Western metaphysics and politics, but nevertheless appears to accept it as an irreducible fact of human co-existence. Unlike Nancy, he envisages no actual or actualised beyond beyond the realm of sacrificial metaphysics and politics. He thus can be said to interrupt Nancy’s ‘myth’ of a non-sacrificial partage. This article compares these three philosophical stances in the hope of throwing more light on the role of sacrifice in the law and politics of our time. Professor of Law, Rand Afrikaans University. 麦克因斯的性别理论揭示了现代性与性别身份的关系,并认为性别主导着文化的各个方面,现代性的矛盾冲突在于为真正平等的公共权利而进行的持续、艰巨的斗争.该理论认为,现代资本主义的自由政治,系统地瓦解了父权制,为女性斗争创造了条件,同时,反对把"个人的"看作"政治的",提出只有在一种更平等的性别分工前提下,才能谈社会性别身份的解放和发展自我人格等话题.
