邓小平政治哲学研究述评

通过对近年来国内研究者关于邓小平政治哲学性质的定位、研究对象和内容、方法论特征、理论贡献和研究方法的理论成果进行梳理,可以看出目前邓小平政治哲学研究中存在着四个方面的问题:研究的水平较低;研究的边界不清;生搬硬套其他学科的范畴和框架;缺少对邓小平政治运作和政治实践案例的理证分析。鉴于邓小平政治哲学研究尚处于起步阶段的状况,我们有必要对邓小平政治哲学的进一步研究提出一些建议。     

Politics,Violence and Drugs in Kingston,Jamaica

The involvement of gangs, guns and ganja (marijuana) in Jamaica has, since independence in 1962, largely been confined to the capital, Kingston, and more specifically to the downtown, impoverished sections of the city known locally as the ghetto. This paper examines the characteristics of the ghetto; the context that it provides for political patronage among Kingston's most marginalised citizens; the evolution of certain downtown constituencies into garrison communities; and the separation between politics and drug violence that has marked the last twenty years, as Colombian cocaine has displaced locally‐produced ganja as the key drug to be consumed and traded.     

权威主义及其转型的理论分析

在现代政治学中，权威主义作为一个政治概念，有着不同的理解。作为当今世界实际存在的一种政治形态，权威主义实际上是指介乎极权政治与现代民主政治之间的一种过渡型的政治体制，它既有民主的成分，又有对集权的强制。权威主义一般产生于集权专制统治向民主政治过渡的国家，表现出过渡性、合法性、现代性、实用性等特征，它为经济发展提供稳定的局面，为向民主政治迈进打下了一定基础。政治发展的逻辑与现实决定着权威政治不会作为常态存续下去，应向民主政治转型。     

宪政视域中的多党合作

现代宪政以宪法为设计蓝图,通过控制权力和保障权利来实现政治的民主化、实践政治文明。我国的政党制度———中国共产党领导的多党合作和政治协商制度是中国政治民主化的实现方式,在宪政框架下发展、完善这一政党制度对于我国宪政的实现具有重要意义。     

Change or Continuity? The Chilean Elections of 2005/2006

This article examines the electoral campaigns for the Presidency and Congress in Chile in 2005/2006. It looks at the issues in the campaign and at the candidates, and their relations with the political parties. It concludes that the economic and political advances during the Presidency of Ricardo Lagos (2000–2006) provided a very favourable context for the fourth successive Presidential victory for the Concertación alliance since 1990. Although electoral continuity was very marked, there were new features – not least the election of a woman as President. Bachelet’s election is partly the product of social and political change taking Chile in a more liberal direction, and her campaign promised to extend and deepen social rights in Chile.     

关于加强政法干警体能监测训练的可行性研究

Policy networks,politics and decentralisation policies in Ghana

Policy‐making is a political process involving a network of actors with varied interests. This article uses policy network as an analytical framework to understand the politics of decentralisation policy‐making in Ghana from the perspective of interactions among interest groups. The article is based on a research study, which utilised semi‐structured interviews and documentary sources in its data collection. It argues that the lack of progress in decentralisation in Ghana can be explained by the politics surrounding government–interest group relations. The article also provides evidence to indicate how varied interests represented within the decentralisation policy networks affected politics and in turn influenced decentralisation policy‐making and outcomes. 俄罗斯民族认同中的政治文化指向

俄罗斯民族和国家形成的过程也是俄罗斯民族认同形成的过程，东正教和专制制度分别为民族认同提供了文化和政治方面的基础。在这个过程中，俄罗斯民族的思想也逐渐成熟，以东正教和专制制度思想为特征的政治文化是其中的重要内容。俄罗斯民族正是依靠这种独特的政治文化基础，形成内部自我认同，确立外部自我形象，在众多认同标准中以此为主要指向。

本文首先对国际“碳政治”这种新型国际政治进行分析，然后剖析了当前国际“碳政治”的博弈形势，最后从国际与国内两个层面提出建设性对策，为中国应对国际“碳政治”博弈提供理论与实践支持。
