冷战结束后 ,围绕英美“特殊关系”问题产生了两个主要的争论 :一是冷战后英美两国应该放弃还是继续保持“特殊关系” ?二是这种“特殊关系”在冷战后是加强了还是淡化了 ?前一个争论主要发生在英国国内 ,尤以“疑欧派”与“拥欧派”之间的对立为代表。后一个争论 ,从英美关系的现状看 ,尽管两国在双边关系及一些重大国际问题上存在分歧 ,但由于两国继续保持并强化了战略伙伴关系 ,这种“特殊关系”在冷战后实际上得到了加强     

小鼠皮肤损伤愈合过程中PI3K/Akt通路的作用

目的探讨小鼠皮肤损伤愈合过程中损伤区磷脂酰肌醇-3-激酶(phosphatidylinositol-3-kinase,PI3K)、磷酸化磷脂酰肌醇-3-激酶(phospho-PI3K,p-PI3K)、蛋白激酶B(protein kinase B,PKB,又称Akt)和磷酸化蛋白激酶B(phospho-Akt,p-Akt)的表达及其随时间的变化规律。方法应用免疫组织化学染色、Western印迹法和real-time PCR技术检测小鼠皮肤损伤不同时间段PI3K、Akt、p-PI3K及p-Akt的变化情况。结果免疫组织化学染色显示,皮肤损伤后,PI3K、p-Akt阳性染色出现在单核细胞和成纤维细胞,峰值出现在组织修复期。Western印迹法显示,各个时间段均有PI3K、p-PI3K、Akt、p-Akt的阳性条带,其中p-PI3K、p-Akt表达的峰值出现在炎症期和增生期,PI3K、Akt表达的高峰出现在组织重建期。real-time PCR结果显示,PI3K m RNA的峰值出现在炎症期和组织重建期,Akt m RNA的峰值出现在组织重建期。结论在皮肤损伤愈合过程中,PI3K、Akt、p-PI3K及p-Akt的表达变化呈现不同的规律性并有较好的时间依赖性,PI3K/Akt通路的表达规律可以用于法医学损伤时间推断。     

美国K类签证对中国立法的启迪

美国K类签证,又称外籍公民入境与美国公民结婚的一种签证。由于K类签证拒签率较低,对申请人的语言要求不高,已经成为美国公民的外籍配偶合法移民的重要途径。鉴于越来越多的发展中国家公民试图通过涉外婚姻而达到移居发达国家的目的,因此出入境管理部门及普通百姓了解K类签证的申请程序,有助于中国研究制定相应的立法对策。     

Passivlegitimation der Eigentümergemeinschaft nach § 18 Abs 1 WEG 2002 bei der Durchsetzung von Kostenersatzansprüchen, die aus der Erhaltung eines gemeinschaftlichen Dienstbarkeitswegs herrühren

Zur Abgrenzung der stRsp zwischen blo?en Besitzoder Gebrauchshandlungen des einzelnen Mit- und Wohnungseigentümers und Verfügungen über das Gemeinschaftsgut oder einzelne Teile davon und andererseits gemeinschaftlichen Verwaltungsagenden, auf die sich die Teilrechtsf?higkeit der (Wohnungs-)Eigentümergemeinschaft nach § 18 Abs 1 WEG 2002 (§ 13c Abs 1 WEG 1975) bezieht (bezogen hat). Die Parteif?higkeit der Eigentümergemeinschaft (hier: Passivlegitimation bei der Durchsetzung von Kostenersatzansprüchen des kl Liegenschaftseigentümers, die aus der Erhaltung des gemeinschaftlichen Dienstbarkeitswegs herrühren) ist schon dann nicht zu verneinen, wenn sich der Klagsanspruch "wenigstens abstrakt mit den [gemeinschaftlichen] Verwaltungsagenden … in Verbindung bringen l?sst". Dies hat der OGH im vorliegenden Fall bejaht, falls es n?mlich um die Bewirtschaftung oder Erhaltung "eines als Verbindung zum ?ffentlichen Wegenetz dienenden Servitutswegs" durch die Eigentümergemeinschaft geht. Gleiches gilt für eine Aufwandersatzklage des Nachbarn (hier: auf Entfernung von Schnee, der im Zuge der R?umung der WE-Liegenschaft auf dem Grundstück des Kl abgelagert worden ist). Die Eigentümergemeinschaft kann zwar keine Eigentumsfreiheitsklage gem § 523 ABGB erheben, da ihr Verfügungshandlungen nicht zustehen. Eine gemeinschaftliche ordentliche Verwaltungsma?nahme und damit die Aktivlegitimation ist nach der Rsp aber dann anzunehmen, wenn die Eigentümergemeinschaft einen allgemeinen Teil der WE-Liegenschaft (im Anlassfall: gemeinschaftlicher Heizraum) von der unberechtigten Inanspruchnahme durch Dritte freimacht.

Beheizbarkeit und (ganzj?hrige) Wasserzufuhr sind nicht Voraussetzung dafür, dass eine Zweit-"Wohnung" iSd K-ZWAG vorliegt.     

On‐Bill Financing Programs to Support Low‐Carbon Energy Technologies: An Agent‐Oriented Assessment

On‐bill financing (OBF) schemes have been welcomed as innovative mechanisms for encouraging the adoption of low‐carbon energy technologies. Yet while the potential effects of these schemes have received growing attention, less is known about their actual performance. Departing from New Institutional Economics and insights from Behavioral Economics, this theory‐driven assessment examines the How$mart^® program in Kansas (United States) and the Green Deal in the United Kingdom. The study identifies the mechanisms designed to trigger behavioral change and technology adoption. We focus on market agents, and related market failures and behavioral anomalies that often prevent energy efficiency improvements. The paper adds to our theoretical and empirical understanding of public and utility‐driven OBF programs applied to the residential sector. Our findings suggest that simple, carefully designed on‐bill programs, where the financing of efficient technologies takes the form of a service rather than a loan, are more effective for the diffusion of low‐carbon energy technology and the reduction of transaction costs. At the same time, on bill‐financing schemes challenge the core business of utilities, and given the complexities and dynamics of energy efficiency markets and energy use, other policy interventions are needed.     

Effects of ACA Medicaid Expansions on Health Insurance Coverage and Labor Supply

We examined the effect of the expansion of Medicaid eligibility under the Affordable Care Act on health insurance coverage and labor supply of low‐educated and low‐income adults. We found that the Medicaid expansions were associated with large increases in Medicaid coverage, for example, 50 percent among childless adults, and corresponding decreases in the proportion uninsured. There was relatively little change in private insurance coverage, although the expansions tended to decrease such coverage slightly. In terms of labor supply, estimates indicated that the Medicaid expansions had little effect on work effort despite the substantial changes in health insurance coverage. Most estimates suggested that the expansions increased work effort, although not significantly.     

The masochist's masquerade: Kōno Taeko's ‘Beautiful Girl’ (Bishōjo)

Kōno Taeko is notorious for her literary masochism, which critics tend to read solely through the narrow lens of psychoanalysis. This article contends that we gain new insights into Kōno's literary life and corpus when historical contexts are also brought to bear. In reading closely ‘Bishojo’ (Beautiful Girl, 1962), a story that appeared at the same time as Kōno's most famous award-winning stories in the early 1960s, I contend that Kōno's fictional world can best be grasped with attention to two key factors: the impact of Kōno's wartime girlhood on her fiction; and, in ‘Bishōjo’ in particular, the Occupation Period (1945–1952) context, which serves as more than mere background to the story's revenge plot. Girls, or shōjo, form the core of the story and expose the disavowed shōjo at the core of protagonist Shōko's psyche. To survive, Shōko must cloak her masculine strengths in a masochistic masquerade indistinguishable from femininity itself. She threads her masochistic masquerade between two abusive men whose efforts to humiliate her cannot be separated from the national Occupation context and postwar masculinity. Finally, this essay demonstrates that Kōno's masochism functions as a literary technique for constructing subjects differently by gender in historical contexts, thereby exposing the psychic distortions that only fiction, as a light into the darkened interior world of human beings, can illuminate.     

参七虫草胶囊干预肺间质纤维化大鼠模型PI3K/Akt信号通路实验研究

目的 观察参七虫草胶囊对肺间质纤维化模型大鼠磷脂酰肌醇3激酶（phosphatidylinositol 3-kinase,PI3K）和丝氨酸/苏氨酸蛋白激酶（serine/threonine protein kinase B,Akt）信号通路的干预作用。方法 采用博莱霉素气道喷雾法复制大鼠肺间质纤维化模型。将40只大鼠随机分为空白对照组、模型组、氢化泼尼松组、参七虫草胶囊组,每组10只。酶联免疫吸附法测定各组大鼠治疗前后血清及肺组织中PI3K/Akt水平。结果 与空白对照组比较,模型组大鼠血清和肺组织中Akt及PI3K水平显著升高（P＜0.05）;与模型组比较,参七虫草胶囊组和氢化泼尼松组大鼠血清及肺组织中Akt及PI3K水平显著降低（P＜0.05）;参七虫草胶囊组大鼠血清和肺组织中Akt、PI3K水平显著低于氢化泼尼松组（P＜0.05）。结论 参七虫草胶囊通过抑制PI3K/Akt信号通路的激活从而抑制肺纤维化炎症反应,延缓肺间质纤维化病程进展。
