On-line public relations: towards an integrated theoretical model

Abstract

Much has been said about the so-called information superhighway. Organisations are realising that a whole new world can be created on-line: more and more organisations, and individuals, are entering this superhighway at an incredible rate. Ironically, most people do not have a clue what the information superhighway really is, which is, for example, evident in the 1993 advertisement of the telecommunication giant, Pacific Bell, which claimed that: ‘While others talk about the information superhighway, we're actually building it’, but only launched their consumer Internet access service in 1996. In spite of widespread ignorance, the exponential growth of the Internet provides public relations practitioners with constantly expanding on-line public relations resources and the opportunity to use these online systems to create or enhance the images of organisations in the market place.

Without theory, the field of on-line public relations has no framework for understanding, organising and integrating the many activities and purposes of online public relations. Therefore online public relations needs a body of knowledge grounded in theory. It is clear that the shift is away from mass communication towards dialogical or interactional communication. In order to understand the theory of on-line public relations, it is important to systemise it in terms of a theoretical aporoach. This leads to the main aim of this article, which is to propose a theoretical model, the Or,-line Public Relations (OPR) model, to provide a suitable framework for explaining the on-line public relations process, and if applied in the development of on-line public relations plans or strategies, it can maintain its utility as a framework for the analysis thereof.

Based on a qualitative approach, this article attempts to theoretically explore, describe, interpret and conceptualise the concept on-line public relations, with specific reference to the development of on-line public relations in South Africa, the shift from traditional paradigms to new on-line trends and the integration of on-line public relations with other communication processes. Particular reference is made to the theoretical foundations of on-line public relations, and it is argued that at the root of on-line public relations, as a framework for explaining it, lies the need for an integrated theoretical approach. In the last section, a new OPR model is proposed, and a brief discussion of the elements of the model, the conceptual foundation of on-line information and information overload is presented.

关于信用证诈骗罪的法律适用,存在着诸多亟待研究和解决的问题,主要涉及到信用证诈骗罪的犯罪构成及其效力范围。文章依据刑法规定,紧密结合司法实践,对这方面的问题进行了研究,并提出了司法建议。     

LC-MS/MS法快速测定全血中25种精神药物的研究

目的建立人全血中25种精神药物快速测定的LC-MS/MS方法,并应用于分析杭州地区药物影响下驾驶(driving under the inference of drugs,DUID)情况。方法以乙腈沉淀蛋白,离心后取上清液,氮气流下吹干,残渣以初始流动相复溶,离心后取上清分析;采用C18色谱柱(50mm×3.0mm,2.6μm)分离,流动相:0.1%甲酸水(A相),乙腈:甲醇=1:1(B相),梯度洗脱;质谱检测,采用串联质谱电喷雾离子源,正电离扫描,多反应监测(MRM)。结果 25种精神药物在0.05~20ng/m L范围内线性良好,R=0.994 4~0.999 6;定量下限为0.05ng/m L;提取回收率为83.0%~99.7%;方法回收率为80.2%~97.4%;日内精密度(RSD)为1.6%~14%;日间精密度(RSD)为3.1%~14%。以该法测定杭州市公安司法鉴定中心留存的全血样品3140例,25种精神药物至少一种的检出率为3.7%。结论本方法灵敏、快捷、准确,适用于全血中25种精神药物快速检测。     

Exploring a Model of HIV Prevention Using a Cognitive-Behavioral Skills-Building Framework with Black Immigrants

Abstract

This paper addresses the burgeoning Human Immunodeficiency Virus (HIV) crisis in the black community in the United States, particularly black women. A cognitive-behavioral skills-building HIV prevention intervention tailored to the realities of blacks in South Africa is presented as a model that may be modified and adapted for HIV prevention among blacks in the United States. This model of HIV prevention must view blacks as a heterogeneous group that includes African immigrants, and cognitive-behavioral skills-building HIV prevention interventions tailored to the realities of black women are needed for the prevention of heterosexually transmitted HIV infection. The implementation of HIV interventions within accessible sexually transmitted diseases (STD) testing and treatment programs will provide the combined clinical-behavioral approach that is missing in HIV prevention interventions among blacks in the United States.     

Exploring Indian Child Welfare Act implementation and case outcomes

Despite the passage of the Indian Child Welfare Act (ICWA) more than four decades ago, little is known about how or how well it is being implemented into practice by the state courts or how implementation may be related to improved outcomes for Indian children and families. This study explores how ICWA implementation in five state court sites is related to case outcomes. One hundred and fifty-one ICWA cases were reviewed for factors including active efforts findings, tribal presence at hearings, use of qualified expert witness (QEW) testimony, notice, and confirmation of ICWA status. Results are mixed. Specific ICWA implementation measures and aggregate measures were mostly not related to outcomes, but early implementation, such as having the tribe present at the first hearing, did appear related to timely permanency. Implications of these findings and future research directions are discussed.     

The Rise of the Middle Ground in Northern Ireland: What does it Mean?

Among the many consequences of Brexit for Northern Ireland has been how it has contributed to and coincided with some alteration of the electoral landscape. This includes the rise of the centre ground and, in particular, the Alliance Party of Northern Ireland (APNI). This article focusses specifically on how the Alliance Party, as the largest of Northern Ireland's middle ground parties, has navigated the Brexit period and with what effect. The analysis explores the implications of the growing size and strength of the Alliance Party for Northern Ireland politics, institutions, policies, north-south relations and the constitutional future. It concludes that although the nationalist versus unionist binary remains valid and consequential in Northern Ireland, it is being challenged and tested by the rise of the middle ground in ways which offer both opportunities and challenges for Northern Ireland's future.     

LGBTQ+ Tensions in the 2018 Chilean Feminist Tsunami

In this article, we will critically reflect on the 2018 feminist student mobilisations in Chile through an analysis of interviews and discussion groups with LGBTQ+ students who participated in the feminist student protests and occupations. We will argue that even though these feminist student mobilisations can be considered an example of transfeminist coalitions, some relevant conflicts and tensions remain, such as discourses and practices that still use an either/or, binary, cishet framework, maintaining a problematic separation between feminist and LGBTQ+ agendas, undermining the intersectional feminist understandings necessary for a more complex idea of social justice.     

Determination of Changes in Crystal Violet and Phenoxyethanol (Dating Ink)

Ink dating is a significant problem in terms of forensic science. Ballpoint pens are generally used as writing tools on the documents. Aging is determination of the changes in dyes and solvents in the composition of ink over time by analytical methods. The evaporation of the solvents from the paper surface is faster than the decomposition process of the dyes. In this study, in 2017, we were asked by the court to determine whether the texts on the suspicious pages of an agenda dated 1996 were written within 2 years or earlier. Phenoxyethanol and dyes were examined in the composition of all suspected ink samples. The results show the determination of both the decomposition process of the dyes and the evaporation process of phenoxyethanol in the aging of the document entries written by ballpoint pen.     

The Normativity of the Private Ownership Form

One of the most acute charges against private property observes that ownership generates a trespassory duty of exclusion that far exceeds the requirements of a commitment to values such as freedom and well‐being, and accordingly there exists an analytical mismatch between the form of protecting ownership and the functions that this protection may serve. This article develops a novel account of ownership's normativity, maintaining that, apart from the functions it may render to external values, the form of ownership is in itself a source of value, in virtue of the society it may engender between free and equal persons. Any gap between the form and the function of ownership need not plague private ownership, because the functions of ownership do not exhaust the explanation of its good. The formal core of private property is a distinctively social one, even in the most isolated case of trespass to property.
