Evidence‐based policy and the contemporary politics of spin are said to characterise contemporary politics and policy. The paper asks firstly what sense is to be made of this coincidence, and then documents this coincidence. It then asks how credible is the conception of ‘evidence’ espoused by advocates of evidence‐based policy when it is conventionally represented as an ‘objective’ counter to ideology, spin or opinion? It points to major problems with the conventional understandings of ‘evidence’. It is suggested that while the evidence‐based policy literature relies on the associations ‘evidence’ is presumed to have with ‘sensory data’, this is neither the case nor all that defensible. The paper reprises arguments advanced by Henry Mayer and Hannah Arendt that the relationship of politics to the empirical was and is a far more complex relationship than is conventionally understood to be the case. 相似文献

In the recent past, several countries and states have begun to use Public‐Private‐Partnerships (PPPs) for infrastructure development and have attempted to create institutional environments that enable PPPs. Providing an enabling environment for PPPs entails a combination of institutional creation and changing existing institutions relating to project procurement. This paper attempts to understand how path‐dependant institutional change takes place in the context of PPPs and their enabling environments, and why different institutional environments evolve differently, using two cases: the implementation of PPPs in the road sector in the Netherlands and in the Indian state of Tamil Nadu. We identify two factors that can be used as predictors of the direction of institutional change: a long‐term orientation towards institutional change and a willingness to learn and modify transitional institutions. Where these factors exist, and thereby provide a goodness of fit, institutional change is likely to occur. 相似文献

Recently in the field of policy studies, there has been a renewed interest in research that connects policy design with broader governance outcomes. As opposed to past studies of policy design that have characterized policies along broad categories of variables, however, recent studies have sought to systematically assess the language of public policies and resultant outcomes. Reliable public sector information serves as a pivotal source for big data. Government postal codes, for instance, have been crucial for predicting demographics. Confidentiality, however, may be at risk when combined with other sources. Public sector information not only describes government activity but contains material, such as campaign finance filings, produced by outside sources. How does information production impact policy concerns if material is reused for big data projects? Information production is analyzed using a framework of five methods of production. The framework considers information that the public sector writes, publishes, manages, produces through research, and compiles through legal mandates. No‐confidence motions (NCMs) are attempts by opposition parties to publicise the government's failings in a salient policy arena, and previous research has shown that they often negatively affect citizens' evaluations of governing parties' competence and damage their electoral prospects. Yet currently there is a lack of understanding of how opposition parties respond ideologically to these NCMs. It is argued in this article that opposition parties should distance themselves from the government challenged by NCMs to show that they are different from the incompetent government and to compete for the votes that the government is likely to lose. Using a sample of 19 advanced democracies from 1970–2007, empirical evidence is presented that NCMs encourage political parties to move their positions away from the government's position, especially in the presence of reinforcing negative signals about government performance. These results have important implications for our understanding of opposition party policy change, for the economic voting literature, and for the spatial and valence models of party competition. 相似文献

Shortly before the Mexico Olympics, on 2 October 1968, student demonstrators were shot by the military on Tlatelolco Square in Mexico City, thus ending the local student movement and its mass protests. This paper explores the government's use of anti‐communism to ideologically justify this massacre in the context of the Cold War. The student movement was presented as a foreign, communist intervention that threatened Mexico's sovereignty. The paper analyses the weaknesses and contradictions of this official narrative by contrasting public and confidential reports. Finally, the marginal role of communism in the movement and its internal divisions are also outlined. 相似文献

Conflict resolution as an academic field was built by pioneers like John Burton on the idea that conflict resolution academics must accomplish three basic interlocking tasks: conduct cutting‐edge research, educate students, and make a positive contribution to the real‐world work of practitioners engaged in resolving actual conflicts. Over time and as the field has grown, so have the demands to produce research deemed rigorous enough according to increasingly competitive and rigid traditional standards and so too have the demands of teaching growing numbers of students. Research and teaching commitments thus diminish the time and support available to engage in practice.
