Abstract

This paper investigates the role of civil society in Botswana within the broader context of the state–civil society dynamic in Africa. It is argued that, like other countries in Africa, civil society in Botswana is rather weak. Conversely, unlike other countries in Africa, a weak civil society is accompanied by a hard state. Thanks to wise leadership, Botswana has experienced remarkable economic growth rates and significant improvements in human development over a period of about four decades. Botswana is also considered a ‘shining liberal democracy’, with elections held every five years, an independent judiciary system, and low levels of corruption. Yet it has been a democratic system with a weak civil society. Four main reasons are provided: first, the political culture makes it difficult to question authority; second, it is arduous to mobilize citizens because of the culture of dependency created by the clientelistic state; third, the Government has for a long time denied—and still does—the role of civil society as a legitimate player in the development process; fourth, civil society is not a cohesive group and lacks funds, especially the advocacy groups.  相似文献

Abstract

This article argues that the story of the Baghdad zoo in the Iraq war and the ‘human interest’ it attracted are important for the analysis of warfare and humanitarian intervention. The activities at the zoo are notable precisely because they provide a specific site through which to analyse the increasing entanglements between war and humanitarianism, and practices associated with civil–military cooperation. The recovery and reconstruction efforts at the Baghdad zoo brought together a diverse, ad hoc assemblage of civilian, military, local and international actors around a common problem: how to turn a symbol of the tyranny and ‘backwardness’ of the Hussein regime into a space that would foster liberal humane values amongst the Iraqi population. The activities at the zoo thus tell us much about the kind of warfare that not only involves lethal force, but also fosters civilian and military action in reforming a carceral and leisure institution. They also reveal a broader aspiration of reforming the whole Iraqi population around an idea of humane governance, while providing a potentially profitable investment opportunity for foreign speculators.  相似文献

Advances in information technologies over the last two decades have offered the promise of revolutionizing workplaces and other settings by expanding the capabilities of individuals working in various professions. Enabled by high-speed computing systems and marked by an intensification of command and control properties, new technologies have expanded, and in some cases intentionally surpassed, the scope of the senses. Technologies such as drones, surveillance cameras, and airport and border security systems promise the seemingly infinite catchment and infinitesimal account of human actions, while computer processing software provides real-time data on large-scale transactional processes occurring in monetary systems and security markets. Charting, tracking, and mapping functions open up new vistas for quantifying social behaviors and detecting misbehaviors, creating new frontiers for criminal justice, the military, and economic activity. The papers in this special issue reveal the processes guiding the rapid transformation and flexible adaptation of institutional structures, economic and financial systems, and threat surveillance and military/police mobilization in the near future.  相似文献

This article investigates a legacy of transnational activism in Polish–West German relations during the 1950s and 1960s, connected to the borderlands/expellee background of several of the early activists who initiated the relations. At a time when the Polish and West German states maintained no official diplomatic relations with each other, the importance of non-state initiatives and dialogue breaking with the antagonistic nationalism of the two world wars grew disproportionately. These individuals' expellee background, bilingualism, cross-border networks and loosened national identities contributed to their effectiveness in Polish–German relations. Taking exception to the popular conceptions of expellees as necessarily identical with the negative or anti-Polish opinions commonly associated with the expellee organizations, the article also focuses specifically on how certain expellees and former borderlands inhabitants attempted to renegotiate their postwar roles, political stances and even identities by associating themselves with Polish–German relations. They challenged the dualistic and polarizing nature of media discussions about German expellees in politics. In addition, the article and these individuals pose a challenge to international relations/conflict resolution research to look to cross-border communities as key elements in postwar/post-genocide dialogues.  相似文献

Optimising the development opportunities presented by emerging powers' growing interest in trade, investment and diplomatic engagement in Africa seems a priority for the continent in the context of a changing global system in which power is more diffuse. Taking into account a reconceptualisation of aid effectiveness as development effectiveness, this paper focuses on the manner in which African states understand and approach new opportunities for cooperation with emerging powers, especially China, India and Brazil, including the crucial issue of whether they seek joint development initiatives with both traditional partners and emerging powers. The central argument is that South–South cooperation, which is value-neutral although rhetorically reflecting the principles of solidarity and mutual benefit, must be part of an effective strategy to draw emerging economies into the national or regional development objectives of African states and the continent at large.  相似文献

Abstract

External intervention has frustrated and continues to frustrate peace and stability in the Horn of Africa and Somalia, adding various adverse layers to an already complicated and complex conflict. The level of forceful military engagement intended for regional domination has profoundly affected negatively the efforts of peacebuilding and statebuilding in Somalia. This article examines how the earlier Ethiopian policies towards Somalia has reshaped the (post)-Cold War politics of the Horn. In doing so, it traces the roots of the Ethiopian intervention in Somalia vis-à-vis new non-state armed groups to chart the changing political dynamics of the conflict in Somalia. By using historical approach, the article argues that Ethiopia’s agenda is central to understanding why the ‘War on Terror’ has strengthened and subsequently midwifed armed militant movements (e.g. new insurgency groups) in Somalia, starting from Al-Itihaad to today’s Al-Shabaab. In focusing upon various regional actors and groups, the article moves from the emphasis of internal systems to external power structures, considering the wider historical and political factors in the region that must be closely examined if the regional and local conflicts are to be deeply understood. While it is a context-specific study, the article aims to contribute fresh perspectives and insights to ongoing discussions on the consequences of the Ethiopian intervention in Somalia.  相似文献

This article sets out to identify the conditions that promote civilian supremacy over the military in the post-military democracies. The article addresses the case of Bangladesh, where a decade-old post-military democratic political process is riddled with problems, such as the absence of opposition parties in the parliament, chronic political instability and violence and inefficient governance. However, the powerful military has not yet shown any inclination towards intervention in domestic politics. Rather, various civilian institutions, such as the Parliamentary Standing Committee on Defence (PSCD), have been successful in raising the level of the military's accountability to the civilian government and society. The article seeks to explain the role of PSCD during 1998–2001 in promoting civilian supremacy in Bangladesh. It argues that three sets of factors can explain the PSCD's role. First, there is intense competition for political power between the two major parties, which resists the military's involvement in politics in favour of any one political party. Second, there is the important role of civil society in favour of civilian supremacy. Third, there are external factors such as the donor countries' and international agencies' stance in favour of democracy and the Bangladesh military's participation in United Nations peacekeeping missions, which are discouraging military intervention in politics at home.  相似文献

Prior research has not established a clear relationship between democracy and insulation from coups d’état, with very few studies illustrating robust findings on the subject. I contend that the lack of attention paid to the conditional influences of democracy on coups has resulted in these mixed findings. I posit that insulation from coups occurs at higher levels of economic development in both autocracies and democracies. However, the vulnerability present at low levels of economic development is significantly greater in democracies. Poor democracies lack the coercive capacity associated with authoritarian states, suffer from relatively weaker patronage networks, and have smaller pots for public goods provision, all making them less capable of maintaining elite loyalty. An assessment of 165 states for the years 1950–2011 offers strong support for the argument. Democracies are indeed an important part of the coup story, but only when simultaneously addressing their level of economic development.  相似文献

The 2014 Israel–Gaza war was the third of a string of conflicts to erupt between the State of Israel and Hamas in neighbouring Gaza and quickly became the deadliest for both sides. Even with the extensive media attention this crisis received, calls for more objective reporting were widespread, as locating sources that were not clearly influenced or reflective of political biases seemed near impossible. This paper seeks to explore the role “cultural proximity” plays in informing casualty count reporting in times of conflict. Qualitative content analysis is conducted on news coverage of the 2014 Israel–Gaza conflict in the American daily newspaper, The New York Times, and the Israeli daily newspaper, Haaretz, to assess whether significant differences exist in the way casualty figures are addressed across varying degrees of political and cultural involvement. This research reveals that variations in casualty count reporting do indeed exist across cultural and national contexts, and deems this subject worthy of further research.  相似文献
