This paper examines the adoption of a multiethnic liberal-democratic model of governance in post-independence Kosovo and the dual task of state-building to secure unity and manage diversity. This article explains why in post-conflict and post-independence Kosovo, its domestic sovereignty and legitimization have become conditioned by the integration, accommodation, and protection of its minorities. While the existing literature has mainly focused on the shortcomings deriving from the exogenous character of state-building in Kosovo, this paper aims to challenge and complement this view by drawing on the “state-in-society” approach developed by Joel Migdal, which highlights that the actual states have less coherence than their theoretical counterparts. Analysis of post-independence Kosovo reveals the legislation-implementation gap and the unintended consequences arising under the impact of endogenous factors. Overall, this article shows that multiethnic state-building in Kosovo has been crucially transformed and “limited” by local idiosyncrasies.  相似文献

This paper determines the impacts of employee-determined flexibility (self-rostering) within police patrol shiftwork systems. The study is based on a cross sectional online survey with police patrol officers from one state of the Federal Republic of Germany (n = 927). The results show that pure employee-determined flexibility on the one hand leads to a good compatibility of shiftwork with social life (individual consequences). On the other hand, it is associated with a loss of work-related social structures and drawbacks concerning work-climate, leadership, as well as reciprocal trust and support (organizational consequences). In contrast, these findings are almost reverted under the traditional Four Shift Groups System which does not provide any self-determined elements. However, a Five Shift Groups System with an employer determined basic roster and some employee determined flexibility provides comparable positive results as the full flexible system considering work–life-balance, but does not share its significant negative effects on social community at work as well as disadvantages regarding leadership.  相似文献

Using a randomized experimental design, this study evaluated the effectiveness of the Minnesota Comprehensive Offender Reentry Plan (MCORP), a prisoner reentry pilot project implemented in 2008. In an effort to reduce recidivism, MCORP attempted to increase offender access to community services and programming by producing greater case management collaboration between caseworkers in prison and supervision agents in the community. Results from Cox regression models showed that MCORP significantly reduced four of the five recidivism measures examined, although the size of the reduction in hazard ratios was relatively modest (20–25%). The findings further suggested that MCORP reduced costs. Sensitivity analyses showed, however, that the cost avoidance estimates were not robust across all assumptions that were examined.  相似文献

There has been burgeoning interest in psilocybin-use for the treatment of various neurological and neurodegenerative diseases. Psilocybin is mistakenly perceived as the principal pharmacologically active compound due to its high concentrations found in magic mushrooms; however, it is the prodrug of psilocin. Despite the expanding body of clinical research seeking to understand the pharmacodynamic/pharmacokinetic properties of psilocin, and its role in inducing dramatic changes to cognitive function, there has not been a corresponding increase in the development of sensitive analytical methods that can quantify psilocin in different biological fluids. Existing analytical methods have been developed using plasma, serum, and urine as the matrix of choice, but with the unknown blood-to-plasma ratio of psilocin, any pharmacokinetic conclusions drawn solely on plasma data may be misleading. Thus, the main objective of this study is to develop the first analytical method that utilizes SPE and LC–MS/MS to quantify psilocin in human whole blood. The SPE procedure yielded a high recovery efficiency (≥89%) with minimal matrix effects. The method was validated according to ANSI/ASB 036 guidelines. Linearity was between 0.7–200 ng/mL and encompassed previously reported ranges found in plasma/serum. Bias, within- and between-run precision for all quality controls met ANSI/ASB 036 acceptability criteria. Endogenous/exogenous interferences and carryover were negligible. Psilocin stability was assessed at 4°C over 48 h and was considered stable. Although a proof-of-concept study will need to be performed to characterize the method, this analytical workflow was able to detect and quantify psilocin in human whole blood at low limits of quantification.  相似文献

Cobalt(II) thiocyanate-based tests are routinely used to screen cocaine products, with the formation of a blue species interpreted as a positive response. An array of other organic bases has been identified as false positives – including well-documented cocaine product adulterant lidocaine and its salt. False positives prompt continued test development, though improvements are hindered by unresolved product structures and reaction pathways. Toward greater clarity, cobalt(II) thiocyanate reactions with cocaine hydrochloride, along with lidocaine and its salt, were investigated using multiple analytical techniques. Reactions involving cocaine hydrochloride yielded glassy, amorphous blue material while reactions of lidocaine hydrochloride monohydrate produced larger, needle-like crystals whose structure was determined via single-crystal X-ray diffraction to be an ion pair (Hlidocaine+)2([Co(SCN)4]2−)·H2O. While the blue precipitate isolated from reactions involving cocaine hydrochloride was unsuitable for crystallographic structure determination, comparative ultraviolet–visible, attenuated total reflectance infrared, and Raman spectroscopic analysis – along with elemental analysis – supports that this solid is comprised of a comparable ion pair (Hcocaine+)2[Co(SCN)4]2−. Pink crystals isolated from lidocaine reaction vessels were identified as coordination compounds cis-[CoL2(SCN)2] and trans-[CoL2(SCN)2] where L = lidocaine, while pink crystals from both cocaine hydrochloride and lidocaine hydrochloride monohydrate reaction vessels were the coordination polymer trans-[Co(H2O)2(SCN)2]·H2O. The results presented herein enable reaction optimization to favor a desired product, whether ion pair or coordination species.  相似文献

Abstract

More than ever, companies are confronted with the importance of developing and maintaining relationships with their strategic stakeholders, such as employees. These relationships should be aimed at balancing the interests of the company with the interests of said stakeholders. Managing relationships with stakeholders is difficult in itself and even more so within the complex context of the South African mining industry. The aim of this article is to determine guidelines that could be used to ascertain employer–employee relationship type and relationship quality in the mining sector. In 2004, a quantitative questionnaire survey was conducted with a stratified quota sample of 508 company employees as part of a commissioned stakeholder perception survey. In addition, qualitative focus-group sessions were conducted to contextualise and clarify the quantitative results. The research indicated that the employer–employee relationship at Lonmin Platinum could be classified as an exchange, rather than a communal relationship. Employees generally perceived the quality of their relationship with the company in a negative way. Employees from all job levels had low levels of trust in the company. This study contributes to a growing body of research aimed at trying to understand the nature of employer–employee relations within large companies in a developing society, where companies are faced with the challenge of communicating to and managing diverse workforces.  相似文献

Abstract

Successful organisations depend on stakeholder perceptions to address changes in turbulent organisational environments, report on the social and environmental impact of activities, the prevalence of public activism, globalisation, emerging issues and crises, and the need to be good corporate citizens through ethical and socially responsible behaviour. Despite the current emphasis on stakeholder relations and management, a lack of research exists on how to build these relationships. This article aims to report and discuss the findings of a study that explored the lack of organisation–stakeholder relationship (OSR) building models, to emphasise the elements and development of an OSR and highlight the need for a generic, strategic, integrated approach for sustainable OSR to contribute towards organisational effectiveness. This will be done using an exploratory literature review to constitute a conceptual framework for OSR building, of which the principles of the framework will be measured among leading Johannesburg Stock Exchange-listed South African organisations, by means of a quantitative web-based survey and qualitative one-on-one interviews. The dominant focus on organisational stakeholders has provided added impetus and importance to the role of corporate communication, hence, this article will simultaneously endeavour to highlight the importance of practising corporate communication strategically, by emphasising its role in OSR.  相似文献

Abstract

This essay explores Russia's Organization for Security and Co-operation in Europe (OSCE) policy, by focusing on two questions. First of all, analysts have noted Russia's disinterest and obstructive policies towards the Organization. Thus, the question is what – if anything – does the Russian Federation still want from the OSCE? Secondly, does the OSCE still serve as a forum for dialog? These two issues are studied on the basis of rational institutionalism and realism. The essay demonstrates that Russia is still interested in the OSCE, but its policy has become more pragmatic, selective and instrumentalist. It includes obstructive and constructive strategies. At the same time, today the Russian Federation ascribes less significance to the Organization in European security. This is predetermined not only by its inability to push its interests through the OSCE, but also by the declining interest of other participating States in the Organization. The differences between OSCE participants have turned it into a battlefield of interests in many areas.  相似文献

The purpose of this article is to contribute to a better understanding of the contemporary importance for democracy of the relationship between elected leaders and the security forces. It attempts to present a conceptualization and framework to help comprehend what security forces actually do and how they interface with democratic governments. The article aims to extend the conceptual breadth of the literature on civil–military relations beyond control to include two further dimensions – effectiveness and efficiency. The research is based on the authors' experience in conducting programmes for officers and civilians throughout the world in line with at least six different roles and missions of security forces. The conceptualization draws on literature in comparative politics, organization theory, and defence economics, as well as civil–military relations, and security sector reform.  相似文献
