Contested policymaking in Russia: industry,environment, and the “best available technology” debate

The centralized nature of the Russian political system and the dominance of the executive can obscure the role played by other actors in the policymaking process. This article aims to further our understanding of the Russian policy process by examining the ability of industry to determine policy outcomes. An example from the environmental policy process concerning the introduction of the “best available technology” will be presented. This highly contested policy led to significant opposition from industry groups and disputes between government actors. The case demonstrates that industrial interests in Russia are able to exert considerable influence on the policy process; however, this influence is not absolute and requires closer scrutiny. Political leadership was found to be an important factor in achieving policy outcomes. However, for the most part, the policy process was found to be heavily bureaucratized, and dominated by a range of competing interests.

完善我国民事执行财产调查制度的若干思考

近年来,我国为了有效解决执行难问题,不仅在新修改的《民事诉讼法》中明确规定了被执行人强制报告财产制度,还联合20个部门建立执行联动机制,在司法实践中取得了明显的成效。为进一步增强执行财产调查制度的实效性,在以上措施的基础上,强化制裁措施、加强执行联动机制的威慑力和建立征信体系三个方面用以完善我国的执行财产调查制度。     

试论台胞在大陆的抗日活动及其对台湾前途命运的思考——兼评所谓日据时期台湾人的“台独”运动

日据时期,一批台湾同胞在大陆组织抗日团体、从事抗日活动,他们一方面积极支持祖国的反帝爱国斗争,另一方面又与岛内的反殖民斗争相呼应,声援台湾人民的民族运动。同时,更针对台湾的前途命运提出了＂要独立,也要回归祖国＂的主张。这里的＂独立＂是针对宗主国日本的＂独立＂,他们的最终诉求是要返回到祖国的大家庭中。因此,日据时期台湾人的所谓＂台独运动＂与爱国爱台其实毫不矛盾,＂台独＂史观论者想在这里寻找其历史的依据,恐怕是件徒劳的事情。

少数民族文化传承是教育系统内子系统之间有机结合、合力运行的过程,而推动教育系统运行的动力因子家庭教育、学校教育和社会教育,在运行中必须遵循有序性、协调性、互补性的原则,才能够保障教育系统内少数民族文化的顺利传承。

The violence work of transnational gangs in Central America

Abstract

According to international relations scholars, an important change taking place in the post-Cold War context concerns the lethality of non-state armed groups (NSAGs). Underlying this observation is the conventional assumption that non-state violence is intrinsically illegitimate. This article shifts the analysis of violence away from the terrain of legitimacy, which tends to moralise the difference between state and non-state forces, and towards the terrain of work, where their violence features as part and not separate from a shared political economy. I propose the notion of violence work as a resourceful analytic into the dialectics of everyday violence and the complex processes of value production in social life. Against the background of the extreme cruelty attributed to transnational gangs in Central America, I argue that their violence work is expressive of prevailing modes of accumulating wealth in the region. Drawing on multi-sited fieldwork in Honduras, Guatemala, El Salvador and Mexico, I show how gang violence work animates a system of economic cooperation that engages a wide array of subjects who traverse state/non-state and legal/illegal divides.
