湄公河次区域的地缘政治与公共产品供给

湄公河次区域处在中国战略周边范围内,美、日、印等域外力量目前正在加大对该区域的战略投入,地缘政治经济竞争趋于复杂。区域公共产品供给是其中的核心问题,域外力量的参与客观上有利于促进次区域中小国家的开发,但也造成了区域治理的"外部主导"问题比较突出。域外力量以发展援助为主要杠杆,除了积极介入经贸、基础设施等相关的互联互通外,还在环境、卫生、文教等领域占有较明显的优势,并谋求扩大外交、防务等高级政治领域的话语权,影响更高层面的地区秩序构建。鉴于此,中国应进一步发挥自身的比较优势,有针对性地提高区域公共产品供给能力,为中国与次区域国家构建利益共同体、命运共同体和责任共同体打下坚实基础。     

Purposefully Triggering Unintended Consequences: the European Commission and the Uncertain Future of the EU-ACP Partnership

ABSTRACT

The EU’s proposal to renew the EU-ACP Agreement in spite of a number of signals pointing in the opposite direction is, inter alia, the unintended consequence of independent decisions taken in three different policy areas (trade, environment, and foreign and security affairs). The common unintended consequence that the three decisions shared would not have materialised if the European Commission had not purposefully triggered it to justify its vision of future EU-ACP relations. These findings challenge the prevailing and superficial usage of the notion of the unintended as a synonym for unanticipated and undesirable, and demonstrate that unintended consequences do not necessarily presuppose lack of anticipation, but may well be the result of calculation by policymakers.     

The collapse of an Italian cemetery into the sea: Forensic approach to human remains identification

On February 22nd, 2021, a landslide on the Italian coast caused the collapse of an old cemetery. About 370 coffins tumbled and more than 200 fell into the sea. 333 groups of unidentified human remains were found: 140 decomposed bodies and 193 bags of commingled skeletal remains. The Medical Staff of Legal and Forensic Medicine was involved for analyzing the remains in order to identify and bury them. The remains involved belonged to people who died between the end of the XIX century and 2017; all were interesting by advanced transformative phenomena. For the identifications, new forms, based on the Interpol DVI ones, were created. Information was collected by relatives through a specific antemortem form. Relatives’ information and post-mortem data were compared: 19 body were identified thanks to secondary methods (like object in the bury, dresses, medical devices). 147 bone samples (long bones and teeth) were collected for the genetic analysis. Among the 77 relatives eligible for a genetic comparison, 66 gave consent to DNA swab for collection and genetic typing. Currently, after 48 samples DNA analysis (STRs and Y-polymorphism) 12 remains were identified, 21 presented a profile suitable for comparison but without attribution, and 7 did not return a comparable profile caused by stochastic effects. 31 subjects have been identified and the genetics analysis are still in progress. The Cemetery collapse shows that every disaster requires a tailored approach.

亚里士多德《政治学》所持是一种利益政治观,其把政治的概念界定为一种利益分配的过程,故政治学就是研究如何实现正义的利益分配,而城邦不过是人类追求利益的产物,并且最好的政体就是能够实现利益分配均衡的政体,进而政体的维护必须基于对利益分配因素的考量,其基本结论是能够适宜各个城邦和公民团体的政体才是最好的政体。     

Working with personality disordered women in secure care: the challenge of gender-based service delivery

Abstract

Working with women in secure services is an infrequent subject of research and discussion in the forensic mental health literature. There are several reasons for this, which will be considered in the introduction to this paper. However, a consequence of this situation is that there remains a lack of clarity in key areas of practice in relation to working with women in secure services, and working with women with personality disorder specifically: how women with personality disorder may present in secure services compared to men, therefore, the particular skills required of the practitioners who work with women and the main design features of the services within which they are managed. The body of this paper attempts to summarise important issues in each of these areas in order to inform future debate and developments in the field.     

美国奥巴马政府南海政策研究

相对于以往历届美国政府的南海政策,奥巴马政府对南海地区国家利益和国际利益的政策表述体现了更多将南海问题推向地区化和国际化的特征。出于亚太战略和重返东南亚的需要,奥巴马政府在南海问题上更倾向于表达与东南亚各国相近的共同利益,支持东南亚各南海权益声索国,反对中国的南海权益主张,并与东南亚国家共同遏制中国日益上升的地区影响力。然而,作为调整亚太战略的一种手段,奥巴马政府的南海政策不会走向因过度干预而损及亚太利益的极端。2011年,印度尼西亚担任东盟轮值主席国,鉴于不同于越南的南海利益诉求,印尼应当不会比越南更热衷于推动南海问题的继续升温。受地区主要国家政策温和化的影响,奥巴马政府的南海政策及其对地区形势的影响将呈现相对减弱的态势。     

论大治安之质量和谐

社会治安问题的产生原因、运行表现、防控措施都有个质与量的问题,都是质与量的统一。大治安应该达到质量和谐,应该从理论与实践的结合上把握好社会治安问题的整体饱和度、个体对比度,应该从理论与实践的结合上把握好公众容忍度、公众平衡度。
