For quite some time, Beatriz Sarlo has been at the forefront of the debate over the possibility of ascertaining the aesthetic value of art. The Argentine critic's dismissal of value‐neutral approaches to art has been often criticised as a repackaging of the aestheticist tradition inherited from the European Enlightenment. Using Sarlo's own critical practice – a selection of Sarlo's key texts on Argentine literature written since 1980 – as a testing ground for her theoretical insights I argue in favour of re‐evaluating Sarlo's project as an aporetic discourse with positive implications for cultural politics that should be refined rather than abandoned.  相似文献

This article investigates the environmental factors associated with countries’ decision to adopt International Public Sector Accounting Standards (IPSAS). Based on a sample of 110 countries, the results reveal a positive influence of external public funding (coercive isomorphic pressure), the degree of external openness (mimetic isomorphic pressure), and public sector organizations’ importance on IPSAS adoption. They show a negative effect of the availability of local GAAP on this decision, whereas education level (normative isomorphic pressure) is a nonsignificant factor.

This research contributes to the international accounting literature in the public sector. The results are relevant to standard-setters, regulators, researchers, international financial organizations, and non-adopting countries.  相似文献

This article proposes an alternative vision for what criminal justice can represent such that its interests in becoming a full‐fledged academic discipline are advanced. Linked to philosophical inquiry (the under‐laborer), emphasis is placed on explicating how insights derived from ontology, epistemology, aesthetics, and ethics underscore the field. Coupled with this more probing excursion is psychoanalytic reflexivity (the criminology of the shadow). The manner in which the philosophical lens informs criminal justice is delineated, and the logic of this shadow criminology is described. As dimensions of an inclusive organizing scheme, their potential for fostering integration in crime and justice studies consistent with the goals of disciplinary identity and legitimacy is explored. The implications of the proposed model—especially for charting a new direction in theory, research, policy, and pedagogy—are also highlighted.  相似文献

Abstract

From 2000 to 2010, the federal criminal caseload increased roughly 50% with a large portion of this increase attributed to the rise in immigration prosecutions. These changes coupled with recent Supreme Court decisions rendering the guidelines advisory have renewed calls for research examining prosecutorial discretion, particularly with respect to the influence of legal and extralegal factors on charging and bargaining decisions. This study utilizes data (2002–2010) from the Federal Justice Statistics Program database housed within the National Archive of Criminal Justice Data (NACJD). More specifically, the current research examines prosecutorial decisions to decline to charge federal arrestees and to make any changes to the charge from the arresting offense. Results from the multilevel, multivariate models reveal that both extra-legal and legal factors were influential of these decisions. Disaggregated models also revealed considerable variation across different offense types. Finally, districts with higher caseloads had lower odds of a prosecutorial declination and charge change.  相似文献

International donors, long‐standing supporters of decentralisation reforms in developing countries, often face the challenge of aligning programme assistance to the great variety of country governance settings in which many operate. This article presents a framework for assessing the implications of governance and institutional context for a range of programming challenges, with particular reference to the challenge of decentralised programming. The framework has three conceptual steps. Country governance and institutional change environments are first described in terms of how enabling governance capacities are for decentralised programming, and how rapid and predictable the rate of institutional change is. Second, these environmental considerations are associated with overall assistance modalities of donors, in areas such as the type of partners sought and interventions selected. Third, a range of options concerning the aims, scope and extent of decentralising programming are reviewed and linked to the diagnostic framework above. The framework is broadly derived from organisational contingency theory, which it is argued has been relatively neglected in the study of development administration due to a preponderance of analysis based on single‐case studies.
