试探构建和谐网络生态的基本原则

虚拟网络社会与现实社会交融共存,共同构成人类基本的生存环境。虚拟社会毕竟不同于现实社会,引发了一系列的网络社会的问题。要建立和谐良好的网络生态环境,就必须遵循一些基本的网络交往原则。     

Studying the New Communication of Politics

A research agenda set forth in the 1975 book Political Communication is well suited for study in an era when conventional mass communication gives way to less centralized channels. Features of this approach include a focus on behavior and cognitions rather than inferred attitudes, close attention to measurement of media experience, conceptualization of curvilinear processes that occur over time, comparative theorizing that can be tested across different national systems, and reconceptualization of communication as a process defined more by its functions than whether it occurs via mass media or interpersonal channels.     

法治视野下的公安行政程序问题研究

我国公安机关办理治安案件存在的问题大多集中在程序上,重实体,轻程序的执法习惯在法治呼声高涨的社会中很容易制造社会矛盾。关注和研究公安行政执法程序问题,解析公安行政执法程序执行上的困难,从加强行政执法程序性训练,完善法律规制以及发挥调解、听证等程序的法律价值等几方面着手,积极回应社会对公安行政执法的程序法治要求。     

The Ur-History of Media Space: Walter Benjamin and the Information Industry in Nineteenth-Century Paris

This essay is primarily concerned with Walter Benjamin’s analysis of the newspaper as a media space with reference to privatization of urban space, industrialization of public communication, and mediazation of public space in nineteenth-century Paris. I seek to show how the information industry brought about the fundamental changes in literary practice, intellectual activity, and the formation of a new social subject. I also demonstrate how Benjamin’s rich illustration of the complex dynamics of media space in the nineteenth century largely avoids the shortcomings of oversimplification embedded in the analysis of the bourgeois public sphere. In doing so, I argue Benjamin’s critical analysis that the newspaper provides a systematic framework by which to examine the intersection between the media space and the urban experience in a digital age.

西方学者论马克思主义与儒家思想的会通

西方学者对于儒家思想同马克思主义的关系之研究肇始于费正清的中国学研究,他所提出的"革命学说"认为中国的共产主义革命对于传统文化是一场彻底抛弃与革命,但是这种观点受到墨子刻等西方学者的批评。很多西方学者认为,以毛泽东为代表的中国共产党人,通过将马克思主义和儒家传统思想及中国具体语境相结合,从而实现了马克思主义的中国化,并且提出了儒马关系的"契合论""相融论""暗含论"等观点。西方视角可以为我们提供一定的启示,不过我们更需要立足于中国自身的现实语境和思想语境,进行富有创造力的理论构建和实践活动,从而不断迈向中华民族的伟大复兴。     

Public Affairs: A field's maturation from 2000+ to 2030

This paper explores the development of the field of public affairs (PA) through the observations, research and experiences of two of its most cited scholars, deputy editors, and longtime contributors to the Journal of Public Affairs. We examine how PA and its practitioners have moved non‐linearly from 2000+ PA, to Public Affairs 2.0, toward a still evolving model of practice. Three areas of practice are explored in depth, including (a) how the function is managed, (b) its communication activity, and (c) how it supports organizations in interacting and engaging with stakeholders and issues. Finally, four alternative futures are laid out as possible paths along which the function may evolve as it moves forward to its next decade's end in 2030.     

Globalized fears,localized securities: ‘Terrorism’ in political polarization in a one-party state

Partisanship has become the dominant ideological incentive to political polarization. Likewise, the analytical association between polarization and the party system in electoral democracies has focused, in most of the existing literature, on political polarization, leaving aside authoritarian or semi-authoritarian contexts where a fair multi-party election is absent or dysfunctional. By collecting and analyzing online posts about international terrorism from Sina Weibo in China, between January 2011 and December 2016, this study proves the existence of opinion polarization on terrorism in China's digital media sphere. By categorizing the findings into two camps, ‘global war on terror discourse’ and ‘anti-imperialist narrative’, the study elucidates these polarized attitudes in terms of their acceptance, denial and decomposition of the global discourse of fears about terrorism. Drawing on our case study, the study then proposes an alternative explanation for the motivation/driver of mass polarization in digitally networked communication in China, identified as the effect of globalization and localization.

新刑诉法中监听措施若干问题的完善——以我国台湾地区相关立法为参考

2012年《刑事诉讼法》的修正将监听措施纳入了刑事诉讼法的规制,是促使侦查程序法治化的一个重要标志。但不可否认的是相关规定仍然存在不完善、不科学之处。我国台湾地区的通讯监察制度经2007年修改后进一步得到完善,鉴于两岸的文化意识和法律传统有诸多相似之处,其在案件范围、适用对象、审批程序、监听通知、非法证据排除等方面,对我国大陆监听制度的完善具有重要的借鉴意义。
