蓦然回首——华北人民政府法律观的文本分析

在新旧之交的大背景下，本文根据本文在3个层次上分析了华北人民政府的法律观，即华北人民政府对于“法律为何”的一般议论，对于其治下“人民法律”之述说，认为无论在哪一等级，法律在华北人民政府的治理体系中都是一个工具而已，这种法律观的形成有多种元素，对现在也与有一定影响。     

从文化角度看北宋和高丽的关系——兼与辽、丽关系作比较

作为近邻,中韩①自古以来就存在着密切的经济、文化往来。历经千百年的发展、融合,双方堪称文化同源,进而在心理上形成一种认同感,由此奠定了双方政权在不同时期的友好关系。北宋与高丽即是在此基础上展开友好交往,而文化迥异的辽却只能借助强权来维持其与高丽的朝贡关系。尽管宋、丽往来常常受制于辽,然而悠久的历史与文化纽带又使得双方的关系能够断而不绝。     

The Commission for Environmental Cooperation and North American Migratory Bird Conservation: The Potential of the NAAEC Citizen Submission Procedure

This article examines the citizen submission process laid out in Articles 14--15 of the North American Agreement on Environmental Cooperation (NAAEC), the 1993 environmental NAFTA “side agreement.” These articles set out a process by which nongovernmental organizations (NGOs) or individuals may file a submission alleging that one of the Parties to the agreement “is failing to effectively enforce its environmental law.” The paper traces developments set in motion by two submissions alleging failure to enforce migratory bird legislation. The first targets the United States, the second, Canada. Developments in these and other Article 14--15 cases have enfeebled an instrument that, from the outset, many regarded as having quite limited potential. These cases indicate, nonetheless, that the procedure still has some limited usefulness as a way of highlighting implementation failures. NGOs that do choose to invest in pursuing a citizen submission process would be advised to combine these efforts with other approaches to mobilizing public pressure.     

闽北地区齐天大圣信仰的源流及特点——以建瓯市玉山镇为例

齐天大圣信仰在闽北尤为盛行,有着悠久的历史和广泛的影响,在整个福建民间信仰体系中有着重要的地位。本文以闽北建瓯市玉山镇为例,通过田野调查,从实证的角度对当地齐天大圣信仰的源流及特点进行比较系统全面地考察。通过这一典型实例研究,有助于我们全面地了解和总结闽北地区的齐天大圣信仰情况,同时也有利于对福建民间信仰有更深层次的认识和理解。     

Measuring Pro-North Korean sentiment in South Korea during the Kim Jong-il Era

This study analyzes recent claims regarding positive sentiment towards North Korea among South Koreans using cross-sectional public opinion data from the 2004 and 2006 waves of the Asian Barometer. Pro-North Korean sentiments are proposed to be highest among those who feel a stronger sense of common ancestry and language with North Koreans, the wealthy, the younger, those who trust NGOs, those in Seoul and those in the southwest region. I use ordered logistical regression to test hypotheses derived from these propositions. I find support for the southwest hypothesis, though the percentage of South Koreans with these sentiments is actually very low. The results have important implications for relations on the Korean Peninsula and the study of North Korean politics.     

吉林中朝边境地区境外边民“三非”问题研究

随着我国改革开放的不断发展,边境地区边民往来逐渐频繁,境外边民＂三非＂这种颇具区域性色彩的违法行为也随之出现日益严重的势头。研究和打击＂三非＂违法行为具有其独特的必要性和紧迫性。我国吉林省中朝边境地区＂三非＂问题比较典型,深入研究该地区境外边民＂三非＂问题的概念、现状、打击难度和打击防范对策等相关问题,有利于对防控和治理境外边民＂三非＂问题实践工作提供有益的理论指导。     

Daughters and Displacement: Migration Dynamics in an Indonesian Transmigration Area

This study considers the ways 'indigenous' people have responded to the constraints and opportunities posed by the Indonesian government's transmigration programme in North Lampung, Sumatra. Migration is of increasing importance to the livelihoods of this group; particularly that involving the employment-related movement of young, unmarried women to the export-oriented factory zones of West Java. Female migration is notable in the context of customs confining unmarried women to the house, and negating their working in agriculture. The paper explores how factory migration has developed, drawing on field work conducted in 1994 and during the economic crisis in 1998, and focusing on the shifting terrain of intrahousehold power relations and decision-making in the community. Key to understanding migration dynamics in this area is the emergence of a culturally-conditioned social network linking village and city. This network has altered the terms upon which migration decisions and remittance practices are made, and may have cushioned.     

论北宋前期诗文的议论风气

宋初太宗、真宗两朝文坛对中唐韩门诗文的推崇,在仁宗朝士大夫中已经产生了深厚的文化积淀,加之此时朝廷党争的激发,从而使得庆历诗坛普遍呈现出发扬蹈厉、削峻划刻,同时又不失理智、冷静稳重的议论风气,宋诗由此形成了独有的政治文化气质.     

俄罗斯的韩国学研究

俄罗斯的韩国学研究经历帝俄、苏联和冷战后时期的发展演变,形成了当前较为完备的科研体系。当前俄罗斯的韩国学研究机构主要有：俄罗斯科学院东方学研究所、远东研究所、莫斯科大学亚非学院、莫斯科国际关系学院国际关系系和圣彼得堡大学东方系等。俄罗斯韩国学研究与外交政策的关系有如下特点：学术科研与外交战略趋向密切相关;苏联时期的韩国学研究受到意识形态和政治体制的影响较强;俄罗斯独立后,学术界观点对政府外交决策的影响力增强;俄罗斯现有的韩国学科研机构得到韩国的大力支持,这有可能影响俄罗斯对朝鲜半岛的政策。     

Legitimating totalitarianism: Melodrama and mass politics in North Korean film

This article attempts to analyze the construction and maintenance of political legitimacy in North Korea through the lens of its state-produced films. After classifying North Korea’s regime as totalitarian, we then discuss the strategies of legitimation available given this classification, and highlight the importance of ideology therein. Next, we demonstrate the importance of film within North Korea’s ideological apparatus and thematically analyze six North Korean films dating from 1948-2006. From this analysis, we situate the social role of film in contemporary North Korea and argue that it will remain a crucial force amongst the country’s various attempts to maintain legitimacy.
