构建武陵山区城市圈的构想

武陵山区作为我国内陆一块特殊的少数民族聚居区,其整体发展态势不容乐观,加快该区域内城市的分工合作,建立各具特色、优势互补,使之实现群带一体化的圈域经济现象,对于促进该区域整体发展具有十分重要的意义。     

诸城市城乡一体化发展的实践与成效

诸城市推进县域内城乡一体化发展中,注重城乡产业的一体化发展,发展镇域经济,建设新型农村社区,加强组织建设和创新体制机制。诸城市县域内城乡一体化发展的做法,促进了诸城市经济社会科学发展、和谐发展、率先发展。     

当前城市管理行政执法问题研究

实践证明,从法制建设和构建和谐社会的角度看,城市管理行政执法有其存在的正当性和合法性,但在现有体制结构情况下,也存在着某些弊端,面临着执法困局。设立属于城管自己的法律法规,严格执法、提高队伍素质,已成为城市管理行政执法工作的当务之急。     

城乡互动、工农互促的新起点和新课题

我国的城乡互动、工农互促进入了新的历史起点的基本特征是,虽然工业化和城市化拉动了农业和农村的发展,但工农差距、城乡差距进一步扩大了.在这个新的起点上,城乡互动、工农互促,不是单纯靠非农化、城镇化来带动农业和农村的发展,而是要直接以农业、农民和农村为发展对象.因此,工业反哺农业、城市反哺农村是一个新课题.     

A Retrospective Study of Intentional Body Dismemberment in New York City: 1996–2017

A review of New York City dismemberment cases occurring between 1996 and 2017 was conducted, which resulted in a total of 55 dismembered decedents in a 22‐year period. Annual trends indicate an average of 2.5 dismembered decedents. Additional results show that 53% of cases involved transection only, 35% involved disarticulation only, and 13% involved a combination of both. When the entire body could be accounted for, the average number of body portions per case was 5.5. Frequent locations for dismemberment were the neck, shoulders, hips, and knees. Dismemberment locations showed a general trend of anatomical symmetry. Seventy‐eight percent of the dismemberments involve disposal of body parts in an outside location. Eighty‐four percent were concealed from view with some type of covering. The findings from New York City are compared with other studies.     

Organizing a wildcat: the United States postal strike of 1970

This article, part of a larger work in progress, uses archives, key secondary sources, and oral histories from participants in the 1970 United States postal wildcat strike for better pay and working conditions to argue that this was a monumental event both unique and representative of the times. It was a rank-and-file effort that began in New York City – with a history of labor militancy – and rapidly spread across the country. The strike defied federal statute outlawing federal employee strikes, and also union leaders who opposed striking. A spike in 1960s hiring of blacks, veterans, women, and young people, combined with established labor unity tradition, a nationwide workplace and long-simmering frustrations produced the strike. But its dual character (both spontaneous and organized by local union officials and activists) allowed it to grow and maintain for eight days with no central coordination. Besides winning a living wage, the strike triggered the transformation of the US Post Office Department into the US Postal Service (USPS) with full collective bargaining rights for postal unions representing its employees. Moreover, it brought rank-and-file politics into postal unions while contributing to the increased strength of postal unions, public union organizing, and the labor movement in general.

重塑全球化浪潮中的中国城市特色——从地方政府经营城市的角度出发

没有思想和个性的城市犹如没有灵魂的人。城市特色既是城市竞争力内涵的组成部分,又是城市竞争力外延的表现形式,在某种程度上决定着城市的兴衰。研究如何挖掘和营造城市特色、保护和培育城市特色、解决全球化对城市特色的冲击、强化城市特色对于城市现代化的良性影响作用,不但可以有效的解决当前我国地方政府经营城市过程中的种种“短视行为,”而且也是我国地方政府推动城市综合竞争力良性的、可持续的发展的重要课题。     

Overreaching In Registered Land Law

Beneficial interests under a trust were not intended to be overriding interests under section 70(1)(g) of the Land Registration Act 1925. The position was altered by Williams & Glyn's Bank Ltd v Boland , which determined that an interest under a trust for sale would bind a purchaser if the beneficiary were in actual occupation. The decision raised the question whether such interests could be overreached once the beneficiary was in occupation of the trust property. City of London Building Society v Flegg held that the relevant beneficial interest had been overreached. Both decisions assume that overreaching in registered conveyancing takes effect as it does in unregistered land. Yet there is considerable evidence that the Land Registration Act contains its own overreaching machinery. The House of Lords applied the wrong overreaching provisions in Boland and Flegg and there is no legal basis on which to recognise that trust interests can override a subsequent disposition under section 70(1)(g).
