欧盟学习型城市的发展与特色分析对台湾之启示

学习型城市的建构,自1990年代中期即持续受到欧盟的高度重视,并先后展开了一系列学习型城市的推动策略,俾以促使欧洲成为学习社会。然而台湾学习型城市的实务发展,迄今则仍乏积极的政策行动,有鉴于学习型城市的理论与实务探究,在台湾仍亟待加以进行。本研究旨在探究欧盟学习型城市的发展及其对台湾的启示,希冀透过欧盟学习型城市的发展分析与探究,深入了解欧盟学习型城市的发展内涵与特色,进而对台湾今后学习型城市的发展,提出具体可行之建议,以发挥他山之石,可以攻错之效。     

论公安文化惠警工程之实践与成效——以福建省福清市公安局为视角

公安文化乃是隶属于警察队伍自身的各种文化元素的复合体。公安文化除了固有的历史传承性因素之外,其形式与内容往往伴随着时代与形势的发展而不断变化与更新。在新时期复杂的内外局势交集中,警察队伍所承受的前所未有的压力,使其自身的凝聚力与战斗力重新面临着检验。公安文化建设正是为此得到推动与深化,并在全国范围内呈现百花齐放之势。福建省福清市公安局文化惠警工程的实践与成效,无疑为新时期公安文化的建设展示了一个值得借鉴的发展方向。     

新生代农民工城市融入与社会稳定问题探析

新时期我党提出了构建社会主义和谐社会的发展战略。建构不同社会阶层的平等协调融洽关系,是社会和谐稳定的内蕴和基础。庞大的新生代农民工作为农民工群体的生力军和主体,其城市融入状况直接影响到自身发展、社会和谐稳定与国家长治久安。因此以维护社会稳定为视角,探析新生代农民工城市融入的重要性、紧迫性和现实性,阐释新生代农民工城市融入的现状及困境,进而对有效解决新生代农民工城市融入问题提出对策势在必行。     

The Institutionalization of Al-Qaeda in the Islamic Maghreb (AQMI)

A number of observers have expressed serious concerns that Al-Qaeda in the Islamic Maghreb (AQMI), as it expands in the Sahel, may become strong enough to be a threat to Europe and carry on the global mission of Al-Qaeda as conceived by bin Laden. This fear seems unwarranted. Using institutional analysis to study the AQMI behavioral fluctuations over the last decade, this article argues that AQMI's need to find a compromise between external and internal legitimacy has constrained its behavior. The affiliation of the Algerian terrorists with Al-Qaeda was in many ways a marriage of convenience that created a number of internal contradictions. At the cognitive level, implicit Algerian nationalism to rid the country of its corrupt regime remains at odds with pan-Islamic views shared by Al-Qaeda's leadership. At the normative level, indiscriminate suicide bombing supported by Al-Qaeda is abhorrent to many Algerian terrorists, who construe their mandate in the spirit of the Algerian war of independence where it is their duty to protect civilians. These and other contradictions prevent AQMI from developing a coherent political agenda and thus it is less likely to engage in a long-term conflict against European societies.     

The New York City Police Department,its Crime Control Strategies and Organizational Changes, 1970-2009

Over the last two decades, New York City has witnessed historic drops in crime. Numerous explanations for this crime decline have been discussed, and the New York City Police Department (NYPD) has been central to that debate, most notably because of the adoption of order maintenance policing and the implementation of Compstat. While those developments in the early 1990s are clearly important for understanding the potential role of the NYPD in the crime decline, those changes did not occur in a vacuum. This paper adopts an historical framework that places the role of the NYPD in the crime decline in the larger context of the department’s history, culture, and key events over a nearly 40-year span. This perspective suggests that many of the crime control strategies implemented by the NYPD over that time have been driven by internal and external crises, and that these strategies have also produced unintended consequences. With the historical analysis as a backdrop, the paper considers the ongoing debate over stop, question and frisk practices, and their disproportionate impact on minority residents, as the next potential crisis for the NYPD. The paper concludes with a discussion of the historical framework as a foundation for initiating a comparative dialog across law enforcement agencies regarding crime control strategies, their impact, and their consequences.

城市数字化是城市发展的必然趋势,但我国数字城市建设起步较晚,目前发展比较落后。建议加快信息基础建设,实现资源共享;加强政府的统一管理,加快政府的信息化建设;缩小地区差距、城乡差距;培养引进专业人才。     

The Strange Death of Blasphemy

Recent years have witnessed a considerable growth in legislation and litigation concerning religion. This article examines the implications of the latest change, namely the abolition of the offences of blasphemy and blasphemous libel by section 79 of the Criminal Justice and Immigration Act 2008. First, the article provides the context by examining what has been lost, analysing the ambit of the offence, focussing on litigation in the twentieth century both in domestic courts and at the European Court of Human Rights. Second, the article seeks to explore why blasphemy has been abolished now, scrutinizing five developments that led to the abolition. The article concludes by examining the extent to which the criminal law continues to protect religious beliefs and believers, contending that while the body of the blasphemy laws is dead, its soul lives on in a plethora of other criminal laws and, more problematically, in non‐legal means of control.
