论欧盟对ACP国家的渔业补贴——WTO视角   总被引:1,自引:0,他引:1  
欧盟对非洲、加勒比海及太平洋地区国家(ACP)的渔业补贴问题一直是欧盟共同渔业政策(CFP)的一个重要方面,欧盟于2002年依据WTO规则对其作了重大改革。然而深入分析后发现它仍然一定程度上和WTO规则相抵触。欧盟委员会于今年4月发布了CFP改革绿皮书,预示着新一轮改革的开启。正值WTO渔业补贴谈判悬而未决之时,使得从WTO渔业补贴视角分析欧盟对ACP国家的渔业补贴政策成为一个有现实意义的问题。  相似文献

改革开放三十年,上海外国人证件管理工作发生了巨大变化。从机构设置、人员编制、签证和居留证等出入境证件的种类与样式,到工作职能与业务等,都有了飞速发展和变化。通过健全和完善执法体系,理顺办理外国人证件工作,优化出入境口岸签证窗口功能,来沪外国人累计人数是改革开放前的100多倍,为吸引外国籍高层次人才和资金、促进国家经济建设发挥了积极作用。  相似文献

The Family Mediation Project is a not‐for‐profit means‐tested research initiative at Waterford Institute of Technology, based on an innovative family mediation model developed by Dr Roisin O’ Shea, following her Irish Research Council funded doctoral research. The project, led by W.I.T.’s Dr Sinéad Conneely (coordinator) and Dr Roisin O’ Shea (principal investigator), is test‐running the next iteration in family mediation, embedded in the community, comprising of the most effective elements sourced globally, with a particular focus on innovations in Canada, and is gathering empirical data to evidence outcomes. The final “real world” phase of the project commenced in May 2018, an exciting collaboration between voluntary, statutory agencies and a research institution to further test the effectiveness of this innovative approach on a larger scale at community level in the south Dublin area. This paper will discuss the project innovations and efficacy of the projects objectives, to provide effective mediation as quickly as possible for families and their children, within their community, by experienced family mediators, with hook‐ups and sign‐posting to trusted existing resources, such as the support services offered by the Family Resource Centres, and on‐line and face‐to‐face resources, with the court‐room as an end of pipe‐line solution or emergency forum only.  相似文献

开放的区域主义是新区域主义理论框架中的一种新型的理论形态。开放的区域主义为区域经济一体化的组织创新提供了新的理论基础,并促进了区域经济一体化新浪潮的形成。中国——东盟自由贸易区正是在区域经济一体化的新浪潮中在开放的区域主义的影响下区域经济组织创新的产物。中国——东盟自由贸易区所显示出的全面性、开放性、平等性、整合性等特点充分说明了开放的区域主义的作用和影响。  相似文献

A glance at the cases that came before the UK Information Commissioner's Office (ICO) in the period between 2005 and 2008 immediately shows that a consistently high number relate to access to the health records of deceased patients. What accounts for this interesting state of affairs? This paper aims to demonstrate that the law regulating this increasingly important area is a patchwork of case law, statutes and professional guidelines that do not always lend themselves to a congruous and seamless amalgamation. This has in turn resulted in the need for creative interpretation and at times legal gymnastics on the part of the ICO and medical professionals. We argue that in an age where allegations of medical negligence are proliferating (and access to the health records of the deceased could help confirm or dispel suspicions of wrongdoings leading to the death) and where genetic information about a deceased relative could offer valuable support to a living patient's preventative care, diagnosis and treatment plans, the law regulating access to the health records of deceased patients in the UK can no longer afford to be unclear and confusing. This paper provides an overview of Bulgaria’s policy on open data by using the framework of a novel Open Data stage model, showing that the country is still at the first stage of opening data. We also present a detailed overview of the data landscape of the public sector in the country and outline the first milestones and successes in its efforts to publish some of that data for reuse. A complete data audit reveals persistent technological and cultural barriers to publishing public sector information but also outlines the potential of doing so. The paper summarizes the limited knowledge about the actual benefits of open data and proposes moving beyond anecdotal evidence and usage metrics toward a more complete impact evaluation.  相似文献

This article revisits the concept of the public sector innovation champion. Reflecting changes in sectoral and wider contexts and conceptual advances in the innovation literature, it suggests that much of the underlying thinking behind the original article is of continuing relevance and suggests a number of directions in which this could now be extended, particularly in terms of the nature of innovation and the role of champions therein. It concludes by considering how innovation champions of the future will require a new skillset which draws on new and emergent technologies to align diverse sets of stakeholders in networks of ‘open innovation’.  相似文献

How we handle professional conflicts affects our capacity to help others in conflict. Two AFCC dialogues, one about domestic violence, the other about shared parenting, illustrate the challenges of taking on professional differences. The former resulted in considerable consensus. The latter involved a frank exchange of differences but little overall consensus. It was, however, an important beginning of a critical conversation. Other issues calling out for constructive conflict engagement, include the crisis in providing access to justice for family litigants who cannot afford legal representation. Professional groups must move beyond defending their own self interests to addressing this crisis.  相似文献
