Comparing public attitudes on EU membership in candidate countries: the cases of Croatia,Macedonia and Turkey from 2004 to 2011

Past enlargements of the European Union (EU) have demonstrated that public attitudes on European integration can influence the course of accession processes. Beyond the literature on public EU support in member states and former candidates, the dynamics that shape public attitudes on EU membership within recent candidate countries have not been systematically examined. Analysing nine Eurobarometer (EB) surveys from 2004 to 2011, we argue that evaluations of EU membership in Croatia, Macedonia and Turkey are shaped by utilitarian considerations, belief in various political institutions as well as the fear of losing national identity. The economic crisis of 2008 has changed public opinion towards EU membership in all three countries, but Turkey appears to have been affected the most compared to Croatia and Macedonia.

实践中,轻伤害案件的刑事和解中存在一种不合理的现象：在公诉程序中,在被羁押的状态下,加害人会处于非自愿地选择刑事和解的艰难处境。产生这种现象的根本原因在于轻伤害案件按法律规定既可走公诉程序又可走自诉程序,直接原因在于轻伤害案件的刑事和解实践中存在一些不良因素。解决问题的办法就在于使轻伤害案件自诉程序实现理性回归。

论群体性事件与网络舆情

网络舆情是群体性事件发展演变的一个重要因素。其主要特征有：流言广泛传播,难以实施有效控制;信息传播速度快、范围广、影响大;信息交流呈现非理性化、情绪化倾向。网络舆情常直接引发群体性事件,或间接推动群体性事件的恶性发展。为加强群体性事件网络舆情的监控与引导,应重视网络维稳信息的收集与研判;加强网络管理,完善网络把关;建立网络舆情控制与引导机制;充分发挥大众传媒的作用,形成舆论强势;建立网络评论队伍,引导网络舆情。     

21世纪以来梅州籍华侨华人、港澳同胞与侨乡的公益事业

进入21世纪,梅州籍华侨华人、港澳同胞捐助侨乡公益的力度和广度都大大提升,“造血型”捐助项目增多。但是也存在捐赠渠道、领域有待拓宽、捐赠项目有待提质、新生代侨捐未能有效培育等问题。在新时代下,为了更好地推动侨乡公益事业的可持续发展,可以在拓宽侨捐渠道、打造特色项目领域、维系乡情以涵养侨捐资源上有所作为。     

Confidence in the police among Korean people: An expressive model versus an instrumental model

The legitimacy of police authority has often been questioned due to a relatively low level of public confidence in the police in South Korea. Instrumental and expressive perspectives provide competing explanations of the determinants of public confidence in the police. Empirical studies comparing these competing perspectives are thus far limited to British and US studies. To fill this void, this study used a structural equation modeling approach to examine expressive and instrumental models of confidence in the police among South Koreans. Analyses of data from the Korean National Crime Victimization Survey revealed that both models were empirically supported. However, the expressive perspective (i.e., perceptions of local disorder, informal social control, and social cohesion) was more important than the instrumental perspective (i.e., worries about crime) in explaining confidence in the police among Koreans. The implications for research and policy are discussed based on the findings.     

公安大情报理念下的公安情报教育初探--以四川警察学院为例

随着公安信息化进程的加快,公安大情报理念下的公安情报教育在探索中发展。四川警察学院开设涵盖公安情报基础理论、公安情报采集、存储检索、分析等内容的公安情报学课程,并采用问卷和访谈法收集教学反馈,显示课程所学知识和技能对公安情报工作具有积极作用。通过与国内公安院校公安情报教育,包括公安情报学科的教学内容、课程体系设置、教材建设、人才培养机制和建设进程等方面的对比分析,提出公安情报教育在未来发展中要进一步明确教学重点、科学设置课程体系、加强教材建设和密切校局合作。
