党的民主集中制建设30年：成就与启示

改革开放30年来，党的民主集中制观念不断增强、内容不断发展、制度不断健全、保障机制不断完善。同时也告诉我们，民主集中制建设必须与法制建设相结合，与党的建设主线相结合，不断发展民主集中制理论。

纵向政府组织博弈视角下的公共政策执行失灵探究

公共政策执行失灵主要由上下级政府之间的利益冲突而引发，围绕利益的博弈互动难以避免。本文从博弈视角深入权力的微观运行之中，指出上下级政府之间的单向垂直委托代理博弈的客观存在性，并分析其危害与成因。尝试性地提出双向委托代理博弈的创建路径，期盼能有效地规避政策执行失灵，提高政策效能，促进社会和谐。     

Developmental validation of the AmpF?STR SEfiler Plus™ PCR amplification kit: An improved multiplex with enhanced performance for inhibited samples

Since its introduction in 2002, the AmpF?STR^® SEfiler™ kit has provided a highly discriminating DNA profiling option to German forensic laboratories by combining the widely used SGM Plus^® Kit loci with the SE-33 locus required for the German DNA Database. Whilst proving successful on database samples, laboratories using the SEfiler™ kit have reported the need for chemistry better able to handle the ever-increasing number of casework samples.The new AmpF?STR^® SEfiler Plus™ kit contains the same loci and primer sequences as the SEfiler™ kit but uses improved synthesis and purification processes to minimize the presence of dye-labeled artifacts. Other improvements include modified PCR cycling conditions for enhanced sensitivity and a new buffer formulation that improves performance with inhibited samples when compared to the original SEfiler™ kit.Validation studies demonstrating the effectiveness of the multiplex are presented with emphasis on the models of inhibition and casework samples.

Ruhen des Verfahrens über die Anmerkung der Klage nach § 27 Abs 2 WEG 2002

Die Bestimmungen des § 28 Au?StrG über das Ruhen sind im Grundbuchsverfahren nicht anzuwenden. Dies ergibt sich einerseits aus dem Zwischenerledigungsverbot des § 95 GBG, vor allem aber aus dem typischen Fehlen eines kontradiktorischen Interessengegensatzes zwischen den Parteien. Im Verfahren über die Anmerkung der Klage nach § 27 Abs 2 WEG 2002 ist somit ein Ruhen ausgeschlossen. Zufolge § 12 Abs 2 WEG 2002 k?nnen mehrere Erben nach dem Tod des Wohnungseigentümers das WE nicht gem ihren Erbquoten aufteilen, es sei denn, es gibt nur zwei Erben, denen jeweils eine Quote von 50% zukommt.     

Determination and distribution of clotiapine (Entumine) in human plasma, post-mortem blood and tissue samples from clotiapine-treated patients and from autopsy cases

The antipsychotic drug clotiapine (Entumine^®) has been marketed for more than 35 years, however there is little published data on the therapeutic and toxic concentrations of this drug. To fill this gap, two rapid and sensitive methods were developed for the determination of clotiapine (2-chloro-11-(4-methyl-1-piperazinyl)dibenzo-[b,f][1,4]-thiazepine), in human plasma and post-mortem blood and tissue samples. After simple liquid–liquid extraction at pH 9.5 with n-hexane/dichloromethane (85/15, v/v), clotiapine was quantitated by HPLC-DAD and by GC-NPD. The calibration curve was linear between 10 and 1000 μg/L. The limit of detection (LOD) and the limit of quantification (LOQ) were found to be 2 and 6 μg/L for the GC-NPD method and 5 and 15 μg/L for the HPLC-method, respectively. These methods were applied to 12 plasma samples from patients treated with clotiapine, to seven autopsy cases and to one case of driving under the influence of drugs (DUID). Concentrations ranged for the clotiapine-treated patients between 6 and 155 μg/L (mean 46 μg/L), and for the autopsy cases between 22 and 341 μg/L (mean 123 μg/L).
