Politics and Corporate‐Sector Environmentally Significant Actions: The Effects of Political Partisanship on U.S. Utilities Energy Efficiency Policies

This study assesses the direct, indirect, and total impacts of political partisanship on state‐level utilities' investment in energy efficiency. This subject is of utmost importance because energy efficiency improvement has become a linchpin in worldwide efforts to combat climate change and other environmental challenges. Analysis of data on 51 electric utilities nested within 31 U.S. states indicates that political partisanship influences utilities' energy efficiency policies. There is strong evidence that electric utilities in states dominated by the Republican Party are less likely to invest in energy efficiency than those in states governed by the Democratic Party. This finding suggests that political partisanship may be shaping the policy and regulatory frameworks put in place by state governments to incentivize or compel the participation of private‐sector entities' in environmental management and/or resource conservation.

用RT-PCR法区别生前与死后伤

12只SD大鼠随机分为生前伤、死后伤、麻醉伤和正常对照四组，损伤时间为15min，取创缘皮肤为检材；IL－6引物为寡聚核着酸引物（27hP），内对照引物为Tx基因（20hP），用TRIZOLTMTotalRNA提取试剂盒抽据总RNA，AMV逆转录酶使mRNA逆转录成cDNA，PCR扩增得出：在生前伤、麻醉伤以及正常皮肤中均能扩增出IL－6cDNA片段（590hp）和内对照Tx基因片段（188b），在死后伤组只能扩增出Tx基因片段；图像分析凝胶灰度扫描；生前损伤组与麻醉组无显著性差异，而二者与正常皮肤组有统计学差异。藉此，运用RT－PCR法可以准确区别大鼠实验性损伤的生前伤与死后伤。     

2010年韩国外交综述

过去的2010年,韩国政府在巩固＂新亚洲外交＂成果的基础上,努力应对朝鲜半岛的紧张局势,以举办G20峰会为契机,加强韩美同盟、积极开展经济外交,推动FTA战略的实施,拓展与其他国家的交流合作,促进经济的较快发展。本文旨在探讨韩国政府过去一年的外交政策,对其外交的主要特点进行阐述和分析。     

鸡IL-1β和IL-2及IL-6基因实时荧光定量RT-PCR检测方法的建立

为了建立检测鸡IL-1β、IL-2及IL-6基因的荧光定量PCR方法,根据GenBank上IL-1β、IL-2、IL-6的基因序列,在保守区设计并合成了各自的特异引物,选择β-actin和GAPDH基因为内参,采用SYBRGreen Ⅰ染料法,以常规PCR产物为标准品,建立标准曲线,并进行熔解曲线分析.结果显示,各基因标准曲线的C_1值检测范围在12～33左右,具有良好的线性关系,r~2均大于0.990.熔解曲线分析表明,产物为特异的单峰.结果表明,建立的鸡IL-1β、IL-2及IL-6基因实时荧光定量RT-PCR方法灵敏度高、特异性强、检测周期短,为从mRNA水平对鸡IL进行定量分析奠定了基础.     

抗兔出血症病毒单克隆抗体的制备

用1∶10稀释的兔出血症病毒(RHDV)加等量佐剂乳化后接种BALB/C小鼠3次,取免疫小鼠脾细胞与SP2/0细胞融合。通过用间接ELISA试验筛选、克隆出分泌抗RHDV单克隆抗体的杂交瘤细胞林E_3E_6。     

What Mr. Spock told the earthlings: the aims of political philosophy,action-guidingness and fact-dependency

Abstract

Recently, G. A. Cohen introduced an influential distinction between fact-sensitive and fact-insensitive principles arguing that all basic normative principles are of the latter type. David Miller rejects this claim submitting that the validity of basic normative political principles depends on some general propositions about human nature and societies; for example, that men’s generosity is ‘confined’ and that nature has made ‘scanty provision’ for his wants. Miller ties this view of the nature of basic political principles to the view that political philosophy ought to guide people engaged in real-world politics and claims plausibly that in order to fulfil this purpose, political philosophy must be informed by social science. I argue that Miller neither succeeds in showing that basic principles can be fact-sensitive, nor establishes any connection between the Cohen-Miller disagreement on fact-sensitivity, on the one hand, and the nature and aims of political philosophy, on the other hand.     

Zu den Voraussetzungen der Verbindungspflicht von Verfahren auf Durchführung von Erhaltungsarbeiten (§ 6 MRG) und auf Erhöhung der Mietzinse (§ 18 MRG)

Eine Verbindungspflicht nach § 6 Abs 4 MRG besteht nur dann nicht, wenn der Vermieter die Notwendigkeit einer Erh?hung der Hauptmietzinse zur Finanzierung der schon verfahrensgegenst?ndlichen und der von ihm beabsichtigten anderen Erhaltungsarbeiten nicht schlüssig darlegen kann. Nur dann (oder im Fall von privilegierten Arbeiten) ist eine Beschlussfassung nach § 6 Abs 1 MRG ohne Verbindung mit einer Entscheidung über die Erh?hung der Hauptmietzinse zul?ssig. Wird kein Widerspruch von der Mehrheit der Hauptmieter und dem Vermieter gegen die beantragten Arbeiten iSd § 6 Abs 4 Satz 1 MRG erhoben, verbleibt dem Vermieter als einzige M?glichkeit zur Abwendung der Finanzierung der verlangten Erhaltungsarbeiten aus verrechnungsfreien Geldern die Antragstellung nach den §§ 18ff MRG, wobei eben diesfalls die Verfahren zu verbinden sind und noch weitere Erhaltungsarbeiten mit einbezogen werden k?nnen. Es ist dem Vermieter aber verwehrt, ohne ein solches Vorgehen die Abweisung des Antrags nach § 6 Abs 1 MRG mit dem Argument, dass noch weitere Arbeiten erforderlich w?ren, zu erwirken.     

电针对功能性消化不良大鼠十二指肠CRHR2、NLRP6表达的影响

目的 观察电针对功能性消化不良（functional dyspepsia,FD）大鼠十二指肠促肾上腺皮质激素释放激素受体2（corticotropin-releasing hormone receptor 2,CRHR2）及NOD样受体家族pyrin结构域蛋白6（NOD-like receptor family pyrin domain containing 6,NLRP6）表达水平的影响。方法 将40只雄性SD大鼠随机分为空白组、模型组和电针组,每组10只。模型组和电针组均选用多因素干预法复制FD大鼠模型,空白组进行常规饲养。模型复制结束后,电针组大鼠电针“印堂”“内关”“足三里”,每次30 min,每日1次,连续14 d。观察各组大鼠干预前后的一般状态及体质量变化;干预结束后,采用半固体糊灌胃法检测各组大鼠胃排空率及小肠推进率;苏木精—伊红染色法观察大鼠胃窦组织形态变化;蛋白免疫印迹法检测大鼠十二指肠CRHR2、NLRP6蛋白表达水平;阿利新蓝染色法观察大鼠十二指肠形态变化。结果 与空白组比较,模型组大鼠精神欠佳,体质量、胃排空率及小肠推进率明显降低(P<0.05);与模型组比较,电针组大鼠活泼好动,体质量、胃排空率及小肠推进率明显增加(P<0.05)。模型组大鼠胃窦黏膜排列疏松,有轻度水肿,存在少量淋巴细胞,十二指肠绒毛上皮细胞间隙增宽,肠绒毛结构破碎,可见散在分布的上皮细胞;电针组大鼠胃窦组织结构完整,固有层排列紧密,无明显炎症反应及病理改变,十二指肠绒毛上皮细胞间隙清晰,排列紧密,组织结构完整。与空白组比较,模型组大鼠十二指肠CRHR2、NLRP6蛋白表达水平明显降低（P<0.05）;与模型组比较,电针组CRHR2、NLRP6蛋白表达水平明显升高（P<0.05）。结论 电针可改善FD大鼠消化不良症状,提高FD大鼠胃肠动力,降低FD大鼠十二指肠黏膜通透性,减轻大鼠胃肠炎症反应,其机制可能与提升十二指肠CRHR2、NLRP6蛋白表达水平有关。
