后金融危机时代背景下中国汽车产业发展现状与对策研究

汽车产业是中国的支柱产业。2008年国际金融危机发生后,在国家各项相关利好政策的刺激下,中国汽车产业快速发展,产销量连续两年实现全球第一。2011年上半年,随着各项政策的退出,中国汽车产销增速明显回落。当前中国汽车产业既迎来难得的发展机遇,也面临严峻的挑战,必须加强自主创新能力、提高产业集中度、加大对新能源汽车的支持力度,加强自主品牌建设。     

Raising the future leaders: an analysis of child and family welfare policy in Ghana

This paper examines the scope and potential impact of current child-focused policies in in Ghana as a West Africa example. The paper assesses the thrust of Ghana’s child protection policy in terms of its sound theoretical basis, congruence with the Convention on the Right of the Child (CRC) as well as the African Charter on the Rights and Welfare of the Child (ACRWC) and promise of socio-economic empowerment for families with children. The analysis of Ghana’s policy efforts highlights what is currently happening and what needs to happen for child welfare in West Africa.

经济全球化已经成为时代的大趋势。然而 ,经济全球化是一把双刃剑 ,可以带来发展机遇 ,也可能使发展中国家“边缘化”。中国 2 0余年对外开放 ,经济已融入全球经济之中 ,如何面对经济全球化带来的机遇与挑战 ,进一步提高中国经济的竞争力 ,从全球化的过程中分享更多的比较利益是今后中国经济发展的重要课题。     

The security culture of the ECOWAS: origins,development and the challenge of child trafficking

This article explores the relationship between the security culture of the Economic Community of West African States (ECOWAS) and how it has responded to transnational challenges in West Africa. To do so, it provides an overview of how the ideas, norms and principles that constitute the embryonic security culture of ECOWAS have evolved historically. Against this backdrop the article focuses on how the regional organisation has dealt with a specific contemporary security challenge: child trafficking. The concluding part of the article seeks to explain ECOWAS's collective action on child trafficking with reference to the region's different threat perceptions and security priorities. This article argues that although the decisions and policies of ECOWAS on child trafficking are influenced by certain shared ideas, norms and principles, a breakdown of collective political will and continuing differences on the key security referents and appropriate approaches to the security of individuals have led ECOWAS member states to fail in effectively addressing this particular transnational security challenge.

2009年8月20日,国务院批复了《以长吉图为开发开放先导区的中国图们江区域合作开发规划纲要》,明确把图们江区域合作开发确定为"国家战略",[1]标志着中国图们江区域合作开发将进入一个新的发展阶段。这一新形势对中国图们江区域合作开发而言,既是机遇又是挑战。从近期东北亚地区政治经济形势的发展趋势来看,尽管不利于区域合作发展的因素仍然存在,但促进图们江区域经济合作发展的力量正在上升,可谓机遇大于挑战。[2]面对挑战,应超前谋划和运作,全力以赴把自己的问题先解决好,进而影响和辐射周边国家和地区,推进图们江合作与开发。     

对我国农村治安问题的理性思考

当前,我国农村社会治安随着农村经济结构的调整和改革的深入,部分农村地区尤其是边远地区还不同程度存在一些社会治安问题,这些问题的存在严重影响了农村地区的稳定和社会主义新农村建设.对策:1.加强农村基层组织织建设;2.积极组建村级防范组织;3.落实农村警务室战略;4.提高农民整体素质;5.维护农村社会治安稳定.

广西与东盟多元文化共生发展面临许多新的机遇,但同时也面临许多挑战.建构广西与东盟文化共生和谐发展必须从"场域"、"惯习"、"资本"等三个基本要素着手.推动广西与东盟文化共生发展:一是要充分尊重少数民族文化的多样性;二是要以发展文化产业为龙头,带动其他文化发展;三是要坚持以多元文化互补为基础、共赢为目标、和谐发展为价值取向的发展模式;四是要始终重视双边民族关系的和谐发展.     

Decolonisation and comparative land reform with a special focus on Africa

Abstract

One of the principles guiding the establishment of the Organisation of African Unity (OAU) in 1963 was the need to eradicate colonialism and to ensure the total emancipation of African territories and its peoples. The African Charter on Human and Peoples Rights adopted in 1981 grants all peoples the right to self-determination, through which to freely determine their political status and pursue their social and economic development. The last two African countries to gain independence from apartheid and white minority rule, namely Namibia and South Africa, have taken different approaches to land and tenure reform. The year 2013 marked 100 years since the enactment of the Natives Land Act 27 of 1913 in South Africa that led to the indigenous majority population having access to only 13% of the land while the white minority had access to 87% of the land. The year 1913 is also the current cut-off point for recognising land claims. The South African government has recently taken initiatives aimed at improving the pace of land reform, which currently stand at 5% of the land being transferred to black South Africans against a target of delivering 30% by 2014. While the government has called for patience in this regard, some urgent intervention is required, lest South Africans lose patience and undertake land invasions on a sustained basis.     

Domestic violence and child participation: contemporary challenges for the 1980 hague child abduction convention

ABSTRACT

This article addresses two contemporary challenges for the 1980 Hague Child Abduction Convention: (i) domestic violence and (ii) child participation. It also outlines three components of a global socio-legal policy and research initiative undertaken to address these issues and, where relevant, their intersection. The published literature on these topics, including the children’s objections exception, is explored, as are the ways in which these challenges are addressed within some of the 101 Contracting States to the Convention and through the Guide to Good Practice on Article 13(1)(b) of the Convention. Regard is paid to the data provided by the statistical analysis of applications made under the Convention in 2015 by Lowe and Stephens, and the changes which will occur once the Recast of The European Brussels 11a Regulation comes into operation. The likely impact for 1980 Hague Convention abduction proceedings of the UK having left the European Union at 23.00 GMT on 31 January 2020 is contemplated. Other current international initiatives are discussed, including the development of a child-friendly version of the Convention through The International Association of Child Law Researchers. Training is a key to changing attitudes and upskilling family justice professionals to ensure the Convention operates in a fully child-centric way. This will maintain and strengthen the Convention by keeping it ‘fit for purpose’.
