血液中乌头碱、次乌头碱、新乌头碱的LC/MS/MS分析

目的　建立血液中乌头碱、次乌头碱、新乌头碱的LC/MS/MS分析方法。方法　用 1%三氯乙酸 乙腈萃取血液样品 ,采用电喷雾离子源 ,正离子MRM扫描。结果　本方法线性相关系数r≥ 0 992 2。最低检测浓度(LOQ ,S/N =5 )分别为乌头碱 2 0ng/ml ,次乌头碱 0 5ng/ml ,新乌头碱 0 5ng/ml。空白血添加回收率 91 2 5 %～10 3 1%,变异系数 (CV ,n =6) <10 93 %。结论　LC/MS/MS法灵敏可靠 ,样品处理快速简便 ,适用于血液中乌头碱、次乌头碱、新乌头碱的检测。     

人心肌梗死心肌肌钙蛋白T脱失的免疫组化观察

目的 观察人梗死心肌中心肌肌钙蛋白T的脱失情况，探讨其在人心肌梗死死后诊断中的应用价值。方法 应用免疫组化LSAB法，对人心肌梗死心肌肌钙蛋白T的脱失情况观察。结果 人梗死心肌肌钙蛋白T有明显脱失，通过计算机图像分析显示，人梗死心肌肌钙蛋白T的脱失面积与正常人心肌之间存在显著性差异(P＜0.01)。结论 心肌肌钙蛋白T(CTnT)可能成为人心肌梗死的诊断指标之一。     

Institutional Change in Swiss Cantons: A Contribution to Describing and Explaining Institutional Reforms

Most accounts of Swiss federal institutions are unable to explain institutional change. In this contribution the authors trace change in Cantonal reforms and then use multivariate explanation models to account for institutional reforms such as New Public Management reforms. The multivariate analyses used rely on an “event count model” to explain the frequency of institutional reforms and a “binary response model” to explain why Cantons adopt New Public Management reforms. This research demonstrates that policy research as well as innovation and diffusion theories can contribute to explaining institutional reform.

血中氯胺酮的液液提取及GC／ECD检测

通过采用液液提取技术以安定为内标对血中氯胺酮进行检验研究,同时考查了各种因素对提取率的影响,表明血中氯胺酮的最佳提取条件是:在pH10.8的碱性条件下,用乙醚提取,回收率为85.5%,最小检出限可达35ng/mL,并通过中毒实验,对中毒兔的血检材进行了分析,证明该方法准确、灵敏、可用于氯胺酮吸毒的认定。     

中毒死者体内毒鼠强的GC/MS-SIM分析

一 1 9岁男子赌气吞服一白色粉末 ,1 0min后口鼻流血、抽搐 ,迅速送医院 ,经催吐、透析等方法治疗 5天后死亡。根据中毒症状和经验怀疑为毒鼠强中毒。用GC/NPD检验肝中毒鼠强有干扰。改用GC/MS -SIM法分析 ,心血、肝和胃组织中全部检出毒鼠强 ,浓度分别为 0 5 1 μg .mL- 1、0 4 5 μg .g- 1和 0 33μg .g- 1,和文献结果在同一水平。GC/MS -SIM对复杂检材中低含量毒鼠强测定具有更高的选择性 ,也具有较高的灵敏度 ,同时进一步证实毒鼠强排泄较慢 ,经过较长时间后在体内分布比较均匀     

论警检关系的基本特征与发展趋势

尽管世界上几个主要国家的警检关系存在三大模式的分野,但各国警察机关和检察机关之间既存在形式上的分工关系,又具有实质上的合作关系,只不过三大模式的侧重点有所不同而已。大致说来,英美模式的侧重点在审判程序,而大陆模式、中俄模式的侧重点在审前程序。但从一些国家近年来的司法改革看,三大模式在相互吸收的基础上,警检关系开始出现紧密化的发展趋势。     

Corporate interests and public affairs: organised business–government relations in EU member states

The internationalisation of economic and political affairs changes the way in which business interests are brought to bear on public policy. This is a global phenomenon but can, in particular, be observed in Europe. The construction of the European Union, the development of the Single Market and the build‐up of the policy institutions to go with it, together change business–government relations profoundly. This paper answers the question of how organised business interests relate to government agencies and political institutions. By using the example of trade associations in the Netherlands and Germany, the paper shows that, despite the internationalisation of public affairs in Europe, the national political level remains strategically important for the representation of business interests. The paper thus argues that changes in European business–government relations are institutionally embedded at both the European and the national level. The implication for future research is that much of the dynamics of economic and political internationalisation materialises within the domestic arrangements of interest politics. Of change,training and public affairs in Europe

European public affairs practitioners need to be increasingly professional in their reactions to an EU undergoing transformational change. The paper offers a comprehensive summary of the subtleties of institutional change in Commission, Parliament and Council in 2004. In particular, the author argues that expansion from 15 member states to 25 has fundamentally changed the nature of the Union's politics and the skills required to influence it. This new EU requires more of practitioners than experience and amateur instinct: to achieve results and avoid restrictive regulation, the public affairs community must adopt effective training strategies, challenging competence targets and regular self‐assessment of its performance and ethics.
