处置大型突发事件对策分析

大型突发事件的发生严重破坏公共安全和社会正常秩序,危及人民群众的生命财产安全,具有存在的可能性、发生的突然性、参与人的多数性、因果关系的复杂性等特点。目前执法人员,在处置此类事件时存在指挥不灵、方法不当等问题,因此应从加强指挥、提高处置能力和战术水平等环节入手降低各类大型突发事件的发生。     

论群体性事件不同阶段的情报工作

为有效预防与妥善处置群体性事件,公安机关必须根据事件发展的不同阶段,做好情报工作。事件前期,收集社会不稳定因素方面情报,建立情报信息网络和情报预警系统;事件中期,全面收集情报信息,加强情报信息的分析研判,及时、准确上报与发布情报信息,收集各种违法犯罪活动的证据;事件后期,收集各方面反馈信息,发现群体性事件的本质与规律,对情报工作进行评估。

群体性事件处置机制建设

当前公安机关处置群体性事件工作存在的问题 ,一是缺乏预警机制 ,导致信息不灵 ,工作被动 ;二是保障工作不力 ;三是现场处置水平不高 ;四是对群体性事件处置研究评估不够。这主要是缺乏处置群体性事件的有效机制 ,因而必须强化五大机制建设 ,即建立灵敏的预警机制 ;建立统一的组织指挥机制 ;建立强有力的保障机制 ;建立高效的现场处置机制 ;建立科学的评估机制     

Family Psychopathology and Perceived Stress of Both Domestic Violence and Negative Life Events as Predictors of Women’s Mental Health Symptoms

Using a diathesis–stress model, this study examined the development of depressive and anxiety symptoms in women who experience stressors of domestic violence (DV) and/or negative life events (NLEs) over the course of three years. Family history of affective mental health problems represented the diathesis. Using a person-oriented approach, 182 women were grouped into 6 risk profiles based on varying levels of DV and NLEs. Results showed that family history of psychopathology increased vulnerability to mental health disorders; however, the best predictor of symptoms was the presence of either stressor at any time. A quadratic relationship between the risk pattern and mental health symptoms indicated that fluctuations in depression were related to the pattern of stress experienced. Results support the diathesis–stress model for occurrence of depressive but not anxiety symptoms in women with DV and/or NLEs.

近年来我国群体性事件规模和数量均呈上升趋势。群体性事件的产生受多种因素的影响,并且有一定的社会根源。而群体性事件发生的整个过程实际上就是各参与主体的博弈过程。本文通过建立博弈模型,从理论上对参与主体进行分析,研究其利益诉求及其在博弈中的地位,以及不同形式下的博弈均衡,以期实现对群体性事件进行预防和有效治理。     

论个人隐私与证券信息披露之边界

随着市场与信息技术的发展,近年来,一些上市公司董事、监事、高级管理人员及实际控制人的婚变、离职、犯罪、健康问题等私人事件的发生影响到了上市公司的股票交易价格,但这些事件并未包括在我国相关法律列举必须在临时报告里公开进行信息披露的"重大事件"之中,进而对投资者的利益产生了影响。本文通过分析对此类事件进行信息披露的必要性与合规性,阐述其中股东知情权与公司高层管理人员隐私权的冲突与协调,研究有关事件中信息披露的边界划分,并提出相应的制度完善建议。     

乌鲁木齐“7·5”事件以来对新疆问题的回顾与反思

新疆问题正在慢慢地成为中国政府面临的最大的问题之一,阿富汗战争结束后美军进入中亚,西方敌对势力的直接或者间接插手中国新疆分裂独立问题,这一问题的严峻性日益凸显。新疆幅员辽阔,战略地位重要,资源丰富,国内外诸多因素决定了中国的和平发展之路注定不会平坦,继乌鲁木齐"7.5"事件后,未来一段时期要严防多股反华势力和民族分裂势力联手进行破坏活动。     

Politically Significant Events and Their Effect on the Image of Political Parties

Abstract

This article begins by arguing that the image of a political party is of strategic importance in its pursuit of electoral success. More specifically, it is argued that important influences on party image are ‘politically relevant’ events. The paper then develops a conceptual model of how the images of political parties are influenced by such events. It considers internal and external factors that influence the power of a given event to affect party image. Next, the process of image transfer itself is discussed along with the factors that influence the way credit/ blame is apportioned from an event. Then, ways of dealing with ‘negative’ events are considered. The overall model is used to analyse a specific political event (the Iraq war) and assess its likely impact on party image. The article concludes by assessing the model's efficacy and limitations in analysing the case used and with events per se. Finally, future research ideas prompted by the paper are discussed.
