第二次世界大战前的日俄、日苏关系是影响东亚地区国际关系格局的重要双边关系。在日本明治维新以前日俄关系具有西方殖民列强与亚洲闭关锁国的封建国家之间关系的特点，总体态势是“俄攻日守”。明治维新到十月革命前的日俄关系具有老牌的殖民主义列强与新兴殖民主义列强之间关系的特点，日俄在东亚既有争夺，又有合作，日本逐渐占了上风。十月革命后日苏关系既有社会主义国家和帝国主义国家之间的关系、邻国关系的特点，又有较为浓厚的欧洲国家和亚洲国家之间关系的特点。这时期，两国之间始终未能建立真正的信赖关系，经历了“日攻苏守”到“苏攻日守”的转变过程。     

Adopting Same-Sex Unions in Catholic Malta: Pointing the Finger at ‘Europe’

In 2013 the Maltese Labour Party returned to power after 15 years in opposition, securing the single largest majority in the island's post-independence history and on a platform promising civil unions for same-sex couples. Asking how LGBT (lesbian, gay, bisexual and transgender) rights became mainstream in a country synonymous with Catholicism, the article examines whether the adoption of the Civil Union Act is the culmination of ten years of European Union membership. Employing concepts of policy and institutional fit as well as social constructivist theories of elite socialisation and epistemic communities, it concludes that while policy fit accounts for the introduction of equality laws, the Civil Union Act depended on the social democrats' need to retake the progressive agenda. Elite socialisation – particularly among Members of the European Parliament – helped reframe the issue, encouraging the party to adopt this policy while the Europeanisation of the LGBT lobby reminded the social democrats that the LGBT minority, long hidden and browbeaten by Church teaching, now sought recognition and equality.

本文考察了俄罗斯东正教在中亚五国的历史与现状,审视了俄罗斯东正教对中亚五国的意义并展望了它在中亚五国的发展前景.本文认为,俄罗斯东正教在中亚五国的历史可以追溯到19世纪,它在中亚五国的发展经历了三个阶段——沙俄时期的扩张阶段、苏联时期的沉浮阶段和中亚五国独立后的复兴阶段.尽管它在宗教规模和影响力上都远不及伊斯兰教,但不可否认,长期以来,它在中亚五国政治、经济与社会文化等方面的发展中发挥了积极的作用.而未来,俄罗斯东正教在中亚五国不仅不会消亡,而且将拥有更令人瞩目的发展前景.

Manifestations of delegative democracy in Russian local politics: what does it mean for the future of Russia?

In attempts to describe post-communist politics adequately, this paper employs the concept of delegative democracy for analyzing Russia's local politics. It argues that the election rather than appointment by the President of local governors in Russia has facilitated the establishment of a system which can be generally described as delegative democracy. This regime inherits free and contested elections from the democratic system and non-democratic methods of power consolidation from the authoritarian system. As a mixture of those two hardly reconcilable types of political system, delegative democracy in Russia has gained a shape and reached a certain degree of stability during 1993–95. This gain may delay the consolidation of representative democracy in Russia for an indefinite time and eventually lead to a new level of economic stagnation and a return to authoritarianism.
