绩效管理的核心目的是改进绩效,而绩效损失这一分析视角业已成为审视绩效生产与绩效提升的一个重要维度。以G省农业水价综合改革政策为例,对“治理缺陷型”和“价值偏离型”两类绩效损失的生成机理与影响因素进行分析。研究发现:两类绩效损失是在公共政策组织管理系统和公共价值建构系统中交互形成的,其公共价值因素与组织管理因素相互影响,共同作用于整体绩效损失的生成;其中,社会价值建构缺失构成了整体绩效损失生成的逻辑起点。此外,在绩效损失的生成过程中,经济发展水平和自然区位要素与其他影响因素耦合互动,并对绩效损失产生“放大效应”。未来应进一步开展相关的定量研究以探索绩效损失形成的关键区域,并提出具有针对性与可行性的矫正策略和治理路径。 相似文献

What problems can private regulatory governance solve, and what role should public policy play? Despite access to the same empirical evidence, the current scholarship on private governance offers widely divergent answers to these questions. Through a critical review, this paper details five ontologically distinct academic logics – calculated strategic behavior; learning and experimentalist processes; political institutionalism; global value chain and convention theory; and neo-Gramscian accounts – that offer divergent conclusions based on the particular facets of private governance they illuminate, while ignoring those they obfuscate. In this crowded marketplace of ideas, scholars and practitioners are in danger of adverse ontological selection whereby certain approaches and insights are systematically ignored and certain problem conceptions are prioritized over others. As a corrective, we encourage scholars to make their assumptions explicit, and occasionally switch between logics, to better understand private governance's problem-solving potential and its interactions with public policy. 相似文献

In this paper, we assess the drivers of, and prospects for, further security cooperation in the Australia–Japan bilateral relationship. We argue that while balance of threat and capability gaps may restrain the pace of deepening Australian-Japan security relations, these gaps are diminishing and are, in any case, secondary to the specific shared interests we posit as the primary drivers of Australia–Japan security cooperation. These specific interests, however, are shaped not only by a commitment in both countries to liberal-based principles and freedoms at home and in inter-state relations, but also by a common awareness of the importance of continued US primacy to the ongoing maintenance of those interests. Thus, in the absence of any fundamental change in how Australia and Japan understand their respective interests and the US role in the region, Donald Trump's recent and unexpected election as US president notwithstanding, we conclude that the case for further security cooperation – via additional cross-bracing of their respective US alliance relationships – will almost certainly remain compelling for both countries. 相似文献

This paper examines whether the US is in a position to adopt restrictive commercial measures against China in order to complement military balancing. It focuses on the necessary condition for serious economic measures against an adversary: the state needs to be sure that it can effectively diminish the adversary's economic performance more than its own. This essay suggests that Washington cannot ascertain that this necessary condition is met in its relations with China. Soybean production in South America has become a symbol of commodity crops produced on a large scale for the agribusiness geared to global markets. However, in practice, there are diverse styles of farming, ranging from the very large scale to the small scale, associated with different social relations of production. This diversity of farm types is often overlooked within the focus on the stereotypical large-scale farm. The focus of this article is on public–private partnerships (PPPs). The aim is to both theoretically and empirically illustrate PPP agency problems in four PPP stages, as well as to identify potentially relevant solutions to the agency problems. The study employed a longitudinal case study of one PPP in a municipality in southern Sweden. Through an analysis based on interviews, observations, and documents, the study illustrates a number of agency problems faced by PPPs and highlights the importance of resource allocation, stakeholder management, and the creation of a common identity in reducing these problems. 相似文献

The Sykes–Picot The Sykes-Picot Agreement is often cited as evidence of a Western conspiracy to carve up the Middle East and subordinate the Arabs. It is a prevalent view across the region, and has been a refrain repeated by critics. Yet very little is known of the far more significant conclusions of a Committee, formed by Maurice de Bunsen on the orders of the British government, which ascertained the options open to the Allies in 1915. Far from a nefarious conspiracy, the Committee came down in favour of a decentralised, ultimately independent region. The First World War compelled some revision of the original intent, but the essence of the Committee's conclusions remained intact throughout the war, and after. Conversely, Sir Mark Sykes repudiated the ‘agreement’ he had made with the French diplomat Picot, and substantial revisions were made to that temporary scheme. Yet it seems that ‘conspiracy sells’, and generations have colluded with the theme of perfidy to reinforce particular narratives, including, most recently, the Da´esh movement's claim to have ‘ended Sykes-Picot’. 相似文献

For decades scholars have engaged in a lively debate about the distinctiveness of Canadian and American value systems. Lipset (1990) argues that divergent responses to the American Revolution led Canada to embrace Tory values of ‘peace, order, and good government’ while Americans pursued classical liberal values of ‘life, liberty, and the pursuit of happiness’. Other scholars question the extent, or even the existence, of the differences Lipset describes. Using surveys of students from Canadian and American universities close to the Canada–US border, we identify compelling support for Lipset’s hypothesised differences on the role of government in the least likely setting imaginable. 相似文献

目的采用固相微萃取结合气相色谱-质谱联用方法快速测定血浆中的敌草快含量。方法采用硼氢化钠/氯化镍还原反应和顶空固相微萃取处理样本,气质联用检测方法,以乙基百草枯为内标,检测血浆中敌草快的含量,对还原反应和萃取的温度、时间等实验条件进行优化,并对方法学进行评价。结果采用m/z 194作为定性定量离子,在0.1~50μg/mL浓度范围内线性关系良好(Y=0.076 9X+0.274 8,r2=0.997 5),日内和日间精密度分别小于3.99%、5.64%。回收率为92.59%~101.27%,最低定量限为50ng/mL。敌草快还原产物1,1’-乙基-2,2’-联哌啶存在顺式和反式两种同分异构体,两者比率为1∶5.3,相对标准偏差为13.1%(n=17)。结论本文方法准确、快速、重现性好,可以在血浆等生物样品敌草快含量测定中选用。 相似文献
