Identification of osseous materials is generally established on gross anatomical features. However, highly fragmented or taphonomically altered materials may be problematic and may require chemical analysis. This research was designed to assess the use of scanning electron microscopy–energy-dispersive X-ray spectrometry (SEM/EDX), elemental analysis, and multivariate statistical analysis (principal component analysis) for discrimination of osseous and nonosseous materials of similar chemical composition. Sixty samples consisting of osseous (human and nonhuman bone and dental) and non-osseous samples were assessed. After outliers were removed a high overall correct classification of 97.97% was achieved, with 99.86% correct classification for osseous materials. In addition, a blind study was conducted using 20 samples to assess the applicability for using this method to classify unknown materials. All of the blind study samples were correctly classified resulting in 100% correct classification, further demonstrating the efficiency of SEM/EDX and statistical analysis for differentiation of osseous and nonosseous materials. 相似文献

This article argues that we should take more seriously the role of intermediaries in relationships between states and citizens in the global south. More specifically it holds that the practice of mediation, the third party representation of citizens to states and vice versa, is a widespread and important political practice in this context. Largely distinct from the contentious politics and popular mobilisation of social movements, mediation is more a politics of negotiation and bargaining by representatives. Developed as an emergent analysis from multiple case studies, mediation is a broad concept that includes practices that at other times might be described as lobbying, clientelism and coercion, but that we conceptualise in terms of claiming legitimacy to speak for the poor and marginalised, and theorise in terms of a democratic deficit between formal political institutions and these groups. In addition to identifying different kinds of mediators, the article categorises mediation in terms of the orientation and nature of various mediatory practices. Lastly, the article identifies at least three explanations for mediation including the endurance of pre-democratic political relations and practices, new forms of social exclusion in post-colonial democracies and the erosion of state authority brought about by neo-liberal policies and globalisation. 相似文献

Taking its point of departure in how specific regional organizations function and interact in the Mediterranean, this article attempts to show to what degree this institutional setup has influenced the developments in the Arab Mediterranean states after the Arab revolts. The analysis of the organizational and institutional setup in the Mediterranean is theoretically founded in the new institutionalism tradition. Furthermore, a regionalism perspective is applied, touching on discussions related to European normative ambitions. It is demonstrated that the regional organizations only to a limited degree have contributed to democratization processes or to democratic consolidation in a post–Arab Spring context, and it is argued that it seems unlikely that these organizations in the future will develop into tools for democratization in the Mediterranean region. 相似文献

This article assesses the prospects for a clearly articulated economic diplomacy approach in South Africa's foreign policy. It argues that while South Africa's foreign policy has been to a considerable extent normatively grounded, it has failed to develop a coherent economic diplomacy that is based on focused and distinctly expressed priorities. This is a crucial gap that limits the country's ability to respond to regional and global changes, in particular those posed by emerging powers. The article identifies a number of gaps in South Africa's foreign policy approach and highlights its oblivion to global developments and geopolitical dynamics in the African continent. It sets out possible policy outlines for developing a clearer and stronger economic diplomacy. The building blocks for such an approach include the identification of strategic foreign policy priorities; greater institutional co-operation among agencies dealing with economic and foreign policy development; synergies between corporate strategies and government's foreign policy objectives; and the need for South Africa to develop a stronger leadership ambition in the African continent, both to contribute to Africa's development and to pursue its own economic interests. This ambition will require awareness of South Africa's own limitations, thus focusing the better part of its foreign policy on a limited set of countries that match strategic priorities. 相似文献

ABSTRACTThe Tonkin–Yunnan railway constituted a significant piece of transport infrastructure of the French colonial empire in Asia. The 848-kilometer railroad was a technical achievement that took ten years to complete (1900–1910) at the cost of thousands of lives. Albert Marie, a young French engineer, worked on the construction of the Chinese section of the railway over a three-year period, from August 1904 to May 1907. Through the letters he sent to his family and the photographs he took during his assignment, vignettes of everyday life in the expatriate community and the local population, as well as of the daunting work on the construction sites in a hostile physical environment, are narrated in a very candid manner. The hardworking, ambitious, and (at times) bewildered engineer, like many of his contemporary fellow countrymen, was hopeful about French rule in parts of mainland Southeast Asia and southwestern China in the early twentieth century. Technology, in particular, was believed to be the instrument of civilization and modernity that would drive France's imperial expansion in the region and elsewhere; in 1907, Albert Marie left Yunnan to work on another daunting colonial railroad project, the Constantinople–Baghdad line. 相似文献

The purpose of this article is highlight the influences on the performance of public-private partnership organizations established to provide procurement services for public-sector organizations. The findings provide evidence of some values-based fracturing in public-private partnerships in the New Zealand public sector. However, it is the impact of political influence that illustrates significant potential to undermine effectiveness and efficiency. This case suggests there are innovative approaches which can be adopted—other than traditional models of public expenditure—yet still providing a sustainable public health service. A US municipality environmental sustainability index, the OSSPI (Opp-Saunders Sustainability Practices Index), found an overwhelming percentage of top-ranked sustainable cities were home to higher education institutions. While this may be a coincidence, this research seeks to determine if and how local communities partner or collaborate with higher education institutions for environmental sustainability purposes. The results of two case studies, San Antonio, Texas and Dubuque, Iowa, suggest there is considerable variability in the town-gown relationships. However, it is found that larger, public universities are more likely to have stronger relationships and effects on local sustainability efforts. 相似文献

Two political scientists explore the significance of pro-presidential legislative coalitions in Ukrainian politics since 2000. They draw on an original survey of MPs and cabinet data to engage with the extant analysis of coalitional politics in Ukraine. Using the framework of “coalitional presidentialism,” which was first developed in the study of Latin American presidential systems, they find evidence to suggest that legislative coalitions are a meaningful feature of Ukrainian legislative life, and point to the tools that presidents use to maintain them. 相似文献
