领导干部选拔中评价中心技术应用的初步探讨

评价中心技术作为一项准确率高的人才选拔方法,日益受到企业和学术界的重视。评价中心技术在领导干部选拔中的实施步骤包括:职务分析,依据职务分析所确立的职务指标设计情境模拟,多个测评师组成测评小组,并对测评师进行培训,对测评对象的行为反应观察记录并归类,整合观察结果并决策。     

Prediction of Police Officer Performance Among New Mexico State Police as Assessed by the Personality Assessment Inventory

Little research has been conducted regarding the use of the Personality Assessment Inventory (PAI) in law enforcement screening and selection. The limited body of research that does exist appears to support its utility in the selection process. The purpose of the present study was to investigate the validity and reliability of the Psychological Rating Risk Factor Statement (PRRFS) developed by Roberts, Thompson, and Johnson (2004) in predicting and discriminating problem from non-problem New Mexico State Police (NMSP) applicants. PAI profiles for each officer were obtained and transferred into the PAI Law Enforcement, Corrections, and Public Safety Selection software program, which generated probability estimates (PRRFS) to predict the likelihood that participants were not well-suited for a career in law enforcement. Subsequent logistic regression and receiver operating characteristic (ROC) statistical analyses revealed that the PRRFS was ineffective in predicting and discriminating between problem and non-problem officers. Potential explanations for this finding are discussed.

美国在中小学校园安全管理方面，注重校园安全立法，强调校园安全管理的系统性、有序性和事故防范的主动性。美国的各级教育行政部门都将学校安全保障作为自己的一项重要职责，为学校在人力、物力、财力等方面提供较为充分的支持，对中小学生的安全教育已经成为一种常态教育和生存技能教育。除开展演习之外，美国中小学校会聘请常驻校园警察，以帮助学校制订适合其自身特点的校园安全计划，处理校园安全事故，开展对学生的安全教育和技能培训。此外，美国的中小学校还重视发挥社区、家长和志愿者在维护校园安全中的作用。     

The Tennis Ball Bomb Incident or the Safety Plan as “Shelf Document”

Abstract

This article presents a case study of a single incident involving a high school student who brought a “tennis ball” bomb to school. Although the district had recently created a safety plan, with a specific protocol for the discovery of a bomb in the building, the principal and the crises team ignored it. The principal did not refer to the safety plan because the incident did not take on the dimensions of a crisis until relatively late in its course. The crisis response team did not use the safety plan because they felt that they already knew from experience how best to deal with the situation. Both felt a lack of ownership in the safety plan because they had not been involved in drafting it. The article examines these and other problems of safety plan implementation and suggests remedies.     

论食品安全犯罪移送侦查立案程序的完善

中国人一直把食物视为崇高的＂天＂一样尊敬和重视,＂食物＂或者说是＂温饱问题＂在我们的历史进程中又起着载舟覆舟的重要作用,打击食品安全犯罪势在必行。由于食品生产销售的特殊性,食品安全犯罪的立案侦查多始于行政机关移送,而立案又被称为刑事诉讼的关口,是刑事诉讼活动开始的标志。要从根本上治理食品安全犯罪,必须明确食品安全行政执法程序与刑事侦查程序间的关系;将刑事程序优先原则落到实处;统一取证程序,提高立案侦查效率;完善立案监督程序,建立信息化网络平台。     

国外经验背景下我国劳动者职业安全的法律保护

近年来,在我国经济快速增长的背后却隐藏着越来越严重的职业安全问题。保护劳动者的职业安全权是对人的生命权和健康权的强调,劳动者职业安全权的保护应借鉴国外相关立法经验,继续完善现有立法,尽早建立独立的职业安全法律体系,把现有的法律法规系统化;加大处罚力度,完善处罚机制;针对目前职业安全卫生监察立法和执法方面存在的不足,加强劳动监察。     

公安院校接受教育部本科教学合格评估的思考

中国高等教育经过改革开放三十多年的发展,取得明显成效,但其基础弱、底子薄、发展不均衡,整体水平还不高,而新建本科院校正承担着促进高等教育公平、实现高等教育机会均等、促进高等教育地方化、为地方经济发展服务的作用。新建本科院校的健康发展对中国高等教育体系的整体发展和完善起着至关重要的作用。本文就云南警官学院在教育部新一轮合格评估中的一些经验和做法,对公安院校接受本科教学工作合格评估提出思考。     

Comparison and adoption： Food recall system in China

Since the official implementation of Food Safety Law of PRC on June 1, 2009, it has played a crucial role in solving problems regarding food safety currently, eliminating food safety damages, elevating food quality, maintaining consumers＇ health. Based on analyzing and encapsulating the status quo of food recall system in some developed countries, integrated with Chinese realities, this paper discusses the existing shortcomings and disadvantages of China＇s present food recall system, and provides suggestions.

对监管现场防控模式问题的思考

监狱安全在监狱全局工作中居首要地位。罪犯现场防控必须要遵循一定的原则;其防控模式以＂五大防控系统＂为基本框架,以＂五大重点＂为罪犯现场防控的关键点,以全面落实＂四大禁止措施＂为监管现场防控的着力点,以民警直接管理主导罪犯现场全程管控为重要手段,以发现异常、有效处置为罪犯现场防控的核心要求。目前,现行罪犯现场防控工作存在缺陷需要创新监管措施。
