The present study investigated the reliability of Sexually Violent Predator (SVP) civil commitment criteria under Florida's Jimmy Ryce Act. The purpose of the study was to determine if, independently, 2 evaluators would reach the same conclusions about the same client (n = 295). According to civil commitment criteria outlined by the United States Supreme Court (Kansas v. Hendricks, 1997), SVPs must display a mental abnormality predisposing them to sexual violence and a likelihood of future sexual violence. The interrater reliability of 8 DSM-IV diagnoses applied by evaluators to determine whether a client has a "mental abnormality that predisposes him to sexual violence" was found to be poor to fair (kappa = .23 to . 70). The interrater reliability of risk assessment instruments used to determine "likelihood of reoffense" was good (ICC = .77 to .85). The recommendations made by evaluators regarding whether or not to refer a client for civil commitment demonstrated poor reliability (kappa = .54). Implications for practice and policy are explored.  相似文献

目的:观察中药复方消核冲剂对实验性乳腺增生大鼠血清性激素水平和增生乳腺组织中增殖细胞核抗原(PCNA)表达的影响,探讨该药物治疗乳腺增生病的可能机制.方法:Wistar雌性大鼠60只,随机分为空白对照组(对照组)、模型对照组(模型组)、消核冲剂组(中药组)、他莫昔芬组(西药组),每组15只.肌注苯甲酸雌二醇(E2)、黄体酮复制大鼠乳腺增生模型.模型复制后灌服药物,化学发光免疫法测定血清性激素水平,免疫组化法观察乳腺组织PCNA的表达.结果:中药组和西药组血清E2、孕酮(P)水平均低于模型组,差异有显著性;PCNA阳性细胞数目和阳性细胞面积中药组和西药组均明显减少.中药组各项指标的改变与西药组相比均无明显差异.结论:中药复方消核冲剂对乳腺增生大鼠血清性激素水平具有调节作用,同时也能够下调PCNA阳性表达.  相似文献

通过已知性别的干燥成人髋骨190副(男123副,女67副)进行研究,发现髋骨上界线的弧长、界线的弦长和孤高,以及髋臼的直径等值均存在着显著的性别差异。四项指标的单一性别判别准确率分别为78.42%、73.68%、74.74%及72.63%。分别利用前三项指标与髋臼直径的比值作为性别判别公式,判别准确率可达91.58%、8.95%、85.26%。利用筋骨进行性别判别建立新的方法。  相似文献

Abstract

This paper explores the benefits of engaging with self-defined communities in Northern Ireland on the issue of sexual offending and argues the case for building on existing community structures, by identifying people with leadership skills and by empowering them with the knowledge, and with connections to statutory services, that will support public protection. We address the historical context in terms of the impact of the conflict on these communities and describe the role and experience of NIACRO working in Northern Ireland, in particular its Base2 project supporting people under threat. We reference the development of current statutory arrangements for Public Protection Arrangements for Northern Ireland (PPANI) and argue the case for preparing people in the community to receive and understand the messages promoted through PPANI on the basis of our belief that public education is most effective when the people receiving it are receptive.  相似文献

采用5%Chelex-100处理方法提取 DNA,用 PCR 扩增 Amelogenin 基因片段检测血痕和毛根的性别。扩增一个样品只需1/10体积3mm~2血痕 Chelex-100处理液或1/10体积一根毛发 Chelex-100处理液(含模板 DNA)。100例血液样品结果显示,在男性可同时显现977bpX 特异片段和788bpY 特异片段,而在女性只观察到977bp X 特异片段,该方法用于性别鉴定可靠、灵敏、方便。  相似文献

Violent Sex Offenses: How are They Best Measured from Official Records?   总被引:1,自引:1,他引:0  
In the United States, sexually violent predator (SVP) commitment statutes generally require assessment of an offender's risk of subsequent sexual violence. Current actuarial methods for predicting sexual reoffending were actually designed to predict something else—charges or convictions for offenses deemed sexual based on information obtained from police “rapsheets” alone. This study examined the referral and past offenses of 177 sex offenders. Results showed that police rapsheets (and data based on them) underestimated the number and severity of sexually motivated violent offenses for which sex offenders were actually apprehended. Rapsheet violent offenses seemed a more accurate index of the conduct addressed by SVP legislation than were rapsheet sex offenses. We suggest that, when evaluating sex offenders for SVP status, actuarial instruments designed to predict violent recidivism (as measured by rapsheet violent reoffenses) might be preferable to those designed to predict sexual recidivism (as measured by rapsheet sexual reoffenses).

U.S. citizens who marry foreign nationals may petition for their spouses so that the couple can reside permanently together in the United States. The guidelines set forth in the U.S. Citizenship and Immigration Services Adjudicator's Field Manual provide guidance to immigration officials for determining whether to grant or deny spousal petitions. Previously, the Adjudicator's Field Manual imposed a requirement that transgender individuals undergo costly and dangerous sex reassignment surgery in order to qualify as married for the purposes of a spousal petition. However, revisions to the Adjudicator's Field Manual issued in April 2012 provide transgender binational couples the opportunity to remain together in the United States without forcing one partner to undergo sex reassignment surgery. Given the history of discrimination against transgender individuals under U.S. immigration law, these revisions are a significant step in equality for transgender couples. Although these revisions provide many transgender binational couples with a means to remain together in the United States, this Note proposes that, to continue on the path toward equality for transgender couples, special guidelines should not be applied to marriages involving transgender partners if their marriage is deemed a valid heterosexual marriage in the state where solemnized. The goals of U.S. immigration law and compliance with the federal definition of marriage can be achieved without implementing individualized guidelines for transgender binational couples.

本文在现代性解释框架下对我国婚前性和同居的社会态度进行了实证研究。分析数据来源于2007—2008年在上海和兰州两地进行的抽样调查(N=2200)。研究结果发现,成长于改革开放前后的人群对婚前性和同居的态度的确具有显著差异,但与西方相比仍相当保守。在影响因素方面,除了现代理性、后物质主义和个体主义价值观念的增长之外,社区文化和国家制度变迁对我国性态度变迁的影响效应不容忽视。  相似文献
