Abstract

This article pieces together the activism of the British welfare worker and feminist-pacifist Emily Hobhouse (1860–1926) during two largely unrecorded episodes of transnational activism: firstly, her ministry of Cornish miners in Virginia, Minnesota, in the United States; and secondly, her interventions during the period of reconstruction following the South African War (1899–1902). The article endeavors to contextualize Hobhouse’s activism and offer a broader understanding of the limitations and restraints on her actions. Ultimately, her activism required a platform that was in the gift of political actors and establishment figures, and dependent on fluctuations within specific political and bureaucratic situations. Based on close inspection of undocumented material in both South African and British archives, the article investigates Hobhouse’s repertoire of missionary and philanthropic roles within a wider context of humanitarian politics. It demonstrates how women’s activism and their behind-the-scenes politicking informed political decision-making in modern imperial and international affairs.  相似文献

This article develops a framework for reading the maroon in literature, drawing on the maroon’s historical and contemporary significance in the Caribbean, as well as its continuing resonance for writers and thinkers. The maroon’s separateness or withdrawal, I argue, is characterized by a spatial distance that also engenders a challenge to the authority and temporality of the colonial regime or the apartheid state. I turn to Alejo Carpentier and J.M. Coetzee to offer readings of their novels through the lens of marronage, analyzing their protagonists’ flight, labor, and “idleness” as newly legible dimensions of resistive waiting. The strategies of marronage encourage new readings of the formulations of freedom and unfreedom, resistance and refusal in the literary texts, and create a “line of flight” between the Caribbean and South Africa.  相似文献

Brazil's successful prosecutorial civil action against polluters could be a regulatory example for the Global South. This paper analyses whether such regulation could also develop without the major political, institutional, and legal reforms that spurred it in Brazil. To do so, it analyzes China, where similar reforms have so far not occurred, but where prosecutors have recently started to initiate civil litigation against polluters. It finds that prosecutorial civil litigation in China has only a limited regulatory effect or potential. Prosecutors in China are influenced by conflicting incentive structures that reward one‐off lower level test cases with an innovation bonus, while structurally stimulating a focus on general crime fighting. Ironically, as a result of such incentives, the recent legal reform, toward providing standing for prosecutors in public interest litigation, will, in contrast to Brazil, decrease rather than increase the regulatory effect of these cases. These findings have implications for understanding how the interaction between regulatory independence, legal reform, and regime type shapes possibilities for regulatory innovation in the Global South.  相似文献

Over the last decade, Chinese citizens, judges, and prosecutors have started to take action against industrial pollution, pluralizing a regulatory landscape originally occupied by administrative agencies. Regulatory pluralism here has an authoritarian logic, occurring without the retreat of party‐state control. Under such logic, the party‐state both needs and fears new actors for their positive and negative roles in controlling risk and maintaining stability. Consequently, the regime's relation to regulatory pluralism is ambivalent, shifting between support and restriction. This prevents a development of a regulatory society that could bypass the regulatory state. Theoretically, this special edition argues for a subjective definition of regulation in a context of pluralism. Moreover, it finds that regulatory pluralism need not coincide with a decentring of regulation. Finally, it highlights how entry onto the regulatory landscape affects the non‐regulatory roles of new actors, creating unintended consequences for regulatory pluralism.  相似文献

Abstract

The right to health is enshrined in the South African Constitution as well as a range of international and regional human rights treaties which South Africa accepts. Yet empirical data reveals some of the challenges faced by South African youth—childhood diseases, HIV/AIDS and such like. There are evidently challenges realising the right to health in practice. Nevertheless, South African courts have led the international field in recognising the justiciability of economic and social rights such as the right to health. Having reviewed the applicable laws and jurisprudence, the paper will conclude that a more holistic human rights-based approach offers perhaps the best way forward.  相似文献

The article documents the findings of a qualitative study that assessed the sustainability of providing resources for poverty alleviation. It argues that access to resources does not assure livelihood security. The study also argues that the ability to sustain resources, rather than merely facilitating access, assures poverty alleviation and livelihood security. Using a qualitative research method and the sustainable livelihoods approach, the article assesses the activities and performance of a small group of women in a government-sponsored agricultural project. The findings reveal that exited projects struggle to sustain themselves and that assetting alone – without skills, capacity, sense of ownership and a clear focus – does not yield the sustainability necessary for poverty alleviation. The conclusion is made that although resources are a necessary first step towards poverty alleviation, sustainable resource management should be highly valued in the process. The article recommends that agriculture-based development projects not be seen as the only option for the rural poor, as knowledge of farming is indeed crucial.  相似文献

This article will argue that Zakes Mda’s 2007 novel Cion stages a dialog, one where two “Souths” – South Africa and the American South – speak to one another and give a critical voice to an under-acknowledged history of transatlantic discursive exchange on race and racial governance. Mda’s fictional South African critique, of an America still struggling with the cultural and political legacies of slavery, gestures towards a history of exchange between the two countries that in many ways is representative of a more global dialog on racial segregation during the first half of the twentieth century – of which both southern (US) segregation and apartheid are seminal examples. Moreover, this article explores various conceptualizations of race as well as the governance of racial relations as they have been articulated through ecological imaginaries, and especially between South Africa and the Southern United States over the course of the twentieth century. In this article, I argue that not only can apartheid (as well as pre-apartheid segregation) be rethought of as part of a global conversation on race and thus less as a South African anomaly, but also that the United States through its examples of various racialist technologies was highly influential across the colonial and apartheid worlds.  相似文献

South Africa occupied Namibia for 75 years. After that occupation ended in 1990, numerous ties between the two countries continued to exist and their economies are still intertwined more than 25 years later. In both countries the liberation movements that fought apartheid and then came to power are still in power. This might suggest that the relationship between the two countries would be a particularly close one. When the leaders of the two countries meet, as they regularly do, they speak of fraternal relations and point to ways in which the two countries are working together to enhance co-operation and regional integration. However, the relationship is a very unequal one, and the small state of Namibia retains suspicions of the regional hegemon, suspicions that have a long history. Areas of tension between the two states therefore remain. This paper considers aspects of their bilateral relations, within the multilateral contexts of the Southern African Customs Union and the Southern African Development Community.  相似文献

This article considers the making of Egypt's post-Mubarak constitution after considering the fact that participatory constitution-making is accepted as a democratic norm allowing citizens to be involved in the creation of their constitution and their future. The author argues that the process by which a constitution is made is crucial for the framing and legitimising of that constitution. Therefore, political elites and state institutions should not wholly control the process. The views of two schools of thought – idealism and realism – are considered. These views, together with the influence of the state and the concept of participation of the citizenry in the constitution-making process, are measured against international law requirements and further applied in a critical evaluation of Egypt's constitution-making process from 2011 to 2014.  相似文献

Japan's economic and political relationship with South Africa has been characterised historically by ambiguity. Throughout the twentieth century, economic ties were underpinned by mercantilist and strategic considerations. During apartheid, this placed Japan in an uneasy position as it sought to balance a relationship of expediency with wider foreign policy objectives in the rest of Africa and beyond. The demise of apartheid created the space for new forms of engagement centred on the pursuit of cognate goals. This has seen the intensification and deepening of economic ties in particular. Yet relations, especially at the political and diplomatic levels, have also been more complex than anticipated, and in recent years, the rise in Africa of other players from Asia and the Global South has had a bearing on South Africa–Japan ties. In this paper, it is argued that two related dynamics pivoting on policy elites’ changing conceptions (or self-view) of the nature of the state they are running and its place in the wider world order help explain the post-apartheid evolution of the South Africa–Japan relationship. First, there has been an apparent shift in South African foreign policy elites’ self-view, mediated by a changing systemic context. The development and manifestation over time of a stronger Global South self-conception in South African foreign policy, fashioned in juxtaposition to what have been considered in the past key Global North relationships, had direct consequences for South Africa–Japan ties. Second, meso- and micro-level dynamics – the role of the general operations in the diplomatic (i.e. bureaucratic) arena, and the personalities and shifting political preferences of individual executive leaders – had major impacts on how South Africa engaged with Japan in the past two decades.  相似文献
