For more than a quarter-century, the Nagorno-Karabakh conflict has been one of the most important factors influencing the political map of the South Caucasus. On 12 May 1994, Nagorno-Karabakh, Armenia, and Azerbaijan signed a cease-fire agreement that ended military operations in the conflict zone and has been observed until recently. Negotiations for a peaceful settlement have been underway within the framework of the Organization for Security and Co-operation in Europe Minsk Group co-chaired by the USA, Russia, and France since 1992, but society and the elite in Armenia, Nagorno-Karabakh, and Azerbaijan remain largely unprepared for compromise. Considering the settlement process a zero-sum game, they have generally accused one another of escalating the conflict and of a lack of willingness to restore peace. Other countries and international organizations involved in the negotiations do not share a vision of the future and frequently pursue their own interests. Accordingly, the Karabakh conflict could remain unresolved for decades more. The aim of the paper is a general assessment of the current stage and dynamic of this conflict and the impact of new trends and old obstacles on the prospects for further settlement.  相似文献

How are global human rights localised in authoritarian societies? How and what human rights discourses are mobilised by indigenous peoples to further their demands? Building upon original fieldwork among Nubian activists in Egypt, this article explores the complexities regarding human rights framing through a discussion of recognition of Nubian indigeneity. The article finds that the history and political experience of Egypt’s Nubians bring about diverging opinions and also limitations as to how, and what, human rights frameworks rights claimants and their supporters are to employ. It argues that Egyptian nationalism not only affects how Nubian activists mobilise in general, but also helps explain the very limited appeals to a global discourse of human rights.  相似文献

This article introduces the concept of ‘deep marketisation’ as a relatively new, contemporary phase of neoliberal development policy in Bangladesh. By looking into the development strategy of the country’s energy sector, the article shows how an emphasis on marketisation through public-private partnerships (PPPs) and other strategies advances a market fundamentalist agenda to strengthen the private sector and establish a world market. By drawing on interviews with development practitioners from various development organisations in Bangladesh, the article further reveals how development conceptualisations are shaped by the strategy of deep marketisation, leading to the impoverishment of development by constraining its field of actions to measures based on the primacy of economic growth and private sector-led economic development, at the same time leading to a re-legitimisation of flawed neoliberal development policies that result in further inequality, poverty and environmental degradation.  相似文献

The Freedom Charter represents a desire to create a society that is based on common citizenship and democracy in a society divided in all aspects of its life. This paper problematises and interrogates the Charter’s theoretical and philosophical claim on land. It uses the methodology of Afrocentricity and Africana critical theory to dispute the theoretical and philosophical basis of the Freedom Charter. The paper argues that the understanding, desire and vision of the Freedom Charter are irreconcilable. It concludes that the Charter reconciles the dispossessed with their dispossession, reflecting coloniality and white domination in South Africa.  相似文献

The 1940s saw an intensification of worldwide interest in the problems of development and underdevelopment. One consequence of this was a rapid evolution of the language of global development. The reconstruction of its genesis is most commonly attempted through the analysis of literature on the subject and accounts by those who took part in or observed the debates of the time concerning the world’s development and structure. This article proposes a different approach which locates important events in the evolution of the modern language of global development on timelines tracing populational, political, socio-economic and civilisational processes.  相似文献

The article examines the transnational role of Malawian (Nyasa) migrant laborers in the emergence and development of African labor and proto-nationalist movements in Southern Africa. Using both archival and secondary evidence mainly from Southern Rhodesia and South Africa, it argues that the history of Southern Africa’s labor consciousness from the early to mid-twentieth century can be enriched by exploring the place of Nyasa migrants in shaping anti-colonial processes across the region. Nyasa migrants, a product of the colonial labor migration system (chibaro/mthandizi), laid the foundations for, and influenced trade unionism in the region, especially between 1910 and 1960. The colonial wage economy created ambiguities of dependence for Africans forcing many into a migrant and capitalist world laden with dilemmas, tightropes, and frustrations that fueled social movements. Malawian migrants who were at the core of such movements within a regional colonial economic system, gained a reputation for being ‘ringleaders and troublemakers’ to the colonial governments. Existing literature has not fully historicized the centrality of Nyasas in molding this critical episode of Southern African history. The historiography has dealt with these dynamics in an ad hoc manner, approaching this Nyasa ‘annoyance’ on a national basis, without drawing on the underlying regional connections.  相似文献

This viewpoint highlights the paradox of low labour force participation and high unemployment among women at a time of growing educational levels of women in the former conflict-affected Northern Province of Sri Lanka. It highlights the rise of ethno-feminism and sub-nationalism that undermine what few opportunities open up for women in terms of employment and livelihood opportunities, thereby weakening the peacebuilding efforts of various stakeholders.  相似文献

Rapid urbanisation has been an emerging issue in recent decades, particularly for developing countries such as Bangladesh. As one of world’s largest international NGOs, BRAC, based in Bangladesh, is transiting towards a more integrated approach for alleviating urban poverty. This article presents BRAC’s current journey for eradicating urban poverty and outlines the characteristics of urban poverty, key issues faced by the urban poor, and learning that BRAC has accumulated through its urban interventions. Introducing the concept of “coproduction”, the article identifies BRAC’s priorities to eradicate urban poverty within the context of an overall urban strategy.  相似文献

Abstract

While there is a copious body of literature explaining Egypt’s political trajectory post-Mubarak through the lens of democratisation and transition theory, this paper argues that by using a political settlements lens, a less linear reading of the events can be offered, which highlights several attempts through both peaceful and violent means of arriving at negotiated agreements. The paper analyses the forging of three political settlements, one informal (2011) and two formal (2012, 2013) following the demise of the Mubarak regime in Egypt and the influence of intrinsic, instrumental and resultant violence on power configurations. It argues that the formal political settlement forged in Egypt in 2013 following the ousting of President Morsi cannot be read independently of the exclusionary outcomes of the informal political settlement forged in 2011 and the demise of the Fairmont Agreement of 2012. The paper relies on empirical data, including survey and focus groups undertaken in 2013–2014, complemented with secondary literature in Arabic and English.  相似文献
