The Scotland and Wales Acts 1978 failed on multiple criteria. Although devolution of powers to Scotland and Wales was a principal policy of the Labour governments in office from 1974 to 1979, it was defeated in a guillotine vote in 1977. That defeat was orchestrated by the leaders of Tyne & Wear County Council, angry that a government of their own party was apparently neglecting their region in favour of Scotland. The project was rescued in two separate bills, but a further rebel amendment inserted a minimum assent condition in the required referendums. The people of Wales rejected the devolution they were offered. The people of Scotland accepted it, but by a margin that failed to cross the threshold. The resulting vote of confidence brought down the Labour government in March 1979. The role of Tyne & Wear County Council in killing the first bill has never been fully acknowledged. The lessons of the story for current devolution policy are explored. If the UK remains a single country, any policy for tax transfers must be fair to the English as well as to the people of the other three territories.  相似文献

On 2 November 2014 George Osborne stood in the impressive great council chamber of Manchester town hall and, flanked by the ten leaders of Greater Manchester's local authorities, announced a devolution deal for the city‐region. Greater Manchester would receive a significant package of powers over transport, housing, planning, skills, business support and welfare in exchange for creating new governance structures, including a directly elected mayor for the city‐region. This article explores the background to the Devo Manc deal, arguing that it is the product of both a long history of local government collaboration in Greater Manchester and George Osborne's desire for a sweeping restructure of English governance. It traces how the key decisions were taken quickly and by a small number of key officials. The article also identifies some flaws in Devo Manc and considers whether it is an appropriate model for other city‐regions in the UK.  相似文献

This article introduces and reviews a set of twelve academic forecasts of the 2015 British general election. Along with the vast majority of others including journalists and betting markets, they failed by a big margin to predict that the Conservatives would emerge with an overall majority of seats. Several suffered from the 1992 scale inaccuracies of the vote-intention opinion polls. Forecasts based on other data sources typically did a bit better, but also fell short. Nonetheless, this was not 1992 all over again. The dramatic collapse of the Liberal Democrats and rise of the SNP, UKIP and Greens were successfully anticipated. Also this collection includes numerous methodological advancements, with several new methods and developments to established approaches.  相似文献

The concept of materiality is attracting increasing attention in corporate sustainability reporting. This paper offers a preliminary examination of the extent to which the UK's leading retailers are currently addressing materiality in their sustainability reports and offers some wider reflections on the ways retailers are embracing materiality. The paper begins with a short discussion of the concept of materiality and on its determination and the paper draws its empirical material from the most recent sustainability reports posted on the Internet by the UK's top ten retailers. The findings reveal that there are significant variations in the extent to which the UK's leading retailers are embracing materiality and that there is no evidence of a sector specific approach to materiality within the UK retail community. More generally the authors argue that the methods currently being used to determine materiality are flawed and that retailers seem likely to continue to face challenges in looking to reconcile the relationships between executive management teams, investors and a wide range of stakeholders in operationalising the concept of materiality. The paper provides an accessible review of the extent to which the UK's leading retailers are currently embracing materiality as part of the sustainability reporting process and as such it will interest academics, students and practitioners interested in retailing and corporate sustainability. The past years have been eventful for secessionist movements in Europe and in particular in Scotland and Catalonia. Supporters and opponents of secession of both stateless nations considered their prospects for future EU membership as an important part of the campaigns leading to the referendums. The article’s aim is to explore whether international factors influence domestic support for secession. In order to answer this puzzle, an on-line survey experiment (n = 2408) was carried out in Catalonia and Scotland in which respondents were confronted with different scenarios concerning the EU membership of their hypothetical new state (inclusion or exclusion). Contrary to the general perception, the prospects of EU membership had only a limited effect on support for the creation of a sovereign state. Moreover, it was found that the impact was strongly mediated by the participants’ previous degree of nationalism and their attitudes with respect to the EU.  相似文献

This article introduces the special issue on ‘South African Foreign Policy: identity, directions, and intentions’. Here we seek to summarize key insights from the contributions to this special issue to deepen understanding of South Africa’s evolving post-apartheid foreign policy through an exploration of the nature and trajectory of key bilateral relationships from both the global ‘South’ (Brazil, China, Iran, the AU) and ‘North’ (Japan and the UK). This window on the country’s international relations enriches understanding of the normative and structural factors that influence not only South African foreign policy, but those of what Edouard Jordaan calls emerging middle powers as they seek to position themselves as influential actors in international affairs. We sketch the contours of these key South African relationships in four areas where the tendencies and tensions of emerging middle power foreign policies are apparent: regionalism, multilateralism, reform of global governance, and approach to moral leadership.  相似文献

On 29 August 2013, the UK House of Commons inflicted the first defeat on a Prime Minister over a matter of war and peace since 1782. Recalled to debate and vote on UK intervention in Syria, the Commons humbled the government and crucially impacted the development of UK foreign policy. This article places that vote, and the developments leading to it, in the context of the role of parliaments in security policy and explores the relationships between parliamentary influence, leadership, intra-party and intra-coalition politics, and public opinion. From an in-depth analysis of leaders’ statements and parliamentary debate, we find a combination of intra-party politics and party leadership were most significant. An additional factor – the role of historical precedent – was also important. Our analysis explores the fluidity and interconnectedness of the various factors for parliamentary influence in foreign policy and offers directions for future theoretical development and empirical research.  相似文献

Abstract

London’s oldest women’s prison is to close in 2016. The unexpected speed of the UK Government’s closure plans and the lack of alternatives for London women are a cause for concern but also an opportunity. Ironically, this announcement came at a time when both the prison and its health care were evaluated as better than ever before. Staff constitute a vital source of knowledge and expertise. Good care for women who offend relies on these ingredients. Learning from the last decade should be salvaged and further developed.  相似文献

The identity card for foreign nationals - now known as the Biometric Residence Permit (BRP) - was first introduced in November 2008. Following the May 2010 UK general election, the newly formed Conservative-Liberal Democrat Coalition government announced that the scheme would not be extended to UK citizens. To date, over 300,000 BRPs have been issued to UK foreign nationals - a group of non-EEA migrants that include international students, visiting scholars and entrepreneurs. In this paper, we draw on findings from interviews conducted with policymakers, advocacy groups, Higher Education administrators and foreign nationals - between March and December 2010 - to highlight some policy issues arising from the continued roll-out of the BRPs to this migrant group. We conclude by arguing that, although interviewees raised few objections to the BRPs in principle, cardholders were concerned about being unfairly ‘targeted’ for additional surveillance and remained unclear about the true purpose of the BRP. We identify a number of areas for further policy development.  相似文献

The Coalition government's first Comprehensive Spending Review will cut 40% from university budgets by 2014. This will result in an increasingly tension‐prone political economy of UK higher education. As it is, the sector already sits uncomfortably astride the two distinct welfare models currently in existence in Britain. As the fees agenda has taken hold, university degrees have been increasingly susceptible to being rebranded as a strategic investment in the future, thus acting as an exemplar for the move towards an asset‐based system of welfare. Despite this, even in the post‐Browne world students will still not be charged the full market price of delivering degree programmes. Higher education institutions therefore continue to be redistributive mechanisms providing long‐term welfare‐enhancing transfer payments to their overwhelmingly middle‐class student base. The budget cuts and the associated changes to student finance will bring into stark relief the contradictions of serving two welfare masters at once.  相似文献
