Abstract

This article describes the population forces that caused U.S. metropolitan areas to grow rapidly after 1940 but caused falling population in many large older cities. It shows why the basic processes that generated the spatial growth and development of American metropolitan areas have also undermined the fiscal strength of many older central cities and inner‐ring suburbs. By concentrating low‐income households in inner‐core neighborhoods, these processes create undesirable conditions that motivate economically viable households and firms to move to surrounding suburbs and not move back.

Three strategies have been suggested for improving these conditions: major structural reform of metropolitan institutions, limited reform of big‐city governments, and community development of inner‐core areas. The first is the most capable of changing the dynamics causing decline, but it lacks political support because it would require the majority of metropolitan residents to sacrifice some benefits they gain from existing arrangements.  相似文献

Abstract

This article assesses the future demand for denser, more walkable residential environments in the United States as a whole. A review of survey evidence on preferences is coupled with demographic projections and other trends to construct a demand projection for the period 2000 to 2010 and compare it with 1990 to 2000.

It is possible to foresee a turnabout already under way. Households older than 45 show particular interest in more densely configured homes in more central locations. Passage of the massive baby boom generation into this age range focuses the growth of housing demand in sharp contrast to stagnant numbers at younger ages. Home buyers aged 45 and older who prefer denser, more compact housing alternatives will account for 31 percent of total homeowner growth during the 2000—10 period, double the same segment's market share in the 1990s.  相似文献

Abstract

This article evaluates problems of the Federal Housing Administration (FHA) under its current structure, develops criteria for judging alternative structures, and suggests one alternative—an assigned risk pool—that encourages efficiency in the insurance function while still promoting low‐ and moderate‐income housing. A historical introduction explains how the current institutional relationships came about and created FHA's problems.

FHA's decline resulted from the mixing of a heavy social agenda with the basic insurance objective, a destructive reorganization of the Department of Housing and Urban Development that caused FHA to lose control and focus, and government's inherent inability to respond to market signals. Yet the economic rationale for government involvement in FHA functions is strong. An FHA organized as an independent government agency, a government‐sponsored enterprise, or even a privatized entity structured as an assigned risk pool could improve efficiency of underwriting, pricing, and administration while achieving the redistributional objectives.  相似文献

Abstract

Gated communities have been growing quickly in Brazil's urban and suburban areas since the 1980s, bringing challenges to society through their privatization of public space, conflict with planning norms, and interference with the integrated planning of the cities in which they are built. My article analyzes this phenomenon to establish a clear basis for purposeful public policies in Brazil. The analysis is based on a case study of the first three closed condominiums in Natal. It involves 31 semistructured interviews focusing on legal, urban/architectural, and segregational factors and their implications.

Federal and local governments have contributed, deliberately or unwittingly, to the development of such enclosed complexes, which have social and spatial impacts and guarantee that the upper class will remain wealthy. There also seems to be a close relationship between the spread of fortified residences and the promotion of a “culture of fear.”  相似文献

Abstract

This article presents data on the 50 largest metropolitan areas in the United States to compare the metropolitan population density in the eastern and western parts of the country. The data show that the West often has more densely settled metropolitan areas than the East, especially when compared with the Southeast. The difference is due in part to the arid and rugged environment in the West.

The article also develops a new understanding of Sunbelt development by comparing its eastern and western halves. The growth patterns of the Sunbelt are often contrasted with those of the Northeast and Midwest, the assumption being that its newer metropolitan areas share a common, lower‐density urban form. However, this study shows that intraregional differences within the Sunbelt make such comparisons difficult and deceptive.  相似文献

Abstract

In response to the article by Rohe and Bratt in which mergers among community development corporations (CDCs) were viewed as one type of response to organizational “failures,” this comment makes the case that many nonprofit mergers arise from a variety of motivations other than organizational crisis. Mergers are increasingly strategic partnerships in which two or more nonprofits seek mutual advantages, such as a larger market share, better access to capital, and other longer‐term goals.

Mergers are most successful when relatively strong organizations analyze their circumstances and determine that they can best advance their missions through working together. A merger has limited utility in saving an organization in crisis. Rather, it is a tool for advancing the missions of different organizations by combining their strengths. The relationship is best entered into freely, after a great deal of consideration, and with reasonable expectations for both the work ahead and the potential payoff.  相似文献

Abstract

Regression analysis of Community Development Block Grant (CDBG) spending in 17 large cities reveals strong statistical associations between spending from 1994 to 1996 and changes in three indicators of neighborhood conditions: the home purchase mortgage approval rate, the median amount of the home purchase loans originated, and the number of businesses. However, there is no consistent association between spending and indicators of subsequent neighborhood change unless CDBG spending is sufficiently spatially targeted that it exceeds a threshold of the sample mean expenditure and is measured relative to the number of poor residents. In addition, associations vary according to neighborhood trajectories before investment and changes in the local economy.

Nevertheless, even in the least hospitable contexts—highly concentrated neighborhood poverty, preexisting declines in home values, weak city job growth—our estimates are consistent with the hypothesis that above‐threshold CDBG spending produces significant neighborhood improvements. We discuss the implications for such spatially targeted spending and connections between our work and the emerging literature on the dynamics of poor neighborhoods.  相似文献

Abstract

The literature on urban sprawl confuses causes, consequences, and conditions. This article presents a conceptual definition of sprawl based on eight distinct dimensions of land use patterns: density, continuity, concentration, clustering, centrality, nuclearity mixed uses, and proximity. Sprawl is defined as a condition of land use that is represented by low values on one or more of these dimensions.

Each dimension is operationally defined and tested in 13 urbanized areas. Results for six dimensions are reported for each area, and an initial comparison of the extent of sprawl in the 13 areas is provided. The test confirms the utility of the approach and suggests that a clearer conceptual and operational definition can facilitate research on the causes and consequences of sprawl.  相似文献

我国转型期的各种矛盾集中反映在城乡的不均衡、地区的不均衡、收入分配不均衡、人与自然不平衡和内外发展不平衡等一系列问题上。我国转型期的许多社会冲突是由于地方政府片面的政绩观驱使的发展所导致的。我国已经进入城市化加速发展的城市化时代,社会矛盾一旦在人口密度高的城市发生,就会产生非常严重的后果。城市安全问题的突出表现是城市各种犯罪现象严重。在各种影响城市安全的社会冲突中,就业矛盾和缺少覆盖更多社会成员的保障制度是其中两个重要的原因。要解决转型期的社会冲突,需要继续加快制度性建设进程,需要政府对社会公平的维护,尽快建立起不同利益主体的利益诉求和维护机制,才能真正解决城市安全问题。  相似文献
