The Department of Trade and Industry's 2003 strategy identifies ‘Black Economic Empowerment’ (BEE) as being broad-based, inclusive, and part of a sustainable long-term growth and development strategy. In this, it is consistent with the 2001 Black Economic Empowerment Commission report, the ANC 2002 conference resolution and ultimately the ANC's Reconstruction and Development Programme of 1994. We use firm-level information in the metals and engineering industries to examine the actual nature and extent of BEE across the dimensions of ownership, procurement, employment equity and training. Its aim is to examine the relationships between BEE concepts and provisions and the responses that firms took in practice. Direct pressure for BEE in metals and engineering firms arises from legislation and regulatory provisions governing employment equity, skills development and procurement. It also follows from procurement provisions applying to large companies that buy from metals and engineering firms, as well as to mining firms and State-Owned Enterprises such as Eskom and Transnet.  相似文献

We discuss the political economic development of Romania since 1989, with a focus on the evolution of higher education (HE). First, we place this evolution in the context of demand for HE by prospective students and employers, focusing on the low demand for skills in the MNC-dominated Romanian economy. Second, we provide empirical insight on indicators of quality, enrolment, and funding as key features of the HE system. We argue that Romania has evolved into a dependent market economy entrenched in a low-skills equilibrium, and that the weakness of the HE system is a key element in this process.  相似文献

With more and more attention being paid to the employment problem of university students, the employment quality and employment performance evaluation of university graduates has become a hot topic of discussion. As the evaluation of employment quality and employment performance is a multidimensional and comprehensive evaluation and difficult to measure with a single indicator, this paper establishes a set of performance evaluation index system on the basis of taking into account all stakeholders and divides them into two categories: input and output. Innovation and start-up has become the impulse of transition and upgrade of China’s industrial structure. The emergence of many start-ups will change the situation and the existing enterprises create new employment. In this way, the relation between start-ups and job creation could affect employment in the long run when industrial structures are adjusted. Empirical researches have proven that the effects of new firm formation on employment last for a long time. Serious competition has emerged between new firms and between new firms and old firms. Only highly innovative firms survive. The employment rate increases. This study reviews the theoretical and empirical researches on new firm formation and employment from home and abroad. The findings from prior research indicate that positive credentials, or documentation of prosocial accomplishments, can vary in strength and perceived value in mitigating aversions to hiring individuals with criminal records. In the current study, we examine why certain types of positive credentials may be more influential in reducing stigma than others. Using data from a nationwide survey of American adults (N = 3,476), we combine a mediation analysis with content-coding of open-ended responses to identify key themes and patterns in decision processes. The results indicate the factors examined here—employee dependability, trustworthiness, recidivism risk, and workplace crime—explain a large proportion of the total effect across credentials and are the strongest for reference letters. Trustworthiness is the most influential mediator across credentials, whereas general recidivism risk is consistently the lowest. An analysis of open-ended responses provides further context and insight into these patterns. Although policy strategies often target risk reduction on the employer's end, credentials that also relay information about skills, character, and the timeline of recent life events are especially influential.  相似文献
